Feasibility which is complimented before Social Overhead Capital Project and National Policy Project is analyzed by economic and political benefits. The projects will be performed if the benefits are bigger than the project cost. In this study, feasibility was examined at various viewpoints on sewer rehabilitation projects implemented with private capitals. To achieve the feasibility analysis, the B/C (Benefit/Cost Ratio), IRR (Internal Rate of Return) and the returns ratio of the Build Transfer Lease project implemented in 2007 at W city were estimated. At the same time, the correlation with B/C and benefit sensitivity of concessionary rate fluctuation were analyzed to evaluate the efficiency and feasibility of the seven sewer rehabilitation projects promoted by a local autonomous entity.

Purpose: This study examined the legal basis related to a physical therapist's home-based rehabilitation. Methods: The policy data were referenced to the comprehensive plan for national health promotion and the guidebook Community Health Promotion Project issued by the Korea Health Promotion Institute and other institutes. The legal data were referenced to the Bill information system on the National Assembly website. Results: The physical therapist's home-based rehabilitation did not have a legal basis in the community-based rehabilitation project (CBR) of the HP 2020 project. On the other hand, according to the Home health care part of the community health promotion project that began in 2013, physical therapists were allowed to play a role from 2020 under Article 16-2 (Public Officials in Exclusive Charge of Visiting Health Management) of the REGIONAL PUBLIC HEALTH ACT. Conclusion: Policies and laws are being developed in the field of healthcare, but the necessary policies and laws in the field of rehabilitation are still insufficient. A bill to rehabilitate in a variety of fields and spaces by modifying the scope of work of physical therapists will be needed.

Regarding the implementation of ROMM project (Rehabilitation, Operation, Maintenance & Management), which is one of overseas development projects, it is very important to diagnose the exact current status of aged thermal power plant. However, when people visit the power plant for the purpose of prediagnosis to implement the ROMM project, most target power plants for diagnosis, in general, are under operation. This can be a big interference factor to diagnose the exact current status of power plants. Therefore, in order to solve such interference factor, based on the 30 years of know-how in the field, the present study has developed a regression curve for a simple life time assessment and the calculation of rehabilitation cost that may be used as a reference relatively for the quantitative diagnosis on the status of a relevant power plant even during the operation of the power plant.

It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.

본 연구에서는 2002년에 수립되어 2003년부터 2007년까지 5개년 계획으로 추진되어 온 학교도서관 활성화 사업의 지난 4년간의 성과를 종합 분석하고자 하며, 분석결과와 평가를 기반으로 향후 2단계 활성화 사업을 추진함에 있어 고려해야 할 사항을 제안하고 있다. 첫째, 3.000억이라는 엄청난 예산을 투입하여 신설되고 리모델링된 도서관이 제대로 운영되기 위해서 가장 중요한 것은 사서교사라는 것이다. 둘째. 학교도서관 활용수업 모형을 개발하되, 학년별. 학급별, 교과별, 단원별로 세분화 전문화시켜 개발해야 한다. 셋째, 학교도서관이 학업성취도에 미치는 영향을 실증적으로 증명해 냄으로써 학부모와 지역사회가 자발적으로 학교도서관 활성화에 나설 수 있도록 한다. 넷째, 다양한 이용자 연구를 통해 고객에 해당하는 이용자들의 현실적인 요구를 분석하고 이들의 요구를 해결할 수 있도록 해야 한다. 다섯째, 사서교사 양성 교육과정에 대한 연구를 통해 사서교사의 자질, 역할. 역량을 강화시킬 수 있는 사서교사 양성을 위한 교직이수 트랙을 개발해야 한다. 그러나 무엇보다 사서교사는 스스로의 역할을 강화시킬 필요가 있으며 고객인 학생과 교사들이 전문가로 인정할 수 있도록 노력해야 한다.

Purpose : In order to study the effectiveness of East-West pain treatment on central poststroke pain(CPSP), we evaluated its effect on alleviation of pain and rehabilitation of CPSP patients who were treated with eletroacupuncture and west pain treatment for four weeks. Methods : Twenty four patients diagnosed by their pain characteristics of central pain form stroke were treated with sympathetic nerve block, gabapentin, amitriptyline, and electroacupuncture for four weeks. Pain intensity through the visual analogue scale(VAS), and improvements of mobility and rehabilitation through the modified Barthel index(MBI) and Rankin scale(RS), respectively, before and after pain treatment were also assessed. Results : VAS pain scores were significantly improved from $7.7{\pm}1.7$ to $4.4{\pm}2.0$ with pain treatment(p<0.05). In accordance with improvement of ain scores, RS and MBI scores ere also improved from $2.88{\pm}0.95$ to $2.13{\pm}1.01$ and from $83.0{\pm}16.9$ to $94.7{\pm}9.5$(p<0.05), respectively, with pain treatment(p<0.05). Conclusions : It was suggested that the active pain treatment was contributed to the rehabilitation of CPSP patients, resulting in improvement of quality of life of CPSP patients. Futhermore, East pain treatment in combination with West pain treatment may be useful modality to alleviate CPSP.

