A Capacity of Refuge area in Multiple Occupancy Building with Underground Facility (지하연계복합건축물의 피난 안전구역 면적 산정)

  • 최근 발생한 부산 해운대 화재 이후 피난 활동이 제한적인 고층 건축물의 화재 안전에 대한 관심이 증대되고 있다. 그러나 현행 규정은 50층 이상의 초고층 건축물을 대상으로 하고 있으며 상대적으로 준 초고층 건축물에 대한 제도적 기반과 연구가 미비한 실정이다. 따라서 본 연구에서는 지하연계복합건축물에 관한 피난 안전구역면적 산정 기준에 대한 적용성을 분석하고자 국외의 관련 기준과 비교 분석하였다. 그 결과, 수용 인원에 관한 기준은 홍콩, 한국, 싱가포르, 중국 순으로 강화 적용하고 있으며 피난안전구역의 면적은 싱가포르의 경우 전체 수용 인원의 50% 이상과 1명당 $0.3m^2$을 전제로 하는 피난안전구역의 면적 기준이 국내의 각 층별 1/10의 면적의 합과 동일한 것으로 분석되었다.

  • 건축기술의 눈부신 발전과 경제적 가치추구 등에 따른 국가 사회적 수요로 인하여 초고층 건축물의 건설물량은 이들 건축물에 대한 효과적인 피난안전대책을 정립하기도 전에 급속히 증가하는 추세이다. 우리나라는 2009년 7월 16일 재정된 건축법 시행령을 통하여 층수가 50층 이상이거나 높이가 200미터 이상인 건축물을 '초고층 건축물'로 규정하고, 이러한 건축물의 피난안전을 위하여 지상층으로부터 최대 30개 층마다 설치하는 대피공간을 '피난안전구역'으로 정의하였다. 이후 2010년 2월 18일 개정령에서는 초고층 건축물의 피난안전구역을 건축물의 '피난층'으로 인정하기에 이르렀다. 그러나 피난대상인원 등에 따른 대피공간의 면적이나 구조 등 내부시설에 대한 설치기준이 없어 피난안전구역으로서의 충분한 신뢰성을 확보하지 못하고 있어 이에 대한 심층적 연구와 기준의 개선이 필요한 실정이다.

  • The fact that the major cases of life casualties are from smoke in the fire accidents and the expected steep increase of skyscrapers, huge spaces, multiplexes and huge scaled underground spaces demand establishment of efficient smoke countermeasure. In pressure differential systems for smoke management, the speed of airflow through open door between accommodation and lobby should be maintained over 0.5m/s on the whole area of door to prevent smoke from infiltrate into evacuation root when the door is open for refuge. The numerical analysis on features of airflow through open door are carried out and the results are presented.

  • Kangwon province has been suffering from the various types of disasters and these disasters stand In the way to sustainable development. The heavy rainfall by typhoon RUSA in 2002 damaged to property and bodily injury, and gave us a lesson. Even if the refuge activities plan by local government plan for disaster were established with rainfall event, it could not its role in practice. Beside it, the potential disaster risk remains still in existence because the disaster restoration work aims to original state. Therefore, in this study we focused on the point at issue of developing in upper area and its impact on discharge hydrograph.

Study on the Establishment of the Separation Distance between Anchored Ships in Jinhae Bay Typhoon Refuge (진해만 태풍 피항지 정박 선박간 이격거리 설정에 관한 연구)

  • Jinhae Bay, characterized by frequent runaway ships and strong winds during typhoon attacks, poses a high risk of maritime accidents such as ship collisions and groundings. This study aims to determine a safe separation distance between ships in the Jinhae Bay anchorage, considering the unique environmental characteristics of the Korean sea area. Analysis revealed that an average of 100-200 ships anchor in the typhoon avoidance area in Jinhae Bay during typhoon attacks, with approximately 70% of ships experiencing anchor dragging owing to strong external forces exceeding 25 m/s wind speeds. In this study, we analyzed and presented the separation distances between ships during anchoring operations based on domestic and international design standards, separation distances between ships used as actual typhoon shelters in Jinhae Bay, and appropriate safe distances for ships drifting under strong external forces. The analysis indicated that considering the minimum criteria based on the design standards and emergency response time, a minimum safe distance of approximately 400-900 m was required. In cases where ample space was available, the separation distance was recommended to be set between 700 to 900 m. The findings of this study are anticipated to contribute to the development of guidelines for establishing safe separation distances between ships seeking refuge from typhoons in Jinhae Bay in the future.

LIDMOD Development for Evaluating Low Impact Development and Its Applicability to Total Maximum Daily Loads (지속가능한 도시개발을 위한 LID평가모델(LIDMOD)개발과 수질오염총량제에 대한 적용성 평가)

  • Low impact development (LID) technique is relatively new concept to reduce surface runoff and pollutant loading from land cover by attempting to match predevelopment condition with various integrated management practices (IMPs). In this study, computational model for designing and evaluating LID, named LIDMOD, was developed based on SCS-CN method and applied at Andong bus terminal to evaluate LID applicapability and design retention/detention area for volume or peak flow control. LIDMOD simulated with 21 years simulation period that yearly surface runoff by post-development without LID was significantly higher than that with LID showing about 2.8 times and LID could reduce efficiently yearly surface runoff with 75% reduction of increased runoff by conventional post development. LIDMOD designed detention area for volume/peak flow control with 20.2% of total area by hybrid design. LID can also efficiently reduce pollutant load from land cover. Pollutant loads from post-development without LID was much higher than those from pre-development with showing 37 times for BOD, 2 times for TN, and 9 times for TP. Pollutant loads from post-development with LID represented about 57% of those without LID. Increasing groundwater recharge reducing cooling and heating fee, creating green refuge at building area can be considered as additional benefits of LID. At the point of reducing runoff and pollutant load, LID might be important technique for Korean TMDL and LIDMOD can be useful tool to calculate unit load for the case of LID application.

