Strategic Environmental Assessment for the Master Plan of Tonkin Gulf Coastal Economic Belt Development: Lesson Learnt

  • Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

A Study on the Planning for Rural Housing Complex Considering Regional Characteristic - Focused on Nok-dong district, Ian Myoun, Sang-Ju, Gyeong Buk (지역적 특성을 고려한 농촌주거단지계획 연구 - 경북 상주시 이안면 녹동마을 사례를 중심으로)

  • This study is about land use and site plan for resident redevelopment for districts with existing residents. The study suggests development direction focusing on preserving the regional characteristics, and presentation of suburban-style housing complex reflecting on the future tenant's individuality and demand. The preexisting development approach for suburban-style housing complex which was planned by the developer, failed to recognize taste of the future tenants. Profitability being the priority, it also resulted in a serious environmental disruption. In this development however, through a systematic direction for site development and site analysis, conducting surveys through future tenants, attempted for a continuous growth of the community. The study is presented covering the following areas; site's pathway system, nature conservation plan, lot plan, land use and arrangement plan, and community facility.

Socio-ecological and Capital Evaluation on the Development Plan of Development-promoted Districts in Kyungpook Province, South Korea (개발촉진지구의 발전 계획에 대한 사회.환경.자본 관점에서의 평가)

  • The purpose of this study is to critically evaluate the DPD development plan of Kyungpook province, which was established in 1996 and slightly revised in 1997 in terms of a theoretical framework, fair distribution and ecological sustainability, and the feasibility of capital supply of the proposed plan. The early part of the proposed plan introduces various theories and approaches developed in regional (or local) development planning as a general after the 1970s. However, the theories and approaches mentioned are not used as a guideline to establish the DPD development plan of Kyungpook province as a historically developed particular place. Most of the plans were tourism-oriented and did not seriously take the local characteristics into account. All the DPDs of Kyungpook province are located in the upper parts of the Nakdong River basin. So those regions are ecologically vulnerable. But a lot of problems remain concerning the environmental impacts of the proposed development plan. In terms of fair distribution and ecological sustainability, it seems that the DPD development plan was routinely made by a handful of professors and administrators, based on a standard format of regional (or local) development as a genera]. Finally, capital is the key factor for successfully implementing the DPD development plan. It came from the national and local government and private investors. The government have generally financed the construction of infrastructures, not profit-oriented projects such as tourism and resort businesses. However, the feasibility of private capital was not carefully examined in the plan.

  • Asan city has many strengths, for examples, the distinction of innovation ability, several places with clean environmental resources, conventional-cultural resources and favorable conditions of location in regional agriculture development. But it has not devised the comprehensive development plan for regional agriculture that is integrating natural, cultural and industrial resources. So the plan linked with those resources should be to promoted to develop agricultural production, marketing and regional economy. And a development strategy is to have the system of agricultural independence within Asan. Namely, originality, identity and cooperative spirit in economic and social-cultural aspects of Asan agriculture are needed, which are a great help to settle agricultural issues in Asan itself And the governance system needs to be introduced that has the main bodies of Asan agriculture, so as to promote agricultural policy.

  • This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of "Regulations on Regional Development and Support". Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

Development of a Recommendation Model for Development Area using Land Suitability Assessment (토지적성평가 결과를 활용한 개발지역추천모델 개발)

  • Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.

Transformation of Strategies for Chinese Regional Development in the Post-Mao Era: From Regional Uneven To Regionally Coordinated Development In China (마오쩌둥 이후 중국 지역 발전 전략의 전환: 불균등 발전에서 권역 협업 기반의 조화로운 발전으로의 진화)

  • The main purpose of this paper is to explore the relationship between the transformation of Chinese regional development policy and trends in spatial inequality in mainland China. More specifically, it has attempted to identify the effects of Chinese regional development policies on regional economic inequality by investigating the coefficient of variation and Gini coefficient with GRDP in the province level. Regional inequality in China had increased from 1979 economic reform, but has eased since the 10th Five Year Plan(2001~2005) due to large-scale state investments in the western, central and northeastern regions. However, the analysis is likely to be resulted from the national level. Trends in regional inequality are differentiated in accordance with the eastern, central, northeastern and western regions. For example, regional inequality in the central region has increased, whereas other three regions has decreased since the 10th Five Year Plan. It has played a role in cutting down regional inequality in the national level. In particular, the central region has kept inequality since the 12th Five Year Guideline. It has led to the convergence of the regional economies in the national level. It has stemmed from some limits to greater regional policies in the Central region enforced in the 11th Five Year Guideline(2005~2010).

Improvement Plan for Promotion System of Sustainable Rural Community Building (지속 가능한 마을만들기를 위한 추진체계 개선방안 - 김해시를 중심으로 -)

  • In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

  • Korean agriculture now faces a historic challenge due to globalization and decentralization. Agricultural cooperatives should be reborn to lead regional agriculture by reorganizing the regional agri-business and strengthening the competitive power of regional agriculture. It also needs to establish an integrated agricultural development plan and to expand the vision for future agriculture. To pursue these objectives, Agricultural Cooperatives should work together with the regional government and develop an enterprise with a competitive advantage in the region.

  • The regional development methods, which had carried out in the rural area had many legal and systematic problems in establishing plans for the region itself, and in finding and practicing various business. Recently, new government revised the budget system and introduced the block grants system to overcome this limitation. Due to this, plans and enforcements of subsequent rural development projects are expected be a significant change. The study suggests the 'theme cluster development' method for accomplishing the regional specialization and competitiveness and examines the procedure of application in practice through the regional development plan of Sunchang-gun, Jeonbuk province.
