Determinants of economic impact of regional regeneration program (지역재생사업 파급효과의 결정요인)

  • The purpose of this paper is to identify the determinants of spillover effects of regional regeneration projects. This finds that the effects are positively determined by population sizes of regions and degree of industrial specialization of regeneration related industries. In particular, the improvement of accessibility through the development of transportation infrastructure facilities can contribute to increases of economic impacts of regeneration projects of high-income regions on the lagged regions. Microeconomic approaches and dynamic modelling need to be integrated for this impact analysis as further research fields.

  • Under a knowledge-based economy, regional innovation policies have been treated as important regional policies. In this paper, the author attempts to argue the possibilities and problems for regional innovation in Japan. For this purpose, the author has investigated the development of industry-academy-government collaboration in Ube City which has been designated as one of a number of knowledge cluster projects by the National Government. Ube City is a typical company town and the regional system had been characterized by the vertical relationship between a core company and it's subcontractors. Since the late 19905, the local national university has played an important role to promote cooperation with various types of enterprises, research institutions, and local governments. As such horizontal relationships have become more influential, it is necessary to overcome the gap in interest and knowledge base between the core company and the local university.

An Analysis of Korean Regional Agricultural and Agri-Manufacturing Clusters Using Multi-Regional Input-Output Model (우리나라의 권역별 농산업 클러스터 분석: 6개 권역간 산업연관모형희 적용)

  • The aim of this paper is to identify Korean agricultural and agri-manufacturing cluster using a multi-regional input-output model. This paper derives a representative set of five agricultural and agri-manufacturing clusters in Korea in terms of spatial and industrial interdependency. The results show that agriculture and agri-manufacturing clusters agglomerated in Seoul Metropolitan Area and Chungcheong Area are linked both production and manufacture functions, whereas Gangwon Area is more focused on production and Jeolla Area is more concentrated on manufacture.

  • Focusing on the photonics industry as a new one and the photonics industry agglomeration in Gwangju, this study investigated the regional characteristics of the photonics industry's growth. To analyze the location and business network of photonics firms as foundation of industrial growth, in-depth interviews were conducted. It also aimed to review the meanings of regional policy to promote a strategic industry. As a result, it founded the differential growth of the photonics industry in the Capital region(with a market advantage) and Gwangju(with a policy advantage). Gwangju's regional policy had an importance that it formed a regional consensus and increased the momentum and variety to drive regional industrial development.

Comparative Analysis of Regional and At-site Analysis for the Design Rainfall by Gamma and Non-Gamma Family (Ⅱ) (Gamma 및 비Gamma군 분포모형에 의한 강우의 지점 및 지역빈도 비교분석 (Ⅱ))

  • This study was conducted to derive the regional design rainfall by the regional frequency analysis based on the regionalization of the precipitation. The optimal regionalization of the precipitation data were classified by the above mentioned regionalization for all over the regions except Jeju and Ulleung islands in Korea. Design rainfalls following the consecutive duration were derived by the regional analysis using the observed and simulated data resulted from Monte Carlo techniques. Relative root mean square error (RRMSE), relative bias (RBIAS) and relative reduction (RR) in RRMSE for the design rainfall were computed and compared between the regional and at-site frequency analysis. It has shown that the regional frequency analysis procedure can substantially more reduce the RRMSE, RBIAS and RR in RRMSE than those of at-site analysis in the prediction of design rainfall. Consequently, optimal design rainfalls following the classified regions and consecutive durations were derived by the regional frequency analysis using Generalized extreme value distribution which was identified to be more optimal one than the other applied distributions. Diagrams for the design rainfall derived by the regional frequency analysis using L-moments were drawn according to the regions and consecutive durations by GIS techniques.

  • National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

Estimation of Design Rainfall by the Regional Frequency Analysis using Higher Probability Weighted Moments and GIS Techniques (III) - On the Method of LH-moments and GIS Techniques - (고차확률가중모멘트법에 의한 지역화빈도분석과 GIS기법에 의한 설계강우량 추정 (III) - LH-모멘트법과 GIS 기법을 중심으로 -)

  • This study was conducted to derive the regional design rainfall by the regional frequency analysis based on the regionalization of the precipitation suggested by the first report of this project. According to the regions and consecutive durations, optimal design rainfalls were derived by the regional frequency analysis for L-moment in the second report of this project. Using the LH-moment ratios and Kolmogorov-Smirnov test, the optimal regional probability distribution was identified to be the Generalized extreme value (GEV) distribution among applied distributions. regional and at-site parameters of the GEV distribution were estimated by the linear combination of the higher probability weighted moments, LH-moment. Design rainfall using LH-moments following the consecutive duration were derived by the regional and at-site analysis using the observed and simulated data resulted from Monte Carlo techniques. Relative root-mean-square error (RRMSE), relative bias (RBIAS) and relative reduction (RR) in RRMSE for the design rainfall were computed and compared in the regional and at-site frequency analysis. Consequently, it was shown that the regional analysis can substantially more reduce the RRMSE, RBIAS and RR in RRMSE than at-site analysis in the prediction of design rainfall. Relative efficiency (RE) for an optimal order of L-moments was also computed by the methods of L, L1, L2, L3 and L4-moments for GEV distribution. It was found that the method of L-moments is more effective than the others for getting optimal design rainfall according to the regions and consecutive durations in the regional frequency analysis. Diagrams for the design rainfall derived by the regional frequency analysis using L-moments were drawn according to the regions and consecutive durations by GIS techniques.

  • According to the Korean Library Act, a regional representative library is fully responsible for the integrated management of all collections held by local libraries. It intends to resolve space problem for collections and to prepare room for new materials in local libraries. Under the Act, a regional representative library should make a plan for a regional repository library to accomodate overflows from local library collections as soon as possible. The purpose of this study is to figure out the meanings of 'regional repository library' as a cooperative storage facility of local library collections, and to suggest the proper solutions for developing a regional repository library with case of Busan metropolitan city. To the end, this study (1) examined the extent of space shortage in local libraries of Busan, (2) assessed the needs of both local libraries and library users for a regional repository library, and finally, (3) suggested the detailed procedure and methods for establishing and managing a regional repository library in Busan metropolitan city.

  • This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

  • This paper aims at identifying the strategies for strengthening regional innovation systems. This paper is based on the objective evaluation on regional innovation systems by regional government officials who are in charge S&T promotion. This paper has two significances. First, regional government officials as manager on S&T policies, will be able to diagnose exactly their own regional innovation systems. Second, we will be able to get a complete figure on regional S&T culture throughout them. This paper argues that, in order to strengthen regional innovation systems, we must reinforce firms' technological capabilities, create and decentralize public research institutes, and diffuse the culture for appreciating S&T and innovation within region etc.
