Evaluation of Vulnerability on Rural Emergency Relief Service using Text Mining (Text Mining 기법을 활용한 농촌마을 긴급구호서비스 접근 취약성 평가)

  • The rural areas are large residential space with fewer people than urban areas. That is why they are vulnerable to social services such as health care and security. This research analyzed the vulnerability of emergency relief service in rural village through text mining and the weighting value have been calculated. Based on the calculated statistics data, the police facilities are the most important, While the fire fighting and hospital facilities are important as well. In addition, the distance from the emergency relief service facility to the rural village was confirmed by using Open API. By combining these results, The vulnerable areas of the rural villages and the emergency relief service facilities were calculated and classified into 5 levels. For rural areas, the 1st class will have 33 places, following by 1,179 in 2nd class, 199 in 3rd class, 17 in 4th class and 8 in 5th class. Hence in order to further supplement the vulnerable areas to emergency relief service in villages, geographical relocation and policy approach of emergency relief service facilities are necessary.

  • This study investigated social relief schemes for serious adverse drug reactions in foreign countries and deduced lessons and implications for Korea to implement the scheme. A social relief scheme for serious adverse drug reactions provides reliefs for diseases and such health effects as disabilities or deaths that were caused by adverse reactions to pharmaceuticals prescribed at hospitals and clinics as well as those purchased at pharmacies notwithstanding their proper use. The US and the UK do not have specific relief schemes for adverse drug reactions but apply rules of strict liability or negligence. New Zealand and Nordic countries provide no-fault compensation schemes for health effects or injuries caused by medical treatments or medicinal products. Japan and Taiwan have operated the schemes since 1980 and 2000, respectively. In designing the scheme in Korea, we suggested that cases eligible for relief be confined to serious adverse reactions such as death or disability and then extended to diseases. It is desirable to encourage the reporting system of adverse drug reactions and quality use of medicines for the relief scheme to work efficiently.

A Study on the Risk-Management Based of Relief Train Operation (위험통제기반의 구원열차운전에 관한 연구)

  • In the event of continued train operation being impossible as the result of a breakdown, it will be essential to dispatch a relief train to recover the broken down train. Operation of relief train carries with the risk of collision in the process of connection with broken down train. The present study looks at the suitability of risk management procedures and associated problems in the light of case studies of relief train operation, and of national legal standards and railroad company regulations. It looks at appropriate methods of risk management and the problems that can arise. Based on the study a method is proposed of operating the relief train which is consistent with appropriate risk management. The proposed method will improve the safety of relief train operation, It is hoped that the results of the study will be reflected in relevant laws and operating company regulations, and so contribute to enhancing the overall level of railroad safety.

Comparing neuromodulation modalities involving the suprascapular nerve in chronic refractory shoulder pain: retrospective case series and literature review

  • Chronic shoulder pain not relieved by either conservative or surgical management is referred to as chronic refractory shoulder pain. This is a retrospective case series where chronic refractory shoulder pain patients were treated either with peripheral nerve stimulation (PNS) or with pulsed radiofrequency (p-RF) therapy to the suprascapular nerve. Both patients receiving PNS reported 100% pain relief for the first month. At the 3- and 6-month follow-ups, one patient continued to experience 100% relief while the other reported 90% relief. One patient undergoing p-RF experienced about 90% pain relief at both 1- and 3-month intervals and 0% relief at the 6-month interval. The other patient with p-RF experienced 33% relief at 1-month and 0% relief thereafter. No patient reported any complications. The results of previous randomized controlled trials evaluating the efficacy of p-RF administered to the suprascapular nerve were mixed, and there is a lack of published studies on PNS effects. Neuromodulation of the suprascapular nerve can be effective for chronic refractory shoulder pain patients. Larger scale randomized controlled trials comparing PNS and p-RF are needed to better understand their respective therapeutic capacity.

Evaluation on the Performance of Relief Wells Using Geosynthetics Blanket Length as a Parameter in an Agricultural Reservoir Embankment (농업용 저수지 제방에서 토목섬유 블랭킷의 길이에 따른 감압정의 성능 평가)

  • The performance of the relief wells installed for the purpose of controlling seepage of the dam embankment is affected by various parameters such as diameter, spacing, penetration rate, permeability coefficient of the ground, thickness of the foundation layer. Therefore, when the relief wells are adopted for the purpose of reducing seepage pressure, these parameters should be sufficiently reviewed to determine the installation specifications of the relief wells. This study evaluated the effect of the length of the geosynthetics blanket on the performance of the relief wells installed in the downstream part of the dam embankment with blankets in the upstream and downstream part of the dam embankment as countermeasure methods to control seepage of the dam embankment. In the relationship between the length of the upstream and downstream blanket and the discharge, the discharge of the relief wells decreases as the length of the upstream blanket increases, and on the other hand, the discharge of the relief wells decreases as the length of the downstream blanket increases. In the upper and lower blanket length-spacing relationship, as the length of the upstream blanket increases, the spacing of the relief wells increases and as the length of the downstream blanket increases, the spacing of the relief wells decreases. Therefore, when installing the relief wells in parallel with the blanket, it was found that increasing the length of the upstream blanket is more efficient than increasing the length of the downstream blanket in order to minimize the discharge of seepage discharge and to ensure economic feasibility by wider installation of the relief wells.

