Article 121 of the UNCLOS stipulates the regime of islands and grants different jurisdictions to islands and rocks. Especially, paragraph 3 gives different definitions and distinguishes the legal status of between islands and rocks. That is, rocks, which cannot sustain human habitation or economic life cannot have their own EEZ, continental shelf or the great-sphere maritime jurisdiction. In this paper various theories and state practicess on islands and rocks are examined with reference to Article 121 of UNCLOS. Also, the status of Dokdo as a rock or an island is examined in accordance with the interpretation of Article 121 of UNCLOS. National legislations, practices, and many scientific opinions are often contradictory and controversial with respect to the interpretation of Article 121 of the UNCLOS. However, it is believed that Article 121 of UNCLOS, particularly paragraph 3 has to be interpreted more strictly. That is because the highly developed modem scientific technology can be meaningless when the criteria of Article 121 of UNCLOS are to be inappropriately applied. Insular figures like ${\ulcorner}rocks{\lrcorner}$ could bring the inequitable effects disadvantageous toward the other party when the maritime delimitation is applied. Claiming and Intentionally extending maritime zone of a coastal states by assigning EEZ for small insular figures like ${\ulcorner}rocks{\lrcorner}$ is over-zealous nationalism which is illegal, and such practices must be recognized as actions bringing great harm to the neighboring nations and demise of the sprit of all mankind.

Lately, there have been tremendous shifts in the business technology landscape. Advances in cloud technology and mobile applications have enabled businesses and IT users to interact in entirely new ways. One of the most rapidly growing technologies in this sphere is business intelligence, and associated concepts such as big data and data mining. BI is the collection of systems and products that have been implemented in various business practices, but not the information derived from the systems and products. On the other hand, big data has come to mean various things to different people. When comparing big data vs business intelligence, some people use the term big data when referring to the size of data, while others use the term in reference to specific approaches to analytics. As the volume of data grows, businesses will also ask more questions to better understand the data analytics process. As a result, the analysis team will have to keep up with the rising demands on the infrastructure that supports analytics applications brought by these additional requirements. It's also a good way to ascertain if we have built a valuable analysis system. Thus, Business Intelligence and Big Data technology can be adapted to the business' changing requirements, if they prove to be highly valuable to business environment.
The adsorption of Cs-137 and Sr-90 onto kaolinite in prescence of major groundwater cations (Ca2+, K+, Na+) with different concentrations was simulated by using triple-layer surface complexation model (TL-SCM). The site density (8.73 sites/nm2) of kaolinite used for TL-SCM was calculated from it's CEC and specific surface area. TL-SCM modeling results indicate that concentrations dependence on 137Cs and 90Sr adsorption onto kaolinite as a function of pH is best modeled as an outer-sphere surface reaction. This suggests that Cs+ and Sr2+ are adsorbed at the $\beta$-layer in kaolinite-water interface where the electrolytes, Nacl, KCl and CaCl2, bind. However, TL-SCM results on Sr adsorption show a discrepancy between batch data and fitting data in alkaline condition. This may be due to precipitation of SrCO3 and complexation such as SrOH+. Intrinsic reaction constants of ions obtained from model fit are as follows: Kintcs=10-2.10, KintSr=10-2.30, KintK=10-2.80, KintCa=10-3.10 and KintNa=10-3.32. The results are in the agreement with competition order among groundwater ions (K+>Ca2+>Na+) and sorption reference of nuclides (Cs-137>Sr-90) at kaolinite-water interface showed in batch test.
The purpose of this paper is to review critically the validity and relevance of the pan-national language culture improvement movement, Annyeong! Urimal(Hello! Our Language) implemented for the last three years as part of the government-driven projects, and to seek for improvement direction or fundamental reorientation of this movement. In order to accomplish this purpose, this paper firstly points out abstract and conventional aspects of the diagnosis for background and the purpose of projects, and suggests that this movement focuses on verbal abuse rather than language destruction and pays attention to positive aspects of newly rising language use. Then, with reference to main agent, this paper argues that the government must lead actively formation of voluntary nongovernmental agent with indirect financial and institutional support. Thirdly, it is suggested that public language should be the top priority target sphere and the language used by the leaders of society and the older generation should be also included in the target spheres of this movement. Finally, this paper indicates that enlightenment/public relation projects end often in one time events, imposing unilaterally the normative contents, and also emphasizes the importance of survey/research projects and deliberation/evaluation projects.
After launching the Geostationary Ocean Color Imager (GOCI) on June 2010, field campaigns were performed routinely around Korean peninsula to collect in-situ data for calibration and validation. Key measurements in the campaigns are radiometric ones with field radiometers such as Analytical Spectral Devices FieldSpec3 or TriOS RAMSES. The field radiometers must be regularly calibrated. We, in the paper, introduce the optical laboratory built in KOSC and the relative calibration method for in-situ measurement spectroradiometer. The laboratory is equipped with a 20-inch integrating sphere (USS-2000S, LabSphere) in 98% uniformity, a reference spectrometer (MCPD9800, Photal) covering wavelengths from 360 nm to 1100 nm with 1.6 nm spectral resolution, and an optical table ($3600{\times}1500{\times}800mm^3$) having a flatness of ${\pm}0.1mm$. Under constant temperature and humidity maintainance in the room, the reference spectrometer and the in-situ measurement instrument are checked with the same light source in the same distance. From the test of FieldSpec3, we figured out a slight difference among in-situ instruments in blue band range, and also confirmed the sensor spectral performance was changed about 4.41% during 1 year. These results show that the regular calibrations are needed to maintain the field measurement accuracy and thus GOCI data reliability.

