STUDY ON THE KOREAN CRANIOFACIAL SKELETAL PATTERN BY COUNTERPART ANALYSIS (구조적 대응체 분석법(Counterpart Analysis)에 의한 한국인의 악안면 두개 골격형태에 관한 연구)

  • Enlow's counterpart analysis explains the complex with anatomic and developmental characteristics where craniofacial aspect of individuals has been developed. The analysis does not compare individual measurement with the normal value from the average of majority but analyzes by comparison of values that each individual has. This study was to clarify the Korean craniofacial skeletal pattern using Enlow's counterpart analysis considering the fact that the craniofacial skeletal pattern has racial and regional variations. This research will be helpful in the future for growth research and research of the orthognathic surgery. For this study, the samples were consisted of 100 Korean adult subjects(50 males and 50 females) who had normal occlusion and pleasing face. Measurement points and lines were established using Enlow's counterpart analysis and they were statistically evaluated. The results indicated that : 1. The average angle between PCF and PMV was $38.54^{\circ}$ in males and $38.43^{\circ}$ in females, and the average Wits' appraisal was -2.51 in males and -2.3 in females. The ramus alignment(R4) was 1.89 in males and 2.36 in females. 2. It shows that females have a longer ramus than the PCF compared to the males, because there was a significant difference in Ramus/PCF horizontal dimensions (Skeletal A3-B3) between female and male subjects 3. It shows that males have a longer mandibular corpus than the maxilla compared to the females, because there was a significant difference in Maxillary/Mandibular arches(Skeletal A4-B4) between male and female subjects 4. In cranial floor+maxilla/ramus+corpus at A and B points(Al-Bl), which represents difference in total horizontal length between the maxilla and mandible, there was no significant difference between males and females. In conclusions, compared to Caucasian, Korean have more depressed midface, prognathic mandible, and ramus that rotates inferioposterior. Also, we observe that Korean women have target ramus posterior cranial base, as compared with Korean men. Consequently, the total length of maxilla and mandible does not show any difference, because man's mandible is longer than maxilla in comparison with woman's one.

A Study on FTA Rules of WTO (WTO의 FTA룰에 관한 연구)

  • The purpose of this paper is to study of WTO regulations related FTA such as Understanding on the Interpretation of Article XXIV of the General Agreement on Tariffs and Trade(GATT) 1994 and General Agreement on Trade in Service(GATS). In this study, the First introduced FTA rules of WTO in the chapter 2. The WTO agreement includes the "General Agreement on Tariffs an Trade(GATT) 1994". This instrument, known as "GATT 1994", is based on upon the original General Agreement on Tariffs and Trade referred to as "GATT 1947". The Second analyzed the relations between FTA and Article XXIV of GATT 1994 in the chapter 3. The Article XXIV of GATT 1994 is an agreement between the distinctive members for liberalizing trade. The Article XXIV of GATT 1994 is consist of three parts such as customs unions, free-trade area, and interim agreements that WTO is referred to as "Regional Trade Agreement(RTA)". There is a difference between the customs unions and the free-trade area. In the customs unions rules, the members should have the same tarifficatio and the same trade provision against non-members, but in the free-trade are a rules, the member is not necessary to have the same tarifficatio and the same trade provision against non-members. But, the both rules have a liberalization of trade in a common as a revoking tariffs and the government regulations for interfering with trade. In this case, however, the both rules include an inconsistency ele ment under WTO rules such as Most-Favoured-Nation Treatment(MFN) and National Treatment on Internal Taxation and Regulation(NTITR). This study reviewed neither inconsistency nor consistency on the both rules with the RTA of WTO under Article XXIV of GATT 1994. The Third analyzed the relations between FTA and Article V of GATS under WTO in the chapter 4. The GATS is a rule of WTO for the growing importance of trade in services for the growth and development of the world conomy. The GATS is a new rule rather than GATT's rule for concerning goods trade. The Article V of GATS under WTO is a rule that makes based on upon the Article XXIV of GATT. Therefore, If it is to be examined the Article V of GATS, it should be referred to a and an interpretation of the text of the Article XXIV of GATT. However, the Article V of GATS is on the undeveloped stage compare to the Article XXIV of GATT. Because, the statistics of WTO showed that the RTAs under the Article XXIV of GATT have 150 cases completed between nations, but the RTAs under the Article IV of GATS have 10 cases completed between nations. The Forth examined the interpretation of FTA rules under WTO in the chapter 5. Concerning the consistency issue of customs unions and free-trade area under the Article XXIV of GATT, the working parties in customs unions and in free-trade area have been reviewed the consistency is sue which had been not if to GATT. However, the parties finished to get up with one accord the both that are a consistency of argument and an inconsistency of argument with the interpretation of the Article XXIV of GATT. The interpretation of the Article XXIV of GATT has been raised as the issues when EEC by Rome Treaty established in 1957. However, the consistency is sue only agreed 6 working parties out of 69 working parties finished the reviewing of the interpretation up to the end of 1994. Also the consistency issue concerned with the special privilege measure of the customs unions and tree-trade area under the Article XXIV of GATT discussed only 3 cases between working parties up to now and did not accepted as an issue for working parties' report. In conclusion in the chapter 6, this study raised the issues of WTO that are a conference of a new round under WTO and the issues of clarity between FTA rule and WTO regulation.

