The Reorganization and Institutional Characteristics of National Records Management System during the 1980s to the 1990s (1980~90년대 국가기록관리체제의 개편과 제도적 특징)

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

  • This study covers the transition of the records and archives management system of Won-Buddhism. The System can be reviewed in four eras. In the Bulbeopyeonguhoe regulations era(1924$\sim$1948), records and archives were managed in an elementary but more ingenious manner than in any other era. The first phase of the Won-Buddhism regulations era(1948$\sim$1965) was governed by the Won-Buddhism Regulations, though the traditional system of the Bulbeopyeonguhoe regulations era was still widely practiced. During the second phase of the Won-Buddhism regulations era (1965$\sim$1994), the system of "national regulations" was actively introduced into the Won-Buddhism system of managing records and archives. During the third phase of the Won-Buddhism regulations era(1994$\sim$present), the Won-Buddhism Regulations had their own meaning because in that they were the first regulations of Won-Buddhism established for the sole purpose of managing records and archives. This study has significance for understanding the Won-Buddhism system of managing records and archives.

A Study of Public Document Management Regulations of Gungnaebu (구한말 궁내부의 공문서 관리 규칙에 관한 일고찰)

  • This paper aims to examine into the public document management regulations of Gungnaebu(宮內府) at the last period of Daehan(大韓) Empire. Gungnaebu(宮內府), newly established as a political consequence of Gabo(甲午) Reform, had managed the affairs of Royal Court all through several political changes. Many of the main contents of public document management regulations were established after 1907. These regulations and methods have a significant meaning in that they have great affect on the prototype of today's public document management. Moreover, such regulations include the departments in charge of public document management, procedures for official documents handling, provisions on compilation and preservation, the formulation of records compilation classified table and provisions on records list and lending, in detail. They suggest us many points because they are the matrix of the methods of records and archives management which had been applied through Joseon(朝鮮) colonial government, even after the foundation of Republic of Korea.

  • Let me conclusion the regulation of the archival management organizations and it's development From the 1894(甲午改革) First, the archival management organizations(記錄局, 總務局) had been made in the office of prime ministry(議政府) and each ministry, which had managed the records and archives in the era of 1894. Second, the archival management organizations had been changed by the beginning of cabinet system from the march of 1895. They had been divided into three parts. One(參事官室) had managed the current records Another one(記錄局) had managed the compilation. Third, from the 1896(俄館播遷) to 1904(露日戰爭), the archival management organizations had been returned to old system of the era of 1894. I mean that the records management ministry(文書課) and the one (記錄局) had been reduced to the small office each other. For more effect research, I studied from the archival aspect. So I focused the archival institution (記錄局, 記錄課) and the related regulations(各府各衛門通行規則)in the era of 甲午改革. My conclusion is they had introduced directly from the regulations(各省官制通則) of Japan. And I did find the related regulations of some agencies (內部, 度支部, 宮內府 奎章閣). From the research of these regulations, I concluded these had been introduced directly from the regulations of Japan, too.

  • The period from 1969 to 1999 is characterized as the rimes of radical reform in contemporary records management system of Korea. First, National archives was organized and it's function has been upgraded. Second, regulations of records management were established, revised, and integrated into a regulation of office management. Records disposition schedule was set up. The last, public records law was established. According to this law National archives was reorganized such as the national center of archival institutions. Principles of registration, classification and compilation, based on the principle of provenance, were established and the system of archivist was introduced.

A Study on Current Status and Improvement Tasks of Records Classification in Government-funded Research Institutes (정부출연연구기관의 기록분류 현황과 개선과제)

  • The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.

  • This study analyses the policy for archives and records management in Korea into methods in the field of policy science. As a result, various problems have been examined in relation to carrying out the laws and regulations of archives and records management of all public agencies in Korea. Based upon various analyses of these problems, this study derives some effective strategies on the development in the policy taken the view of establishing the appropriateness between goals and measures of me policy, promoting mutual relationship among participants of the policy, putting in order the system for archives and records management, and improving circumstances of the policy for archives and records management in Korea.

  • To be able to present research authenticity, or to cope with patent related cases or any possible law suite for intellectual property, research records management is very important for evidence as well as for providing research information. But record keeping in engineering school laboratory is in an early stage, and lacks associated rules and best practices, which makes systematic research records management hard. This research investigated current practices of engineering school laboratories, analyzed related problems, and provides systematic methods for effective engineering research records management, such as modifying related regulations and process, systematizing the process of research records management, and educating researchers and building infrastructure.

The Role and Function of the Managing Agency of Presidential Records (대통령기록 관리기구의 기능과 역할)

  • It is clearly stated in the current records law that presidential records should be collected and kept. Despite of the significance of this regulation it is also undeniable that there must be some preconditions for the enactment of this legal regulations. First, it needs the compatible device for promoting the production of presidential records. Second, it must be considered that presidential records should be selected and transferred from the Committee for taking over presidency. And last, we are confronted by the problem of establishing presidential archives. After all, from the starting point we should overcome a number of serious problems for the administration of the presidential records. In this article I tried to discuss these problems and to make some suggestions for the solution of these problems. In my opinion, revision of the records law is in some points necessary. Basic principle of management of presidential records must be discussed for the revision and enactment of 'presidential archives and presidential records law'. Just several problems concerning managing agency of presidential records are pointed out here. Presidential records have important historical values. The government must be responsible for the preservation and sound management of them. The citizenship also must support the reform of the records management. It means an open and public discussion on the reform of national records management system.

A Study on the Management Status of Fire Services Records of Local Government in the Metropolitan Area (광역지방자치단체 소방기록물 관리 현황 분석)

  • The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.
