As with the fast spread of internet uses in recent years, electronic commerce has evolved. The proliferation of electronic commerce has increased diverse forms of fraud cases since internet helps intended criminals remain anonymous. In absence of effective tools to warrant the reliability of parties offering products or services through electronic commerce, consumers have to absorb damages unfairly. Internet escrow service has been considered to be an option to establish reliability between buyers and sellers and to protect consumers from possible fraud cases. However, like other industries, fraudulent escrow services have appeared in internet. This study has been intended to analyze fraudulent internet escrow services and to propose an effective regulatory system of internet escrow services. To do that, this study benchmarked the regulation of the State of California, primarily focusing on the formation of escrow company, regulation of escrow business, and remedies for wrongdoing, so Korea can consider the adoption of similar systems.

본 연구는 자율주행 시대에 대비하여 기존의 인간 운전자 대상의 교통규제의 변화를 모색하기 위해, 기존 교통안전시설 규제정보 공공개방을 위한 기초 인식조사 연구를 수행하였다. 이를 위해 자율주행차 관련 정보 수요자 집단, 현행 교통규제정보 관련 정보 관리자 집단을 대상으로 전문가 심층면접(In-depth Interview, IDI)을 수행하여 교통규제정보 공공개방의 방향성을 확인하였다. 분석 결과, 동적 규제정보에 대한 체계적 제공, 정보의 신뢰성 향상, 일원화된 정보 관리 체계에 대한 필요성을 확인하였으며 자율주행차의 주행에 대비한 IoT 기반의 교통안전시설 도입에 대한 요구사항을 도출하였다. 또한 서비스 제공을 위한 관리기관 및 수요기관 간의 유기적인 협업체계가 필요함을 확인하였다.

From the perspectives of regulation and convergence, several debates on the industrial definition of smart TV service in the Korean broadcasting and communications market are currently in progress. The most heated controversy mainly depends on whether smart TV is controlled under broadcasting regulations or under communications regulations. This Korean- specific problem is summarized in regulation fairness or asymmetric regulations between smart TV and IPTV operators. Although both operators utilize very similar technology and share the same business model, the regulations for only smart TV operators are unfettered. This would be an intrinsic cause that prohibits fair competition in the new converging market. Currently we confront the matter of asymmetric regulations between smart TV and others including IPTV or ISP. The purpose of this study, thus, is to provide the strategic, regulatory guidance and theoretical definitions on smart TV service, as one of converging services, based on a qualitative approach through subjectivity methodology. The study identifies three issues net neutrality, regulation fairness and new media and new market and proposes desirable promotion plans regarding those issues. The study draws lessons learned through a Korean smart TV case and provides directions to strategic-policy studies for future emergent converging services.

본 연구는 20세기 이후 급속한 과학기술의 발달로 산업의 공업화 및 인구의 도시화 등으로 인류의 생활터전인 환경이 위협받는 현 시점에, 이슈가 되고 있는 환경문제의 해결방안인 환경규제를 복잡계적 사고로 해석을 한 것이다. 산업혁명이후 출현한 산업의 고도화 과정에서 발생하고 있는 다양한 문제점들을 해결하기 위하여 오래전부터 많은 노력들이 시도되었다. 하지만 이러한 현상을 이해하기 위해서는 단순한 무역수준이나 경제 기술적 수준에서 해석할 수 없는 문제가 제기 되고 있다. 이러한 이슈들에 대해 복잡계적 사고를 통해 기술의 진화에 대한 우발성이 아니라 그들이 만들어낸 차이를 인식하고 혼돈의 가장자리에서 새로운 질서를 창발하는 현상에서 복잡계 시스템을 이해하고 선제적 대응 및 관리에 대한 기술적 혁신을 예측할 수 있는 기반을 제공하고자 한다. 복잡계적 사고로 분석해보면 지구가 처한 환경문제는 혼돈의 가장자리에 자리잡고 있다. 이러한 부분은 공공적인 부분에서 주도를 하고 있지만 이들만의 노력만으로는 해결이 되지 않는 다양한 구성요소들 간의 상호작용을 통한 인과관계를 형성하고 있다. 본 연구는 이러한 상호작용으로 환경규제에 대한 새로운 질서의 창발현상을 설명하고 있으며 환경규제를 공공적인 부분만의 질서가 아니라 민간 혹은 기업에서의 의지와 행동이 임계점에 도달하여 새로운 질서를 창발하는 노력이 필요함을 제시하고자 한다. 따라서 불확실성에 대한 환경규제의 새로운 질서를 이해하려는 기반을 제공하고자 한다.