Estimating carbon uptake in forest and agricultural ecosystems of Korea and other countries using eddy covariance flux data (에디 공분산 기반의 플럭스 타워 관측자료를 이용한 국내외 산림과 농업 생태계 탄소 흡수량 분석)

  • Measurements of net ecosystem exchange (NEE) of $CO_2$ based on the eddy covariance technique provide reasonable carbon balance estimates in response to local environmental conditions. In South Korea, the forest ecosystems cover approximately 64% of the total area, thereby strongly affecting regional carbon balances. Cultivated croplands that cover about 17% of the total area should also be considered when calculating the carbon balance of the country. In this study, our objectives were (a) to quantify the range and seasonal variation of NEE at forest ecosystems, including deciduous, coniferous, and mixed forests, and agricultural ecosystems, including rice paddies and a potato field, in South Korea and (b) to compare NEE at ten Fluxnet sites that have the same or similar ecosystems as found in South Korea. The results showed that the forest and agricultural ecosystems were carbon sinks. In Korea, NEE at the forest ecosystems varied between -31 and $-362gC/m^2/yr$, and NEE at the croplands ranged from -210 to $-248gC/m^2/growing$ season. At the deciduous forest, NEE reached low values in late spring, early summer, and early autumn, while at the coniferous forest, it reached low values in spring, early summer, and mid autumn. The young mixed forest was a much stronger carbon sink than the old-growth deciduous and coniferous forests. During each crop growing season, beet had the lowest NEE value within six crops, followed by wither wheat, maize, rice, potato, and soybean. These results will be useful for designing and applying management strategies for the reduction of $CO_2$ emissions.

  • Village-concentrated agricultural regional development projects that aim for increased profits are now being aimed at core agricultural and fishing areas. These agricultural and fishing stimulus projects aim to not only increase the net profit of local citizens but also improve their living conditions. As the industry itself has changed, local rural areas have also changed in various ways. One such aspect is the emergence of rural-urban complexes known as "rurban" areas. These naturally occurring rurban regions are created by a combination of complex urban infrastructure while maintaining the insulated rural communities that agricultural areas are usually so readily identified by. "Jeongeupsi Naejangsnagdong", the target of this research, also specifies the unaltered surrounding natural environment of rural areas while at the same time containing complex central living areas typically found in urban areas. This research suggests that the direction of residents' participation in community-level rurban projects could solve the problems found in existing top-down government development projects. This research also suggests rurban area activation plans to improve living conditions through analysis of both local rurban agricultural characteristics and citizen demands. In order to encourage citizen autonomy and self-governing attitudes, citizen-strengthening workshop programs are proposed, such as citizen workshops or pilot activities. This research was carried out by target area analysis, rudimentary planning, development direction setting, detailed project planning, and finally project processing. This procedure established three goals, which are walking environment improvement, community infrastructure establishment, and good living environment establishments, based on actual site research and citizen demands. This research suggests plans to activate community groups that were already established and reflect citizen needs as the main avenues for local businesses. This research is predicted to promote more active and successful growth through autonomy in stimulating these increasingly emerging rurban agricultural regions.

