This paper aims to analyze changes in urban space use due to social distancing measures for COVID-19 using de facto population data in Seoul during daytime, which is estimated by Seoul Metropolitan Government and telecommunication company of KT using public big data and LTE signal data. The result of kernel density estimation and spatial autocorrelation analysis shows that the distribution patterns of de facto population in 2019 and 2020 were generally similar. This is a result of showing that the government's social distancing measures enabled a certain level of normal activities while suppressing the spread of COVID-19. However, analyzing de facto population subtracting 2019 from 2020 showed different results at the micro level. De facto population decreased in commercial areas but increased in residential areas. This means that COVID-19 social distancing measures had spatially uneven effect. The results of analyzing the effect of regional, land use, economic, educational, and accessibility characteristics on the changes of de facto population using spatial regression analysis are as follows. The higher the density of commercial facilities, the more businesses subject to regulations and schools and universities that require non-face-to-face classes, the more de facto population decreased. Conversely, it was found that de facto population increased in areas with many houses and parks due to telecommuting.
The use of professional retirement personnel who have largely left their economic activities due to the retirement of baby boomers is a modern task and is emerging as a social issue. This study aims to explo re the perception of professional retirees' overseas volunteer experience as NGOs and seek ways to utilize pro fessional retirement personnel. This study is a qualitative study using photo-voice, and the participants in the study are retirees of retirement age from professions with experience in NGO overseas service. Data were collected through group activities and individual interviews, and data were analyzed using participatory analysis and subject analysis. The perception derived from the study was that NGO overseas service is the best job to be safe and raise the national status, and that information on this is wanted to be provided in retirement education. In conclusion, retirement education for the expansion of NGO overseas service was conducted not only in public enterprises but also in general workplaces to discuss ways to prepare before retirement, and the operation of the Retired NGO Overseas Volunteer Information Service Center was suggested. This study is meaningful in presenting basic data for preparing alternatives to social welfare policies in old age after retirement through the recognition of the experience of professional retirees in overseas NGO service

In Korea, youth participation in economic activities and unemployment appear at the same time, which is a more serious problem, so a study on the labor market movement can be viewed as a study to overcome youth unemployment. The purpose of this study is to examine how labor movement between the employed and the unemployed is progressing through the survey data of the youth panel among the employment panel and to identify the factors affecting the movement path and movement of the employed and the unemployed. In the case of the employed, they possessed professional qualifications, and in the case of unstable occupational status, they attempted to move to a stable position after being employed. In the case of the unemployed, the probability of failing to find a job was higher as they had no job search experience, the longer the job search period, and the less effort they made. The fact that the home environment directly or indirectly influences the movement of the labor market remains unchanged. On the other hand, the higher the educational level, the more stable, and the most stable the metropolitan area. Therefore, more urgently than ever, a plan to revitalize the local labor market through the organic relationship between the government, local governments, local industry, and local universities and balanced regional development should be sought.
Recently, novel viral infections such as COVID-19 have spread and pose a serious public health problem. In particular, these diseases have a fatal effect on the elderly, threatening life and causing serious social and economic losses. Accordingly, applications such as telemedicine, healthcare, and disease prevention using the Internet of Things (IoT) and artificial intelligence (AI) have been introduced in many industries to improve disease detection, monitoring, and quarantine performance. However, since existing technologies are not applied quickly and comprehensively to the sudden emergence of infectious diseases, they have not been able to prevent large-scale infection and the nationwide spread of infectious diseases in society. Therefore, in this paper, we try to predict the spread of infection by collecting various infection information with regional limitations through a virus disease information collector and performing AI analysis and severity matching through an AI broker. Finally, through the Korea Centers for Disease Control and Prevention, danger alerts are issued to the elderly, messages are sent to block the spread, and information on evacuation from infected areas is quickly provided. A realistic elderly support system compares the location information of the elderly with the information of the infected area and provides an intuitive danger area (infected area) avoidance function with an augmented reality-based smartphone application. When the elderly visit an infected area is confirmed, quarantine management services are provided automatically. In the future, the proposed system can be used as a method of preventing a crushing accident due to sudden crowd concentration in advance by identifying the location-based user density.
The regions of Central Asia have each acquired an elevated strategic importance in the new security paradigm of post-September 1lth. Comprised of five states, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, Central Asia's newly enhanced strategic importance stems from several other factors, ranging from trans-national threats posed by Islamic extremism, drug production and trafficking, to the geopolitical threats inherent in the region's location as a crossroads between Russia, Southwest Asia and China. Although the U.S. military presence in the region began before September 11th, the region became an important platform for the projection of U.S. military power against the Taliban in neighboring Afghanistan. The analysis goes on to warn that 'with US troops already in place to varying extents in Central Asian states, it becomes particularly important to understand the faultlines, geography, and other challenges this part of the world presents'. The Kyrgyz military remains an embryonic force with a weak chain of command, the ground force built to Cold War standards, and an almost total lack of air capabilities. Training, discipline and desertion - at over 10 per cent, the highest among the Central Asian republics - continue to present major problems for the creation of combat-effective armed forces. Kyrgyzstan has a declared policy of national defence and independence without the use of non-conventional weapons. Kyrgyzstan participates in the regional security structures, such as the Collective Security Treaty Organisation (CSTO) and the Shanghai Co-operation Organisation (SCO) but, in security matters at least, it is dependent upon Russian support. The armed forces are poorly trained and ill-equipped to fulfil an effective counter-insurgency or counter-terrorist role. The task of rebuilding is much bigger, and so are the stakes - the integrity and sovereignty of the Kyrgyz state. Only democratization, the fight against corruption, reforms in the military and educational sectors and strategic initiatives promoting internal economic integration and national cohesion hold the key to Kyrgyzstan's lasting future