본 연구는 최근 시장규모가 급격히 커지고 있는 주문형서비스(Video on Demand) 광고의 심의 규제를 위한 입법 공백의 문제점을 지적하고, 이를 위한 해결방안으로 통합방송법(안) 내 유사방송서비스 정의 및 규제를 위한 법적 근거를 마련하되 공동규제(Co-Regulation) 방식 채택을 제언하고 있다. 유료방송플랫폼 사업자들은 VoD 시청 규모 증가를 발판으로 VoD 광고를 수익모델로 삼아 제공 중에 있는데 실시간방송광고가 엄격한 심의 규제를 받는 반면, VoD 광고는 그렇지 못하다. 그 이유는 방송법을 비롯한 국내 법령에서는 VoD 및 VoD 광고 심의 규제를 위한 법적 근거가 부재하고, 광고 내용에 대한 규제는 사업자간 자율규제체계에 의존하고 있기 때문이다. 사업자 중심의 자율규제체계 하에서는 이용자(특히 어린이, 청소년과 같은 소수계층) 보호에 한계가 있고, 사업자가 광고주 영향력에 취약하며, 규제 실효성을 담보할 수 없다는 한계점을 가지고 있다. 이에 본 연구는 VoD 광고의 내용 규제 방향을 세 가지 측면에서 분석하였다. 첫째, 영국, 캐나다, 유럽연합(EU), 아일랜드와 같은 해외 주요국의 VoD 광고 규제 사례조사를 수행하였다. 각 국은 VoD 및 VoD 광고에 대한 법적 근거를 방송법 내지 그에 파생된 법령을 통해 확보하고 있었으며, 방송통신규제 기관 중심으로 심의규제를 하되 공동규제 방식을 채택하고 있었다. 둘째, VoD 광고 규제의 목적과 영역 측면에서 검토하였다. 본 연구가 제안하는 VoD 광고 규제의 목적은 이용자 보호이어야 하며, 그 영역은 내용심의로 제언하고 있다. 셋째, VoD 광고규제를 입법론 차원에서 검토하였다. 법적 근거는 일반법인 통합방송법(안)에 마련하되, 공동규제 방식 채택을 권고하였다. 개별법보다는 일반법을 권고한 이유는 VoD 서비스는 유사방송의 특성을 가지며 VoD를 제공하는 사업자가 유료방송사업자라는 지위 측면에서 통합방송법(안)에서 수용하는 것이 합리적이라는 점, 규제기관의 전문성 측면에서 실시간 방송광고를 심의하는 기관이 감독기능 및 지침제 개정 승인권을 보유하는 것이 일관성이 있다는 점에 근거한다. 본 연구가 제안한 VoD 광고에 대한 내용 심의 규제가 가능해진다면 광고 심의의 사각지대였던 VoD 광고 심의를 통해 이용자보호에 보다 충실할 수 있을 것이고, 자율규제체계가 가진 지속가능성 측면에서의 취약성을 어느 정도 극복할 수 있을 것으로 기대할 수 있다.

Red ginseng is a widely used dietary supplement and medicinal herb, and there are so many forms of ginseng products including tea, extract, capsule and jelly. The purpose of the present study was to propose some amendments on ginsenoside content of red ginseng products in Korea. For this purpose, we analyzed red ginseng products for simultaneous determination of 26 ginsenosides by ultra performance liquid chromatography with diode array detector. Some developmental aspects of Korea's ginsenoside content standard regulations for red ginseng products are needed to be examined as follows : Firstly, we proposed that four ginsenosides ($Rb_1$, $Rg_1$, Rf and $Rg_3$) would be detected in red ginseng products. Secondly, in case of red ginseng extracts, the sum of $Rb_1$, $Rg_1$ and $Rg_3$ would be 4.0 mg/g. The two proposals are helpful to comprehensive evaluation of quality of red ginseng products. In conclusion, the scientific studies on amendment scheme of ginsenoside content standard regulation of red ginseng product are very important to fortify quality control.