PRC Maritime Operational Capability and the Task for the ROK Military (중국군의 해양작전능력과 한국군의 과제)

  • Recent trends show that the PRC has stepped aside its "army-centered approach" and placed greater emphasis on its Navy and Air Force for a wider range of operations, thereby reducing its ground force and harnessing its economic power and military technology into naval development. A quantitative growth of the PLA Navy itself is no surprise as this is not a recent phenomenon. Now is the time to pay closer attention to the level of PRC naval force's performance and the extent of its warfighting capacity in the maritime domain. It is also worth asking what China can do with its widening naval power foundation. In short, it is time to delve into several possible scenarios I which the PRC poses a real threat. With this in mind, in Section Two the paper seeks to observe the construction progress of PRC's naval power and its future prospects up to the year 2020, and categorize time frame according to its major force improvement trends. By analyzing qualitative improvements made over time, such as the scale of investment and the number of ships compared to increase in displacement (tonnage), this paper attempts to identify salient features in the construction of naval power. Chapter Three sets out performance evaluation on each type of PRC naval ships as well as capabilities of the Navy, Air Force, the Second Artillery (i.e., strategic missile forces) and satellites that could support maritime warfare. Finall, the concluding chapter estimates the PRC's maritime warfighting capability as anticipated in respective conflict scenarios, and considers its impact on the Korean Peninsula and proposes the directions ROK should steer in response. First of all, since the 1980s the PRC navy has undergone transitions as the focus of its military strategic outlook shifted from ground warfare to maritime warfare, and within 30 years of its effort to construct naval power while greatly reducing the size of its ground forces, the PRC has succeeded in building its naval power next to the U.S.'s in the world in terms of number, with acquisition of an aircraft carrier, Chinese-version of the Aegis, submarines and so on. The PRC also enjoys great potentials to qualitatively develop its forces such as indigenous aircraft carriers, next-generation strategic submarines, next-generation destroyers and so forth, which is possible because the PRC has accumulated its independent production capabilities in the process of its 30-year-long efforts. Secondly, one could argue that ROK still has its chances of coping with the PRC in naval power since, despite its continuous efforts, many estimate that the PRC naval force is roughly ten or more years behind that of superpowers such as the U.S., on areas including radar detection capability, EW capability, C4I and data-link systems, doctrines on force employment as well as tactics, and such gap cannot be easily overcome. The most probable scenarios involving the PRC in sea areas surrounding the Korean Peninsula are: first, upon the outbreak of war in the peninsula, the PRC may pursue military intervention through sea, thereby undermining efforts of the ROK-U.S. combined operations; second, ROK-PRC or PRC-Japan conflicts over maritime jurisdiction or ownership over the Senkaku/Diaoyu islands could inflict damage to ROK territorial sovereignty or economic gains. The PRC would likely attempt to resolve the conflict employing blitzkrieg tactics before U.S. forces arrive on the scene, while at the same time delaying and denying access of the incoming U.S. forces. If this proves unattainable, the PRC could take a course of action adopting "long-term attrition warfare," thus weakening its enemy's sustainability. All in all, thiss paper makes three proposals on how the ROK should respond. First, modern warfare as well as the emergent future warfare demonstrates that the center stage of battle is no longer the domestic territory, but rather further away into the sea and space. In this respect, the ROKN should take advantage of the distinct feature of battle space on the peninsula, which is surrounded by the seas, and obtain capabilities to intercept more than 50 percent of the enemy's ballistic missiles, including those of North Korea. In tandem with this capacity, employment of a large scale of UAV/F Carrier for Kill Chain operations should enhance effectiveness. This is because conditions are more favorable to defend from sea, on matters concerning accuracy rates against enemy targets, minimized threat of friendly damage, and cost effectiveness. Second, to maintain readiness for a North Korean crisis where timely deployment of US forces is not possible, the ROKN ought to obtain capabilities to hold the enemy attack at bay while deterring PRC naval intervention. It is also argued that ROKN should strengthen its power so as to protect national interests in the seas surrounding the peninsula without support from the USN, should ROK-PRC or ROK-Japan conflict arise concerning maritime jurisprudence. Third, the ROK should fortify infrastructures for independent construction of naval power and expand its R&D efforts, and for this purpose, the ROK should make the most of the advantages stemming from the ROK-U.S. alliance inducing active support from the United States. The rationale behind this argument is that while it is strategically effective to rely on alliance or jump on the bandwagon, the ultimate goal is always to acquire an independent response capability as much as possible.