A Study on the Relief-Stupa in Flatland Temple in India (인도 평지사원 탑형부조(塔形浮彫) 연구)

  • Stupa in India divides into two: stupa in flatland temple with a character of tomb, and devotional stupa made for offering. The difference of such character is made by whether there is any Sari, and main center for worship is flatland stupa where Sari is settled. Stupa in flatland temple is targeted to that with Sari, whose character is applied into Relief-stupa. The characteristics of Relief-stupa can be divided into two: a relief with similar type of flatland stupa in the form, and a devotional relief in which drum and upper part of tower are developed. The Relief-stupa of flatland temple could be confirmed at tower gate of Sanchi tower, decoration of handrail, and the wall attached to Amaravati and Nagarjunakonda stupa. To the contrary, drum and upper wheel part in the Relief-stupa are developed in the votive stupa. Such characteristics had different features according to usage: The example of former is that there is an expression of landscape of stupa built at that time, and the example of latter is those which had similar type of stone cave temple or offering tower near stupa. Thus, the meaning is subject to the existing of Sari. Stupa building developed along with the development of Buddhist structural activity with the existing popular tradition. And its influence was expanded along with various cultures locally. And, the structure and tower reflected various types and thoughts. Stupa reflected its building site and method according to types, and was created in a new form by its usage.

  • This study aimed to understand the developmental process of poverty and relief during the reign of Jungjong in Joseon Dynasty. The reason why this study focus on the reign of Jungjong in Joseon Dynasty is that the poverty and relief had been happened most frequently, and that the meaning of social welfare could be profound during the periods of Joseon Dynasty. The data is collected based on Jungjongsilok, and the collected data is analyzed by the perspective of Hermeneutics. Five important meanings are resulted as follows: 1) concreted similar methods of social security had been partly carried out, 2) relief policies had been drawn up by the King's absolute authority, 3) given political and social economical conditions for relief had not been sufficient, 4) relief policies had been temporarily enforced, and 5) the king and the retainers had been charged to responsibility for poverty as well as they had been adapted to nature. In addition, three particulars are proposed for following studies such as comparative studies on poverty and relief before or after the reign of Jungjong, studies based on other historical material except Jungjongsilok, and studies on diseases and crimes except poverty.

The bibliographical Study on the Famine Relief Food of Chosun-dynasty (조선시대 구망식품의 문헌적 고찰)

  • This paper has made a close examination of Shingan Goohwang Chowalyo(1660), Cheesaeng yoram(1691), Sallim Gyungjae(1715) and Imwon simyook Jee(1827), to grasp what kinds of famine relief foods have been analyzed in terms of nutrition elements and cooking methods. And also this paper has surveyed the changes of these famine relief foods according to the times. Three hundred forty one famine relief foods are recorded in the above mentioned books, Among them, ten foods are recorded in common in these four books: pine needles, elm tree skin, soybeans, wax, jujubes, black beans, glutinous millet, turnip seeds white pine-mushroons and Chool-Atractylodes japonica. The methods of cooking and processing are most varied in the order of pine needles, black beans and elm tree skin, Pine needles are rich in protein and fat, and so may be regarded as the first of famine relief foods. Elm tree skin is of more than 50% carbohydrate and may be used in plate of cereals. I addition to these, Hwangui-milk vetch, Choonsu-cedrela Sinensis, Tacksa-Alisma Orientale Juzep and some other foods contain starch, glucose, fatty acids, and amino acids. So they may be used for replacing cereals and relieving famine. Before these famine relief foods are cooked or processed, according to their ingredients they should be soaked in water for a time in some cases the water should be changed several times. In Shingan Goohwang Chowalyo and Cheesaeng Yoram, measuring units are rarely recorded, while in sallim Gyungjae, they are explicitly shown. Imwon Simyook Jee clearly shows the use of oriental medicine materials. And the fur above mentioned books show no record of famine relief animal foods. To these days, vegetables have been boiled, squeezed and seasoned with salt and oil, but the better the economic conditions become, the less other famine relief foods are used. Nevertheless it is expected that these natural foods can be made favorite dishes with the best use of their good flavors and tastes.

Deposition and Erosion Relief of Riverfront by Vegetation (식생에 의한 하안 퇴적과 침식 경감)

  • This paper presents the field investigation of deposition and erosion relief of a riverfront using vegetation. The results obtained were as follows: Phragmites japonica showed 0.2 m of deposition and 0.3 m-0.4 m of erosion relief of river front by the critical velocity of 1.0 m/s-1.2 m/s. P. communis showed 0.1 m-0.4 m of deposition and 0.2 m-0.3 m of erosion relief by the critical velocity of 0.6 m/s-0.7 m/s. Salix gracilistyla showed 0.1 m-0.2 m of deposition and 0.4 m-0.5 m of erosion relief by the critical velocity of 1.2 m/s-1.4 m/s. Miscanthus sacchariflorus showed 0.1 m-0.4 m of deposition and 0.1 m-0.2 m of erosion relief by the critical velocity of 0.6 m/s-0.7 m/s. S. gracilistyla had the greatest role, while M. sacchariflorus had the lowest role for erosion relief. These results showed that aquatic plants had an effective role in sustaining a stable channel.
