Purpose The purpose of this study is to design a regional electricity planning model rather than the existing single region ones and verify its usefulness. The regional electricity planning model is to determine both electricity distribution among regions and power plant planning at the same time satisfying regional demands and distribution networks. Design/methodology/approach This study made a regional electricity planning model by integrating power plant planning and electricity distribution among regions. The regional electricity planning model is formulated into a linear programming problem, and coded and run using the OSeMOSYS, one of open source energy systems. Findings According to the empirical analysis result, this study confirmed that the regional electricity planning model proposed in this study deducts the unfairness among regions in view of electricity and green house gas. In addition, the model is expected to be used in evaluating and developing the national policies concerning fine dust and/or green house gas.

This paper presents a method of the regional long-term distribution planning considering economic indicator with the assumption that energy demands proportionally increases with the economic indicators. For the practical distribution planning, it is necessary to regional load forecasting, distribution substation planning, distribution feeder planning. Accordingly, in this paper, after performing regional load forecasting considering economic indicator, it is performed distribution substation planning and distribution feeder planning in order by using this result. For accurate distribution planning, it is very important to scrutinize the correlation among the regional electric power demands, economic indicator and other characteristics because distribution planning results may vary depending on many different factors such as electric power demands, gross products, social trend and so on. In this paper, various steps microscopically and macro scopically are used for the regional long-term distribution planning in order to increase the accuracy and practical use of the results

Many techniques have been applied to comprehensive regional planning through the processes of goal-building, research and analysis, plan-establishing, implementation-scheduling, and evaluation. Operations research(OR) is one of those techniques. OR has been developed in such fields of military operations, industrial engineering and business management during the last three decades in several developed western countries. It is a recent tendency for public administrators and researchers to be interested in OR for their scientific decision making. Therefore, we see that OR has not only a weak basis on, but a few practical applications to urban and regional planning. Such situation is worse in developing countries. This paper aims at investigating the possible basis and limitations or obstacles of OR application to public decision making, especially regional planning. A practical example of OR application to regional planning in Korea and its evaluation will be introduced.

In the study it is assumed that regional characteristics of each Ri within a Myeon are different in certain degrees. This assumption implies that in some case of rural planning, Goon(county) or Myeon may be inadequate as a planning unit. because regional characteristics within Myeon will vary in a considerable degree. The objective of this study is to obtain knowledge relevant to ascertaining planning units by classifying entire number of Ri in Ansung Goon according to the components of regionality, namely the degree of sustaining agriculture and the degree of urbanizing. There was a significant variation among Ri within a Myeon the degree of sustaining agriculture as well as in the degree of urbanizing. In this study it is implied that rural program planning of Goon as a whole seems to be irrelevant. And planning Myeon level programs needs eventually adjustments in such a way of eliminating areas(Ri) which are of inconsistent character. Some planning such as farming cooperation may be efficient if they are to be undertaken at Ri basis. If the program planning include such activities of marketing and cooperative use of facilities, a group of Ri in consistent nature of regionality can be a unit of planning.

This is to introduce and overview regional transportation planning processes in the southwest region of the State of Washington, USA. First, significant roles of Growth Management Act (GMA) of the State of Washington in transportation planning are examined. Major functions and roles of Southwest Washington Regional Transportation Council (RTC) as an MPO in the southwest region of the State of Washington, are reviewed mainly from the regional transportation planning perspectives by examining regional transportation planning programs and coordination among the state and local cities and counties. Finally, processes and roles of Metropolitan Transportation Plan (MTP) are discussed. Regional transportation planning processes in a case of the southwest region of the State of Washington may be considered as a reference in regional transportation planning efforts in Korea.

The purpose of this study is to analyze the community participation in regional health planning by using the operational definition of participation channels, and to find out the significant variables of community participation channel which are highly related to the scores of regional health plan. The channels we adopted for the study are recommended in the guidebook for regional health planning. They are performing residents' helath survey, submitting written agreement of publics, holding public hearings, putting publicnotice, conducting community health committee meeting, submitting opinion of chambers and Mayors, and operating task-force for planning. We analyzed the selected data of 8 community participation channels, which were submitted by 141 rural health centers for the pursuit of governmental subsidy in 1997. The major findings of this study are as follows; 1. In the process of regional health planning, 88.7% of rural community health centers have performed the residents' health survey, 14.9% submitted written agreement of publics, 11.3% held public hearings, 39.0% put public notice, 46.8% conducting community health committee meeting, 48.9% submitted opinion of chambers, 61.7% submitted opinion of Mayors and 25.5% operated task-force for planning. The result shows that most of community participation channels have been utilized at very low rates, except the residents' health survey. 2. We have analyzed the impact of these community participation channels on the regional health plan scores. In the multiple regression model, we set the regional health plan score as the dependent variable., and the use of participation channels as the idependent variables(1 if the channels are used, 0 otherwise). Finally, the regression analyses show that two channel variables, opinion of chambers and public notice, were the significant positive channel variables on the score of community health plan.

This study is a second paper of the re-structuring strategies of healthcare facilities in Kwang-ju and Jeon-nam province for it's competition power in the emerging global health care market. Kwang-Ju city and Jeon-nam province have had difficulties in building a balanced healthcare system because of rapidly declining population, weakened healthcare infra-structure and geographical problems of healthcare supply by numerous islands. This paper presents the new approaching process for re-building healthcare network in the regional healthcare facilities planning. In addition, it analyzes health planning index, healthcare system, the concept of health care networking, etc. Finally, this presents the case study of regional healthcare facilities planning in Kwang-ju city and Jeon-nam Province.

This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.
