An Assessment of Infrastructure Investment Policies in Korea (사회간접자본 정책의 성과와 문제)

  • This paper reviews the achievements of the infrastructure investment policies since around 1990 and identifies policy area in which further efforts should be made. Traditional definition of social overhead capital has implied that the government should be the main, if not sole, supplier of the service. However, many sectors or sub-sectors of infrastructure investment and service allow room for private sector involvement. Expanding the role of the private sector will supplement the resources of the public sector, but more importantly, introduce competition in infrastructure provision. Competition will enhance the efficiency even a particular service remains in the hand public supplier. Private sector involvement, however, raises special problems in Koran context. They are the concentration of the Capital region and regional imbalance; excessive economic powers of large business conglomerator, so-called land problems. We examine each problems in detail and suggests possible solutions.

  • Global tourism has increased throughout the 1990s, with the biggest surge occurring in the Asia-Pacific region. Long-distance travel is also increasing, and at a rate faster than the global average. The opportunities for event tourism appear to be strong almost everywhere, although we know from recent history that recessions like IMF impacted on these destinations. Along with this upward trend, competition for more desirable tourists is also surging, so destinations cannot be complacent (Getz, i997). Event tourism is appearing as the powerful method In the fierce competition around the tourism industry. This paper investigated the safety factors considered by visitors of 2000 Gyeongju World Culture Expo in Korea and analyzed the correlation between the safety factors and the demographic characteristic of the visitors.

Complex relationship between Hospital management performance and the degree of the regional competition (Focusing on the Regional Public Hospital) (의료기관의 지역 내 경쟁정도와 경영성과간의 융복합적인 관계(지방의료원을 중심으로))

  • The purpose of this study is to measure the level of competition in the degree of Regional Public Hospital that can provide a basis for establishing an effective management strategy and analysis of the financial performance. Investigation period of the Regional Public Hospital HHI(Herfindahl-Hirschman Index) over three years from 2010, which was unknown until 2012, index and management performance evaluation criteria, a total of 31 were selected as Regional Public Hospital surveyed. In the conclusions, it showed that the most concentrated market with high financial performance, a significant correlation between the degree of local competition and financial indicators showed. The Regional Public Hospital for trends according to the degree of competitive local medical market and therefore is required to establish policies and practices to ensure competitiveness and public interest in the region. The Regional Public Hospital in order to preempt the lead for the competitiveness of other institutions will be considered in the strategy, such as improving medical services and capital investment.

  • The main purpose of this article is to provide an understanding on current maritime issues in the Northeast Asia, and thereby help formulating the right strategy for our national security. The article summarizes core arguments in the recently published 『The 21st Century Maritime Strategies in the Northeast Asia: Dilemma between Competition and Cooperation』. It will help readers to comprehend historical backgrounds as well as recent updates related to maritime issues and strategies in the region. Also, readers may find guidance to conceive their own maritime strategies for the Republic of Korea. Currently, the U.S. is shifting its focus from Atlantic to Pacific, and increasing its naval presence in Asia-Pacific region. Meanwhile, the 21st century China views the maritime interests as the top priority in its national security and prosperity. PLA Navy's offensive maritime strategies and naval building such as aircraft carriers and nuclear submarines are unprecedented. Japan is another naval power in the region. During the Cold War JMSDF faithfully fulfilled the mission of deterring Soviet navy, and now it is doing its job against China. Lastly, Putin has been emphasizing to build the strong Russia since 2000, and putting further efforts to reinforce current naval capabilities of Pacific Fleet. The keyword in the naval and maritime relations among these powers can be summarized with "competition and cooperation." The recent security developments in the South China Sea(SCS) clearly represent each state's strategic motivations and movements. China shows clear and strong intention to nationalize the islands in SCS by building artificial facilities - possibly military purpose. Obviously, the U.S. strongly opposes China by insisting the freedom of navigation(FON) in international waters as recent USS-Lassen's FON operation indicate. The conflict between China and the U.S. surrounding the SCS seems to be heading towards climax as Russia and Japan are searching for their own national interests within the conflict. Also, the neighboring small and middle powers are calculating their own economic and security interests. This is no exception for us in establishing timely strategies to maximize our own national security. Hopefully, this article leads the readers to the right direction.