목적 : '재활의료기관 지정운영 시범사업'을 진행하고 있는 기관 내 작업치료사 및 환자들에 대한 설문을 통하여, 시범사업 안에서의 작업치료가 환자들의 가정 및 사회로의 복귀를 위한 적절한 지원체계를 확립하고 있는지 알아보고자 하였다. 방법 : 시범사업을 운영 중인 전국 13개 기관의 작업치료사 293명, 환자군의 응답을 허가한 8개 기관의 환자 296명의 응답지를 대상으로 설문분석 하였다. 치료사용 설문에는 일상생활활동 관련 평가도구 및 적용하는 중재에 관한 항목들로 구성되었으며, 환자용 설문에는 퇴원 후 직업복귀 여부 및 이를 위한 희망 중재 활동을 묻는 항목으로 구성되었다. 결과 : '재활운영 지정운영 시범사업'이 환자들의 빠른 사회복귀를 위한 목적으로 시행되고 있음에도 이를 위한 가장 중요한 수가이며 치료적 목표인 일상생활활동이 효율적이고 효과적으로 적용되지 못하고 있음을 파악할 수 있었다. 또한 기존 의료기관에서 활용하고 있는 건강보험 수가를 본 시범사업에서도 그대로 적용하고 있기 때문에, 실제적인 지역사회 복귀를 위한 수단적 일상생활활동 및 직업재활을 위한 평가 및 중재의 기반이 전혀 마련되어 있지 않다는 것을 알 수 있었다. 결론 : 시범사업에 대한 면밀한 검토를 통하여, 대상자들의 조기 사회복귀를 통한 삶의 질 향상과 불필요한 사회적 지출 감소를 위한 실제적인 개선이 이루어지도록 해야 할 것이다.

Change Orders generally impact cost and schedule performance of highway projects. However, highway projects that do not have any change orders also face cost growth and schedule delays. This study seeks to determine the cost and schedule performance of Texas DOT projects by collecting project data for 120 highway projects completed between 2016 to 2020. For the study, we selected project data that has zero or negative change orders which were then grouped and analyzed based on their Project Types i.e., maintenance works; structural works; restoration and rehabilitation works; and safety works. The study found that performance of Maintenance and Safety type projects had less cost and schedule growth among the data analyzed. Statistical tests also found that even though the projects have no change orders, Rehabilitation and Restoration type projects experienced significant schedule growth compared to others. However, the data did not show any significant cost and schedule growth for the projects when statistical tests were performed on overall data. The study concluded that highway projects are experiencing schedule growth even though the projects had no change orders. Results from the study can help planners, engineers, and administrators to gain better insight on how different types of highway projects are performing in terms of cost and schedule and eventually derive appropriate solutions to minimize cost and schedule growth in such projects.

하수관거정비 임대형민자사업(BTL)은 많은 예산이 투입되어 전국적으로 시행되었으나 사업시행 후 나타난 사업효과에 대한 종합적인 검토는 미흡한 실정이다. 또한, 일부 사업의 경우 준공 후 측정된 유량 Data의 신뢰성 문제 및 과다한 I/I(침입수/유입수) 발생량 등으로 인해 사업의 성과에 대한 문제제기와 I/I지표의 운영평가 적용과 관련한 논란이 지속적으로 제기되고 있는 실정이다. 따라서 본 연구에서는 '05년 JC군 하수관거정비 임대형민자사업(BTL) 등 시설물 준공 후 운영성과평가가 진행 중인 연구대상 사업 15개 사업에 대하여 사업효과분석, 유량계 설치 실태 분석 및 개선방안 등을 검토하였다. 검토결과 하수관거정비 임대형민자사업(BTL) 시행 후 하수처리장 운영효율 개선, 하수관거 침입수 발생비율 저하, 주변하천 수질개선 등의 효과가 나타난 것으로 분석되었으며, 유량계 설치 및 운영 현황 조사결과 나타난 주요 문제점에 대해서는 본 연구의 개선방안 적용시 보다 신뢰성 있는 유량 데이터가 확보될 수 있는 것으로 검토되었다.

Objective: To evaluate the effects of bee venom acupuncture(BVA) on the rehabilitation and quality of life in rheumatoid arthritis(RA) patients Methods: Patients with RA were treated with the BVA therapy twice a week for 3 months. Tender joint counts, swollen joint counts, morning stiffness, Erythrocyte Sedimentation Rate(ESR), C-reactive protein(CRP), patient global assessment, physician global assessment, Korean health assessment questionnaire(KHAQ) were estimated and analyzed before and after BVA therapy. Results: Tender joint counts, swollen joint counts, morning stiffness showed significant decrease after BVA therapy. But, as acute inflammatory reactants, ESR showed no significant difference and CRP showed significant increase after BVA therapy. Patient global assessment, physician global assessment, and KHAQ index showed significant improvement after BVA therapy. Conclusions: BVA therapy can improve rehabilitation and health-related quality of life in RA patients as well as clinical symptoms and signs. Further study is required in more population with large scale including acute inflammatory reaction of BVA therapy.