This paper is aimed at the development of a software that predicts the surface temperature profiles of three-dimensional objects on the ground by considering the spectral solar radiation through the atmosphere. The spectral solar radiation through the atmosphere is modeled by using the well-known LOWTRAN7 code which analyzes the detailed spectral transmission characteristics by considering the atmospheric gas layers. In this paper, the transient temperature distribution over a cylinder is calculated by using the semi-implicit method. The spectral radiative surface properties such as the absorptivity and emissivity of the objects are used to model the effects of the solar irradiation and the surface emission. Both the detailed spectral modeling and the simple total modeling for the solar radiation absorption show fairly good agreement with each other by showing less than 3% difference in surface temperature.

The general rule of boundary delimitation is a the principle of equidistant. The principle of equidistant is a method that determine boundary delimitation from fixed distant of baseline or basepoint. In this paper, study Two-Point Algorithm and Three-Point Algorithm that are widely used. and developed the Boundary Delimitation Program to verify the result and error. This program is specially useful for maritime boundary delimitation problem because there is no artificial and natural object in sea to determine boundary. As a result The mid-points computed on Ellipsoid have small error rather than mid-points on plane or sphere without any distortion by map projection. Through developing boundary delimitation program, can eliminate the various manipulation error using paper map, and quickly cope with maritime boundary delimitation negotiation. Also, verify that the error of basepoint in baseline is propagate the mid-point in mid-line, and determine suitable reference plane.

Kinematic contact trigger probes are widely used for feature inspection and measurement on coordinate measurement machines (CMMs) and computer numerically controlled (CNC) machine tools. Recently, the probing accuracy has become one of the most important factors in the improvement of product quality, as the accuracy of such machining centers and measuring machines is increasing. Although high-accuracy probes using strain gauge can achieve this requirement, in this paper we study the universal economic kinematic contact probe to prove its probing mechanism and errors, and to try to make the best use of its performance. Stylus-ball-radius and center-alignment errors are proved, and the probing error mechanism on the 3D measuring coordinate is analyzed using numerical expressions. Macro algorithms are developed for the compensation of these errors, and actual tests and verifications are performed with a kinematic contact trigger probe and reference sphere on a CNC machine tool.

GPS is recognized the essential method to obtain the best result in the sphere of earth science that is setting of International Reference Frame, decision of the rotation coefficient about the earth rotation axis, detection of the crustal deformation, and observation of the diastrophism by high precision positioning except for navigation, geodetic survey and mapping. Therefore, in this study, it was attempted to build an expert service that enables non-experts to use high-precision GPS data processing. As a result, an Precise Point Positioning Solution that can maximize user convenience simply by entering the minimum required information for GPS data processing was developed, and the result of Precise Point Positioning Solution using GPS data provided by National Geographic Information Institute was compared with result of ITRF.

Diamonds have been widely employed as polishing media for precise machining and noble substrates for microelectronics. The recent development of the split sphere press has led to the enhancement of low quality natural diamonds. Synthesized and treated diamonds are sometimes traded deceptively as high quality natural diamonds because it is hard to distinguish among these diamonds with conventional gemological characterization method. Therefore, we need to develop a new identification method that is cheap, fast, and non-destructive. We proposed using a new method of micro-Raman spectroscopy for checking the local HPHT residual stress to distinguish these diamonds from natural ones. We observe unique ~10f compressive and tensile strains at Type I and Type II diamonds after HPHT treatment. Our result implies that our proposed methods may be appropriate fur identification of the treated diamonds with appropriate reference samples.