Growth Characteristics and Yield of "Baeck Ji 1" a New High Variety of Angelica dahurica (白芷 新品種 "白芷 1號" 의 主要特性 및 收量性)

  • A new baekji(Angelica dahurica Bentham et Hooker) variety, Baekji l, was developed through a pure line selection at the Gyeongbug Provincial RDA during the period of 1990 to 1995. The variety was characterized to have high plant height. Long root length and large root diameter as compared with a check varicty of Bonghwa baekji but emergence date, flowering date and leaf number of Baekji l was similar to that of the check variety, and it was also more tolerant to nematode and heat stress. Peeled root color of Backji l was yellowbrown but number of the lateral root of the variety was greater. The dried-root yield of Baekji l in yield trial, regional adaptation trial and farmer's field trial was always $21\sim31%$ higher than that of the check variety.

A Study on the Water Reuse Systems (중수도개발연구(中水道開發研究))

  • Water supply has been mainly dependent on the construction of the dams in Korea. It is difficult, however, to continue to construct dams for many reasons, such as the decrease of construction sites, the increase of construction costs, the compensation of residents in flooded areas, and the environmental effects. Water demands have increased and are expected to continue increasing due to the concentration of people in the cities, the rise of the living standard, and rapid industrial growth. It is acutely important to find countermeasures such as development of ground water, desalination, and recycling of waste water to cope with increasing water demands. Recycling waste water includes all means of supplying non-potable water for their respective usages with proper water quality which is not the same quality as potable water. The usages of the recycled water include toilet flushing, air conditioning, car washing, yard watering, road cleaning, park sprinkling, and fire fighting, etc. Raw water for recycling is obtained from drainage water from buildings, toilets, and cooling towers, treated waste water, polluted rivers, ground water, reinfall, etc. The water quantity must be considered as well as its quality in selecting raw water for the recycling. The types of recycling may be classified roughly into closed recycle systems and open recycle systems, which can be further subdivided into individual recycle systems, regional recycle systems and large scale recycle system. The treatment methods of wastewater combine biochemical and physiochemical methods. The former includes activated sludge treatment, bio-disc treatment, and contact aeration treatment, and the latter contains sedimentation, sand filtration, activated carbon adsorption, ozone treatment, chlorination, and membrane filter. The recycling patterns in other countries were investigated and the effects of the recycling were divided into direct and indirect effects. The problems of water reuse in recycle patterns were also studied. The problems include technological, sanitary, and operational problems as well as cost and legislative ones. The duties of installation and administrative organization, structural standards for reuse of water, maintenance and financial disposal were also studied.

Breeding of the Scab-Resistant Pear Cultivar 'Greensis' (배 검은별무늬병 저항성 품종 '그린시스' 육성)

  • To develop scab-resistant pear (Pyrus spp.) varieties with fruits that are as crisp and juicy as Asian pears, a cross was made between 'Whangkeumbae' and 'Bartlett' varieties (P. pyrifolia ${\times}$ P. communis) at the Pear Research Institute of the National Institute of Horticultural & Herbal Science, Rural Development Administration, in 1994. Among the 285 seedlings, 'Greensis' was first selected in 2006 for its good eating quality and named in 2012 after regional adaptation tests in nine regions and ten experimental plots from 2007 to 2012. The tree showed a vigorous growth habit and semi-spreading characteristics, like 'Whangkeumbae'. The optimum fruit harvest date was also around Sept. 26 and fruit was round in shape and green in skin color at maturity. Average fruit weight was 470g, and the soluble solids content was $12.4^{\circ}Brix$. The flesh was very crisp and juicy, and had good eating quality. Its' leaf size was similar with 'Bartlett' and smaller than 'Whangkeumbae'. The average of full bloom date of 'Greensis' was determined as Apr. 26, which was six days later than 'Whangkeumbae' and similar with 'Bartlett'. S genotypes of 'Greensis' were identified as $S_4S_e$ by S-allele PCR product sequencing analysis. It seems that the $S_4$ allele was inherited from 'Whangkeumbae' and the Se allele from 'Bartlett'. 'Greensis' displayed strong resistance to scab disease caused by Venturia nashicola, similar to European pear cultivars like 'Beurre Hardy' and, 'Conference'. 'Greensis' was also highly resistant to black leaf spot (Alternaria kikuchiana) in the field

