There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

Thirteen species of mealybugs were intercepted in quarantine at Korean ports of entry on plant materials from China over the past 9 years (2000-2009). Of these, Phenacoccus madeirensis Green has been newly reported in China through this study. This list and key are provided to assist in identifying intercepted specimens of mealybugs from China.

자성 결정체인 $Fe_3O_4$ 나노 입자를 합성하기위하여 강한 극성 용매인 2-pyrrolidone을 연전도 반응매개체로 하여 용액 내에 $FeCl_3{\cdot}6H_2O$을 용해시켜 2-pyrrolidone의 비등점까지 나노 결정체 고온 열분해 방법을 이용하여 제조되었다. 고온 열분해 후, $Fe_3O_4$ 나노 입자는 methanol/diethyl ether (1:3)에 의해서 침전되어졌다. 합성된 $Fe_3O_4$ 나노 입자는 고결정도, 고자기성을 가지고 있으며, 수용성의 자성 나노 결정체이다. 합성된 $Fe_3O_4$ 나노 입자의 크기와 결정도는 transmission electron microscope (TEM, Tecnai F20)를 이용하여 특성 분석하였으며, area electron diffraction (SAED) pattern과 HRTEM을 이용하여 나노입자의 격자 패턴 (lattice fringes)을 확인하였다.

New issues arise as to surface characterization, quantification and interface formation. Surface and interface control of CdSe nanocrystal systems, one of the most studied and useful nanostructures. Semiconductor quantum dots (QDs) have been the subject of much interest for both fundamental reseach and technical applications in recent years, due mainly to their strong size dependent properties and excellent chemical processibility. In this dissertation, the synthesis of CdSe quantum dots were synthesized by pyrolysis of high-temperature organometallic reagents. In order to modify the size and quality of quantum dots, we controlled the growth temperature and the relative amount of precursors to be injected into the coordinating solvent. Moreover, an effective surface passivation of monodisperse nanocrystals was achieved by overcoating them with a higher-band-gap material. Synthesized CdSe quantum dots were studied to evaluate the optical, electronic and structural properties using UV-absorption, and photoluminescence measurement.

The purpose of this study, therefore, was to construct the region statistical information to present methods of the data. The results of this paper are as follows: First, the construction of region statistical data is much in need of utilizing the server of regional information center, or the database to the server of public institutions, Second, there are some difficulties to receive the region statistical data because of only depending on the main source of KOSIS provided by national units from National Statistical Office. Third, as there is another problem which is text searching system served by KOSIS, GU system should be established for the user's satisfaction served by easier accessing screen. Fourth, there should be a standard software production to suit for the accessing software of the region statistical data.

The increasing price of liquefied petroleum gas (LPG) has forced many households to shift to firewood/charcoal in the Philippines, causing tremendous pressure on the dwindling forest. This transition is more obvious in the rural area where firewood price is almost half of that in the cities. Both problems on big demand for firewood and the pressure on our forest can be partly solved by going into firewood plantation. After all, the country has vast track of idle lands, both private and government lands, waiting to be developed. What the government can do are: a) aggressive promotion of firewood plantation, b) simplify further the old technology on establishing firewood plantation to encourage more farmers, c) improve charcoal processing and d) promote the use of efficient stoves. This write up discusses the need for firewood plantation, areas available for planting, where to plant in farms, what species to plant in a particular soil type/location for optimum growth, planting methods, harvesting, marketing, and the side lights on the ecological benefits derived from plantation aside from wood.

The incidence of esophageal cancer in Kazakhstan was analysed for the period of 1989-2010 years, with a focus on trends by age, gender and region. The highest rates of incidence were evident in the Western regions. The dynamics for cancer of the esophagus in the Republic demonstrated decrease, except in the Karaganda region, where a tendency for increase was noted. Considerable variation between regions pointed to differences in risk factor exposure which need to be targeted for future control efforts.

In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

Vibrio cholerae O1 serogroup Wave 3 El Tor strains are presently prevalent worldwide. The Wave 3 El Tor strains contain a TLC:RS1:CTX array on chromosome 1, and no element is integrated on chromosome 2. A multiplex PCR optimized to identify the TLC:RS1:CTX array of Wave 3 strains has been developed in this study. By using eight primers, the multiplex PCR can identify the characteristic CTX and RS1 array of Wave 3 strains from various arrays of strains belonging to other Waves. The four amplified DNA fragments of Wave 3 strains have been cloned in a vector, which could be used as a positive control for the multiplex PCR. This multiplex PCR and the positive control set could be useful tools for rapid recognition of Wave 3 El Tor strains.

Outliers in survey are a perennial problem for applied survey statisticians to estimate the total or mean of population. The influence of outliers is more increasing as they have large weights in survey sampling. Many techniques have been studied to lower the impact of outliers on sample survey estimates. Outliers can be downweighted by winsorization or reducing the weight of outliers. The weight reduction is more reasonable than replacing one outlier by one value of non-outliers, because it has at least one unit. In this paper, we suggest the square root transformation of weight as the weight reduction method. We show this method is efficient with real data, and it's also easy to apply in practical affairs.
