This study was surveyed and analyzed in 2005 year for environmentally-friendly rice's production 78 farmers in korea. The major results was as follows: The average age of farmers were 54 years old, the experiences of environmentally-friendly rice's production farms was 7.4 years, the cultivated scales of environmentally-friendly rice's production was 3.4ha. The 74%'s Farmers of all unified rice's breeds for rice's production of high-grade in quality, the ranking of rice's breeds selection were the high-grade rice's breeds of government>japan rice's breeds. The control of damage by blight and insects were needed environmentally-friendly control, the endured study of this control were very important. To cut down cost of the environmentally-friendly rice for income security of farmers and sustenance of farming will. To receive reasonable price of environmentally-friendly rice, the brand image were raised to consumers, the variety and miniaturization of rice packaging unit were needed in view of consumers. In addition to must be campaigns of publicity through the press and event to consumers, were managed the exchange of rice goods and exchanged e-mail together consumers for the maintenance of confidence. To drive direct marketing between environmentally-friendly rice farmers and consumers through experiential marketing, to diversify the marketing channel. To strengthen public relations at regional level and relationship at the consumers.

According to changes of recent climate social structures, frequency of occurrence new or complex disasters are increasing. So the importance of disaster prevention is increasing. To provide useful information of disaster prevention activities, We use the "Safety Sinmungo" main processing practices included Facility safety management in Ministry of Public Safety and Security. Facility safety management is the most and common disaster prevention activities. We identified the keywords in the risk report and facilities to residents report and analyzed the seasonal and inter-regional facilities report distribution process. We also utilized social network analysis techniques to configure a 1-mode, 2-mode facilities around the keyword for differences.

The purpose of this study is to classify the cities on sustainability assessment score studied in advance using cluster analysis, to present efficient management and policy direction based on analysis of sustainability index in 45 cities of all over Gyeongsangnam and Gyeongsangbuk-do. According to the results of cluster analysis, 45 cities were classed into 4 clusters by "livable-welfare city", "environmental -ecological city", "scientific-technological city", and "industrial-economic city". The livable-welfare cities must keep superior environmental sustainability, promote small and medium sized business on regional characteristic. The environmental-ecological cities have to change agriculture into future environmental industry such as ecotourism, bio-industry and landscape agriculture. The scientific-technological cities are going to need support of government scale such as income enlargement of citizen and stable job security. Finally, the industrial-economic cities must increase environmental management plants and improve quality of life through securing green spaces, maintaining public peace and applying UIS because of low quality of environment and life.

The importance of the Load Power Factor(LPF) management is newly noticed from the voltage management and operation of the power system due to the rapidly increasing reactive power consumed. Therefore, this paper proposes the regional, seasonal and hourly Representative Model of Load Power Factor(RMLPF) considering load characteristics of all 154/22.9[kV] substations. The RMLPF is used to present a precision improvement of power system analysis and security. Computation of representative model of load utilizes the average flow method based on moving average method. The Energy Management System(EMS) data are used as the source to assess the load power factor.

Demand on the nuclear energy in East Asian countries has been grown rapidly to support economic development. After 9.11, nuclear security has become the world wide issue. In addition, unlike to other region, some countries are considering the introduction of nuclear power plants. To meet the challenges a new regional multilateral nuclear approach is proposed aiming at assurance of supply and non -proliferation. The new proposal is based on the principles of confidence building, volunteering, and incentives. The step wise approach is recommended to implement the multilateral system in East Asia.

Interstate electric power system, as an alternative for energy cooperation under regional economic bloc, has been hotly debated before progressing the restructure in electric power industry and rapidly expanded in many regions after 1990s. Especially, since northeast asia has strong supplementation in resource, load shape, fuel mix etc., electric power system interconnection in this region may bring considerable economic benefits. Moreover, since Korean electric power system has a great difficulty in a geographical condition to interrupt electricity transaction with other countries, it has been expanded as an independent system to supply all demand domestically. As a result, Korean electric power system makes considerable payment for maintaining system security and reliability and expands costly facilities to supply a temporary summer peak demand. Under this inefficiency, if there are electricity transactions with Russia via the North Korea route then economic electric power system operation may be achieved using seasonal and hourly differences in electricity price and/or load pattern among these countries. In this paper, we estimate price cap of transacted electricity via interstate electric power system in northeast asia. For this study, we perform quantitative economic analysis on various system interconnection scenarios.

Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

This paper will examine some past and current issues concerning the Republic of Korea's national strategy, focusing predominantly upon how the ROK should respond to the urgent maritime-oriented strategy highlighted by the recent developments and achievements of national prosperity achieved during last three decades and identify some of successful cases in East Asia. Some consideration will also be given to more general emergent issues of trends and developments of East Asian countries which might affect to define the ROK's future national strategy in the context of its national grand strategy to enhance national interests and prosperity. ROK is especially dependent upon open Sea Lanes of Communication (SLOC) and its national security emphasizes the sea as the medium of geopolitical and geo-economic development, given the sea known as core geographic option remains that ROK is an important maritime power, ranking the world-level nation in term of GDP, sea-borne trade, container processing capability, shipbuilding capacity and so on. It should be apparent, therefore, that ROK's national strategic development depends upon the relationship between its peninsula geography and its national development based on sea-borne economic growth and its maritime-oriented future national strategy will be the best option to maintain its national development and economic prosperity.

The concept of municipal police is in contrast to the national police, which is in charge of the overall people. With increased localization, the need for a municipal police system is emphasized in each region. This study is intended to analyze the role of municipal police uniform considering the change in security from the national to the local level based on the introduction of municipal police system. The study investigators developed the concept of centralized national police system and decentralized self-governing municipal police system based on a literature review and Internet research. The investigators analyzed the design of municipal police uniform by reviewing the systems in several other countries. The results revealed specific formative features of municipal police uniform such as representative ambivalence, expression of visual language, manifest visibility, and reflection of regional characteristics. The municipal police uniform is adapted to changes in local government requiring a shift of awareness on to municipal police compared with the existing national police. The creation of a municipal police uniform enhances the efficiency of work by projecting a resident-friendly image, social support and cooperation, which play a huge role in illustrating the exemplary service to promote a stable and peaceful society locally.

Gyong-gi province has been the political, social, economical center of Korea since the three Kingdom period, Koryo, Chosun dynasty. As a result, the area enjoys abundant local food culture. However, due to the truce line going through the province, it was divided into northern and southern region. Development of the northern Gyong-gi province has been restricted because of security and defence reasons. So, even though it has kept abundant local food heritage compared to other regions. local food products have not been fully developed. Furthermore, as bed towns of Seoul and new towns are constructed in this region, traditional and local culture has been vanished gradually and the regional uniqueness is disappearing. This report focuses on identifying unique local foods of northern Gyong-gj province where tourist site development is limited and finding out how to utilize these as international tourism resource in the 21$\^$th/ century, the era of reunified Korea. Now, we need to seek ways to overcome the current difficulties and utilize the heritage of food culture and develop It in a form that suits the taste of modern consumers.