This paper describes the comparative results of measured and predicted values for the horizontal displacement of earth retaining wall based on two field cases, in order to evaluate the application of lateral earth pressure to earth retaining wall supported by earth anchor in Jeju. The prediction of lateral earth pressure acting on the earth retaining wall was performed by elasto-plastic analysis using Rankine earth pressure, Hong & Yun lateral earth pressure, Terzaghi & Peck modified lateral earth pressure, and Tschebotarioff lateral earth pressure. As a result, the predicted value of the maximum horizontal displacement for site A was about 10 to 12 times greater than the measured value, and in the case of site B, the predicted value was evaluated as about 9 to 12 times greater than the measured value. That is, both sites showed a similar increase rate in the maximum horizontal displacement by the predicted value compared to the measured value. In all field construction cases, the maximum horizontal displacement by measured values occurred in the sedimentary layer, soft rock layer, and clinker layer, and the horizontal displacement distribution was shown in a trapezoidal shape. The maximum horizontal displacement by the predicted value occurred around the clinker layer, and the horizontal displacement distribution was elliptical. In the ground with a clinker layer, the measured value showed a very different horizontal displacement tendency from the predicted value, because the clinker layer exists in the form of a rock layer and continuous layer. In other words, it is unreasonable to apply the existing prediction method, which is overestimated, because the characteristics of the earth pressure distribution in Jeju show a tendency to be quite different from the predicted earth pressure distribution. Therefore, it is necessary to conduct a research on the lateral earth pressure in the realistic Jeju that can secure more economic efficiency.

Liquefied petroleum gas (LPG) is an attractive fuel for ships considering its current technology and economic viability. However, safety guidelines for LPG-fueled ships are still under development, and there have been no cases of applying LPG propulsion systems to small and medium-sized ships in Korea. The purpose of this study was to perform an objective risk assessment for the first marine LPG engine system and propose safe operational standards. First, hazard and operability (HAZOP) analysis was used to divide the engine system into five nodes, and 58 hazards were identified. To compensate for the subjectivity of qualitative evaluation using HAZOP analysis, fuzzy set theory was used, and additional risk factors, such as detectability and sensitivity, were included to compare the relative weights of the risk factors using a fuzzy analytical hierarchy process. As a result, among the five risk factors, those with a major impact on risk were determined to be the frequency and severity. Finally, the fuzzy technique for order of preference by similarity to ideal solution (TOPSIS) was applied to select the risk rank more precisely by considering the weights of the risk factors. The risk level was divided into 47 groups, and the major hazard during the operation of the engine system was found through the analysis to be gas leakage during maintenance of the LPG supply line. The technique proposed can be applied to various facilities, such as LPG supply systems, and can be utilized as a standard procedure for risk assessment in developing safety standards for LPG-powered ships.

This study explored ways to activate tourism promotion centers located in 23 regions of Gyeongsangbuk-do and carried out qualitative research through FGI(Focus Group Interview) to the heads of tourism promotion agencies, public officials, and professors. The FGI(Focus Group Interview) analysis results discussed the problems of tourism promotion and information center facilities recognized by stakeholders in Gyeongsangbuk-do and service improvement cooperation. At a time when the importance of the tourism industry is being emphasized, it is time to expand and improve the facilities of the tourism promotion center as a tourism information facility for Koreans and foreigners. Gyeongsangbuk-do Province has a natural environment and unique tourism resources that can become a tourist attraction in South Korea. In particular, four topics were drawn: providing satisfaction with visitors linked to regional economic revitalization cooperation and tourism guidance, and measures to boost revenue generation at public relations centers and information centers in Gyeongsangbuk-do.

It is a qualitative study based on a focus group with an aim to figure out elderly people's experiences in health inequality in vulnerable health zones in agriculture and fisheries areas. Of eups, myeons and dongs selected as 40 vulnerable areas where standardized death rates had continued to be high from 2004 to 2007 in 20 counties and cities in Gyeongsang-do, 15 agriculture and fisheries areas were randomly chosen to extract 8 to 10 elderly people. Explanations were given to study subjects, and 7 to 8 people who agreed to take part in the study joined a regional focus group. Contents of interviews were analyzed with a phenomenological method by Colaizzi (1978) in order to accurately describe pertinent phenomena. The study has found four categories including ecological environmental problems, insufficient services for local community & harmful environmental problems, worsening economic conditions and insufficient health care management in terms of health behavior.
Ecosystem service accounting must measure ecosystem supply functions, demand, and the actual service flows that occur between them. In order to measure flows, supply and demand relationships must be defined, and a methodology that can objectify complex connections is needed. Although various studies on ecosystem services have been conducted in Korea, but researches on accounting for ecosystem services are not enough. The purpose of this study is to evaluate flood control ecosystem services by applying the EU methodology studied in the Experimental Ecosystem Account (EEA) of System of Environmental Economy Account (SEEA) and explore ways to introduce ecosystem account. To conduct the study, the ecosystem's runoff retention potential, social and economic demand for flood control, and actual service benefit flows formed from the relationships between them were modeled and quantified on a spatial basis. As a result of calculating the actual flow of flood control ecosystem services, the total domestic service amount was calculated to be 165,595 (ha), and it was confirmed that much of it was concentrated in agricultural land. In order to account for domestic flood control services in the future, key spatial data such as land cover maps must be continuously established and managed, and researches on input data and methodologies applicable to various spatial scopes such as national, regional, and unit watersheds are expected to be necessary.