본 연구는 문헌연구를 기초로 기계경비서비스의 공급자인 기계경비업체의 서비스 담당자와 인터뷰를 실시하여 그 결과를 분석하여 오경보 관리방안을 제시하였다. 고객의 실수로 인한 오경보를 줄이기 위해 고객 시설의 특성에 맞는 교육도구의 제공이 필요하며, 고객의 실수에 의해 불필요한 출동이 이루어 졌을 경우 일정한 금액의 출동수수료를 고객에게 부과할 수 있는 제도적 합의를 도출할 필요가 있다. 기기의 결함 및 설치 등으로 인해 발생하는 오경보 문제를 개선하기 위하여 기기의 기술기준과 설치기준을 표준화 하는 것이 필요하며, 오경보에 영향을 많이 주는 열선감지기의 성능을 개선하기 위한 새로운 형태의 감지기 개발이 필요하다. 오경보에 대한 용어의 정의와 사용자에 대한 오경보 방지 교육내용을 보다 전문적이고 세부적인 가이드라인 형태로 규정화 하는 것이 필요하다.

The aims of this study were to investigate the relationships among mothers' emotion expression, preschool children's temperament, and preschool children's emotion regulation. The participants in this study were 75 5-year-old children from five child-care centers located in Seoul. The collected data were analyzed using simple regression and hierarchical multiple regression. The major findings were as follows. First, mothers' positive emotion expression had a positive influence on children's effortful control, and mothers' negative emotion expression had a positive influence on children's negative affect. Second, mothers' positive emotion expression had a positive influence on children's emotion regulation, while mothers' negative emotion expression had a negative influence on children's emotion regulation. Last, the effect of mothers' positive emotion expression on children's emotion regulation was fully mediated by children's effortful control. Also, the effect of mothers' negative emotion expression on children's emotion regulation was partially mediated by children's negative affect. These results suggest that mothers' emotion expression and children's temperament may predict children's emotion regulation.

Recently, housing market & circumstances considering society change have changed dramatically. Such changes have affected system exchange of apartment housing greatly and promoted new housing system breaking with bearing wall structure. From this point of view, this study examined ultimate systematic items for promoting better housing system after extracting existing building regulation and housing regulation. This study only analyzed system change considering skeleton(support) with housing regulation, building regulation and fire service law. Consequently, apartment housing will intend residential open building breaking with existing bearing wall structure by promoting change of skeleton & infill system afterward.

본 연구에서는 가정 외 보호서비스 청소년을 대상으로 학대 경험이 심리사회적 적응에 미치는 영향을 살펴 보고, 자기조절능력의 매개효과를 알아보고자 하였다. 이러한 연구목적을 달성하기 위해 부산시에 거주하는 가정 외 보호서비스 청소년을 대상으로 설문조사를 실시하였다. 그 결과 다음과 같은 사실이 밝혀졌다. 첫째, 학대 경험은 자기조절능력에 부(-)의 영향을 미치는 것으로 나타났다. 둘째, 학대 경험은 심리사회적 적응에 부(-)의 영향을 미치는 것으로 나타났다. 셋째, 자기조절능력은 심리사회적 적응에 정(+)의 영향을 미치는 것으로 나타났다. 넷째, 지기조절능력은 학대 경험과 심리사회적 적응의 관계에서 매개효과가 있는 것으로 나타났다. 이러한 결과는 학대를 경험하고 있는 가정 외 보호서비스 청소년들의 심리사회적 적응 향상을 위해서는 방임과 정서적 학대를 예방하고, 가정 외 보호서비스를 받고 있는 청소년들의 자기조절능력을 높일 수 있는 상담 프로그램의 개입의 중요성을 촉구하였다는 점에서 의의를 지닌다.