The Politics of Space in Cultural Strategies of Japanese Local Cities (일본 지방도시의 문화전략과 '지역다움'의 논리)

  • Recent globalization and de-industrialization have caused intensive competition among places; hence, cities worldwide are pursuing regeneration and enhanced competitiveness through cultural strategies. Focusing on the cultural strategies of local cities in Japan, this paper reveals that the concept of "being-a-region" is key to cultural strategies, and explores what logic is inherent in such regional developments. Since the period of rapid economic growth, Japanese local cities have played the role of "Furusato(home) for Japanese." With the recent decentralization, "being-a-region" is now emerging as a powerful discourse for the cultural strategies of local cities. This idea of "being-a-region" can be largely defined as a region's special character or even an existential sense of place, but in fact it is political relationships among agencies that define the region. "Being a region" in Japan appears to extend to "being a nation." Thus, it would be necessary to focus on the power relationships that surround the concept of "being a region" when we deal with the meaning of region in relationships to cultural strategies of local cities.

  • Tourism Industry can be treated as means for activating the economy of regions and must be considered as new alternative. As this trend, recently. the interest of tourism area connected with health industry is increasing gradually. And so, this study investigated the domestic abroad cases and established the promotion model of health tourism through experts' opinion to push ahead health tourism as strategy industry of Jeju region. Also this study proposed the planning to improve the competition ability of Jeju region by executing the fundamental research through the survey focused on tourists.

Text Detection based on Edge Enhanced Contrast Extremal Region and Tensor Voting in Natural Scene Images

  • In this paper, a robust text detection method based on edge enhanced contrasting extremal region (CER) is proposed using stroke width transform (SWT) and tensor voting. First, the edge enhanced CER extracts a number of covariant regions, which is a stable connected component from input images. Next, SWT is created by the distance map, which is used to eliminate non-text regions. Then, these candidate text regions are verified based on tensor voting, which uses the input center point in the previous step to compute curve salience values. Finally, the connected component grouping is applied to a cluster closed to characters. The proposed method is evaluated with the ICDAR2003 and ICDAR2013 text detection competition datasets and the experiment results show high accuracy compared to previous methods.

  • The real-time characteristic of the adaptive leaning control algorithms is validated based on the applied results of the hydraulic servo system that has very strong a non-linearity. The evolutionary strategy automatically adjusts the search regions with natural competition among many individuals. The error that is generated from the dynamic system is applied to the mutation equation. Competitive individuals are reduced with automatic adjustments of the search region in accordance with the error. In this paper, the individual parents and offspring can be reduced in order to apply evolutionary algorithms in real-time. The feasibility of the newly proposed algorithm was demonstrated through the real-time test.

  • In this study in order to confirm the algorithms that are suggested from paper (I) as the experimental result, as the applied results of the hydraulic servo system are very strong a non-linearity of the fluid in the computer simulation, the real-time adaptive learning control algorithms is validated. The evolutionary strategy has characteristics that are automatically. adjusted in search regions with natural competition among many individuals. The error that is generated from the dynamic system is applied to the mutation equation. Competitive individuals are reduced with automatic adjustments of the search region in accord with the error. In this paper, the individual parents and offspring can be reduced in order to apply evolutionary algorithms in real-time as the description of the paper (I). The possibility of a new approaching algorithm that is suggested from the computer simulation of the paper (I) would be proved as the verification of a real-time test and the consideration its influence from the actual experiment.

  • World Health Organization reported that heart-related diseases such as coronary artery stenoses show the highest occurrence rate which may cause heart attack. Using Computed Tomography angiography images will allow radiologists to detect and have intervention by creating 3D roadmapping of the vessels. However, it is often complex and difficult do reconstruct 3D vessel which causes very large amount of time and previous researches were studied to segment vessels more accurate automatically. Therefore, in this paper, Region Competition, Geodesic Active Contour (GAC), Multi-atlas based segmentation and Active Shape Model algorithms were applied to segment aortic root from CTA images and the results were analyzed by using mean Hausdorff distance, volume to volume measure, computational time, user-interaction and coronary ostium detection rate. As a result, Extracted 3D aortic model using GAC showed the highest accuracy but also showed highest user-interaction results.