The Walkable Green Street Design for "Dangjae-Gil" (당재길 걷고싶은 녹화거리 설계)

  • This paper presents a streetscape design for "Dangiae-Gil"which is located at 126-1 Yangpyung-2dong, Yeongdeungpo-gu, Seoul and is about 500m in length and about 24m in width. The design goals are to make a green street on which people want to walk and people can walk and rest safely and pleasantly. To achieve these goals, concepts of environmentally-friendliness, placeness, safety, amenity, vitality, connectivity, and democracy are developed. For pedestrian safety, shared street concepts, such as crank, slalom etc. are adopted. The site is divided into 5 thematic spaces, such as "Village Entrance Space", "Culture Street", "Dangsan Park", "Nature Street", and "Ferry Space". The Village Entrance Space, which is an entrance of the Dangjae-Gil and a welcoming space, is for communicating information about the area. "Dangnamu"(zelkova tree) and signs are introduced here. The Culture Street is for experiencing past and present culture of the area. Colored tiles and plant boxes attached to benches are introduced. The Dangsan park is a sacred space where modem people can feel the sacredness of nature arid of being in a refuge. Dangjib, Dangnamu, multi-purpose plaza, athletic facilities, and playground for infants are introduced. The Nature Street is a space for feeling and teaming nature which has disappeared from the area leading to the river and a space for community participation. The elementary school walls were demolished and nature education spaces, such as butterfly and dragonfly garden, ecological pond, wildflower garden, etc., which are related to school education, are introduced. The Ferry Space is a space symbolizing a old ferry crossing and an entrance plaza to a bridge for "Sunyu-do\" . A boat-shaped deck, an elevator for handicap people, and parking space are introduced. In conclusion, sustainable management schemes for the site are suggested.sted.

항만정온도 해석을 위한 수치모형적용과 상호비교분석

  • The harbor tranquility is indicating the level of calmness in the mooring basin of harbor. It relates keenly to berthing/unberthing and cargo handling works but also it is an important indicator to get the minimum water area as the safe refuge. Therefore, it is necessary to analyze in complex the variation of wave height and direction caused by wave refraction, diffraction, shoaling and reflection from the incident waves from outside the harbor. In order to check the calmness inside a harbor, the numerical models are being used currently need fundamental reviews according to the difference of results which depend on their respective features. In this study, hence, it was introduced the validity of numerical models by comparing the computational results for Hupo harbor.

Occurrence Characteristics of Marine Accidents Caused by Typhoon around Korean Peninsula

  • During the period of every summer to early autumn seasons, ships have been wrecked or grounded from effect of a typhoon in the waters around Korean Peninsular. Typhoon Rusa killed more than 100 people in September 2002. Super Typhoon Maemi passed southeast of South Korea in September 12-13, 2003, with gale winds blowing at a record 60 m/s and caused much ship groundings, collisions and sinkings over 3000 in dockyards, harbors and places of refuge. These are things that could have been prevented had there merely been prior warning. The aim of this study is to examine what effect these typhoons had on occurrence characteristics of the maritime accidents in South Korea. In this work, records of marine accidents caused by a typhoon are investigated for the period from 1962 to 2002. The distribution is also compared with the trajectories of typhoons, passed during the 1990-2003. It is shown that attack frequency of typhoon and number of marine accidents is the highest in August. We use the track data of Maemi such as central pressure, maximum sustained wind speed and area of each 15m/s and 25m/s winds as a case study to draw a map as a risk index.

Pedestrian Accident Severity Analysis and Modeling by Arterial Road Function (간선도로 기능별 보행사고 심각도 분석과 모형 개발)

  • PURPOSES: The purposes are to analyze the pedestrian accident severity and to develop the accident models by arterial road function. METHODS: To analyze the accident, count data and ordered logit models are utilized in this study. In pursuing the above, this study uses pedestrian accident data from 2007 to 2011 in Cheongju. RESULTS : The main results are as follows. First, daytime, Tue.Wed.Thu., over-speeding, male pedestrian over 65 old are selected as the independent variables to increase pedestrian accident severity. Second, as the accident models of main and minor arterial roads, the negative binomial models are developed, which are analyzed to be statistically significant. Third, such the main variables related to pedestrian accidents as traffic and pedestrian volume, road width, number of exit/entry are adopted in the models. Finally, Such the policy guidelines as the installation of pedestrian fence, speed hump and crosswalks with pedestrian refuge area, designated pedestrian zone, and others are suggested for accident reduction. CONCLUSIONS: This study analyzed the pedestrian accident severity, and developed the negative binomial accident models. The results of this study expected to give some implications to the pedestrian safety improvement in Cheongju.
