This study seeks to present an option for including a variety of information resources in a reference linking service system. Discussion on reference linking service in journals began in 1999 and applied to real systems, but linking to research papers and patent registers has more recently emerged. This study further suggests that system construction include various information resources such as books and dissertations. This paper also presents principles and prerequisites that should be considered essential when building such systems, including expansion of resources and media formats, development of identifiers on every sort of information resource, linking methods to existing DB, publication revolution and managing copyright-holders, use and improvement of OPACs, and building perfect authority DB.

Reference linking based on a identification system is being widely used both domestically and overseas. National R&D information contains all information related to the R&D programs such as the output and equipment information resulting from the participant and project information. The reference linking service enables the user to freely look up output of a certain program, participant of a project, equipment information from the project or participant and all other information that originates from a R&D project without having to search for it. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

This paper describes Cross reference services in Knowledge contents based on UCI. Cross references are effective features that can increase the value of the contents. Knowledge contents include academic papers, research reports, archives, historical and cultural heritage, and professional databases. Cross references are consists of reference-to and cited-by links which can be made by reference list in article. Some of cross reference services provided are considered. We designed cross reference services for knowledge contents in Korea and prototype services are provided. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

A reference linking service that is connection of each other different information resource need to setup the reference database and to match identifier. CrossRef, PubMed and Web Of Science etc. the many overseas agencies developed reference linking service, that they used the automatic tools of Inera eXstyles, Parity Computings Reference Extractor etc. and setup in base DOI and PMID etc. Domestic the various agencies of KISTI(Korea Institute Science and Technology of Information), KRF(Korea Research Foundation) etc are construction reference database. But each research communities adopts a various reference bibliography writing format. As, the data base construction which is collect is confronting is many to being difficult. In this paper, We developed the Citation Matcher System. This system is automatic parsing the reference string to metadata and matching DOI, PMID and KOI as Identifier. It is improved the effectiveness of reference database setup.

CrossRef operates a cross-publisher citation linking system based on the DOI(R) global identifier. The number of organization building a reference citations linking structure through CrossRef is increasing. This paper concentrates on developing a Citation Matcher Solution to effectively build the reference linking structure. Citation Matcher automatically builds and processes the reference citation and identifier mapping which used to be handled manually. After the copy & paste of the reference citation, analyzation is processed to parse the journal title, author name, volume, issue, and start pages from the free style text. CrossRef, PubMed, and YesKISTI's identifiers are collected by through a standardized method. Renovation of the building process for domestic scholastic resources' reference linking and matching will be made possible by using a Citation Matcher. The connection between resources and seamless access for the electronic full-text will enhance the usability.

Recenily, major internalional STM(Science, Trchnical, and Mcdivine) Publichers have been developing prototype systems that can provide the refeence linking of jouinal articles within the scholarly literature on a cross-publisher basis using the URN(Universal Resouree Name). In Korea, it is hard to find the efforts to link the scattered digitalized documents to an individual user through a unified web. In this study, a linking model for an inergrated gatewny fro, bibliographic information to full tcxt has been desugned and 'Electronic Research Resourced Linking system (E3R/LS)' has been developed as a prototype for centralized static reference linking system. There are three major components for constructing refrernce linking systems. The firsl componcnt the Digital Object Identifiet(DO1). is introduced as the public identifier inrended to be applied wherever thr item needs to be identified. For denl~iymg Korean journal articles, llie extended SICI(Serlal Ilem and Conlribut~on Idealifier) has becn newly dehed in 1111s study and is used as a suiiia on DOI. The reierence datubasc conlams the second com~onenl, metadiltil, linkcd to implemenied by all information providers. The CnRI resolution system is used for resolving a DOI into a URL as the third component.

Recently, most of the public institutions are developing ITA(Information Technology Architecture) & BSC (Balance ScoreCard) system. ITA's reference model is provided for the consistency, reusability, and interoperability. By the way, PRM(Performance Reference Model), one of the ITA reference models, is needed to link with BSC system. In this paper, we provide the linking method of ITA and BSC.

Science-based Industry which is future growth industry leading national competitiveness in knowledge-based society is highly science-dependent field when developing technologies. And highly science-based field is absolutely dependent on core scholarly papers. Due to researchers' need of academic papers related to developing technologies and advances of linking technologies, it is possible to link service between patents and scholarly papers. This paper's purpose is to describe on implementation linking service between EPO patent and papers that cited on search reports. First, it describe case study of other linking services. Second, it describes a kinds of data used in linking services. Lastly, it describe implementation of linking different kinds of contents (patents and papers) in KISTI.

Citing literature is a very important activity for scholars in writing articles. Many publishers and libraries build citation databases and provide citation reports on scholarly journals. Cited-by linking is a service representing what an article cites and how many times it cites a specific article within a journal database. Recently, information services based on DOIs (Digital Object Identifiers) have been increasing in number. CrossRef, a non-profit organization for the DOI registration agency, maintains the DOI system and provides the cited-by linking service. Recently, the number of Korean journals adopting DOI is also rapidly increasing. The Korea Institute of Science and Technology Information (KISTI) supports Korean learned societies in DOI related activities in collaboration with CrossRef. This study analyzes cited patterns of Korean DOI journal articles using CrossRef's cited-by linking data and a Korean journal citation database. This analysis has been performed in terms of publication country and the language of journals citing Korean journal articles. The results show that DOI, SCI(E) (Science Citation Index (Expanded)), and English journals are more likely to be cited internationally.