Characteristics of Biodegradation of Geosmin using BAC Attached Bacteria in Batch Bioreactor (정수처리용 생물활성탄(BAC) 부착 박테리아를 이용한 회분식 반응기에서의 Geosmin 생분해 특성)

  • In this study, three different biological activated carbons (BACs) were prepared from activated carbons made of each coal (F400, Calgon), coconut (Samchully) and wood(Pica, Picabiol) which were run for two and half years in the pilot plant. The attached bio-film microorganisms in and on the BACs were isolated and identified. The results showed that nine different bacteria species (Chryseomonas luteola, Stenotrophomonas maltophilia, Pseudomonas vesicularis, Aeromonas hydrophila, Spingomonas paucimobilis, Agrobacterium radiobacter, Pseudomonas fluorescens, Spirillum spp., and Pasteurella haemolytica) were isolated and identified, the dominant species was Pseudomonas sp. that had occupied 56.5%. More specifically, it was observed that the populations of the microorganisms deceased in the order: Pasteurella haemolytica (18.9%) > Chryseomonas luteola (4.0%) > Agrobacterium radiobacter (3.5%) > Aeromonas hydrophila (2.0%) in and on the BACs. After isolating of 9 species of biofilm microorganisms, the growth curve for the biomass was investigated. During 24~96 hours, the biomass has the highest concentration, and activity of the biomass was the best to uptake geosmin as carbon resources. The operation temperatures for investigating the biodegradation of geosmin were set at $4^{\circ}C$ and $25^{\circ}C$. Pseudomonas vesicularis, Pseudomonas fluorescens, Agrobacterium radiobacter and Stenotrophomonas maltophilia played a maior role in removing the target compound as geosmin. However, geosmin was not biodegraded well by Chryseomonas luteola, Spingomonas paucimobilis, and Spirillum spp.. It is also interesting to evaluate kinetics of biodegradability of geosmin. The first-order rate constants for biodegradability of geosmin at $4^{\circ}C$ and $25^{\circ}C$ were $0.00006{\sim}0.0002\;hr^{-1}$ and $0.0043{\sim}0.0046\;hr^{-1}$ respectively. Higher water temperature produced better geosmin removal rates. When concentrations of geosmin increased from 10 to 10,000 ng/L, the rate constants for biodegradability of geosmin increased from 0.0003 to $0.0882\;hr^{-1}$. As described earlier, higher geosmin concentration in the reactor produced higher rate constant.

Prospects for development of cosmetic industry using natural products in Chungbuk (충북지역의 천연 자원을 활용한 화장품 산업의 발전 전망)

  • With entry into force of the Nagoya Protocol to promote the fair sharing of the benefits of accessing and utilizing genetic resources, much support has been given to research on the development of biomaterials and products using domestic natural resources. Conservation and resource-saving of native species became very important through Nagoya Protocol enactment. The trend of cosmetic industry has been shifing from use synthetic chemicals to natural biomaterials, due to the safety regulations on new materials, ban on animal experiments, and expansion of cosmeceuticals range. In addition, functional cosmetic range has been expanded from whitening, wrinkle improvement, and ultraviolet shielding, to hair loss, hair loss alleviation, acne relaxation, and moisturizing of atopic skin, thus causing the activation of research about field of efficacy evaluation on natural biomaterials and commercialization. Chungbuk province is fostering the bio industry as a key industry for regional economic growth. For this purpose, Osong Biotechnology Complex/Ochang Science Industrial Complex in middle area, Jecheon biovalley in northern region, and Chungju Enterprise city have been established, thus playing a pivotal role in Bio innovative cluster in Korea. In particular, it was established the osong cosmetics clinical research support center to develop the cosmetics industry in chungbuk, thereby supporting clinical trials, efficacy evaluations, overseas certification, and overseas market entry in order to advance into the global market. In addition, oriental plants such as astragalus propinquus, schisandra chinensis, eucommia, alpiniae oxyphyllae fructus and biancaea sappan are being actively studied as global cosmetic ingredients through the promotion of various national research and development projects using natural materials in chungbuk province. The chungbuk natural product industry is expected to grow further throughout cosmetics industry development in the future, as companies and research institutes are actively promoting the secure index of effective material in natural products and effective material commercialization.
