오염할당부하량의 초과현황 및 초과해소를 위한 삭감계획 유형에 따른 페널티 적용방안 (Excessive State of Pollutant Load Allocation and Penalty Application Schemes based on Pollutant Reduction Plan Types for Solving Excessive Problem of Allocation)

  • Total Maximum Daily Loads (TMDLs) system was introduced to manage pollution load of watershed and to improve water quality of unit watershed so that it is possible to protect dringking water soureces. Load allocation observation is the most important factor in TMDLs system. Because if load allocation is not observed, it is difficult to achieve water quality goal of unit watershed. Also it is impossible to improve water quality of the drinking water sources. Therefore it is necessary to apply some kind of sanctions (penalty) in case of excess of load allocation. The sanctions have to be, however, applied differently based on various reduction plan types, i.e., using the reduction load planed in 2nd phase, delay the completion, additional reduction in 2nd phase, error of the pollution sources, etc. Moreover, the penalty load should be properly imposed, lest it should be overburden the provence. The reduction load trade inter province must be restrictively permmitted only the same unit watershed.

개별배출시설 삭감잠재량 분석을 통한 수질오염총량제의 민간참여 활성화 방안 연구 (A Study on the Activation of Non-government Participation in Total Maximum Daily Load System using Private Discharge Facilities Reduction Potential Analysis)

  • Four major river basin in Korea has been managed with Total Maximum Daily Load(TMDL) System. Water quality indicators as targeted pollutants for TMDL were BOD and TP. In order to satisfy water quality criteria, government allocation using public treatment facilities and its action plan has been used. However, the role to improve water quality were recently faced to its limitation. It is time to require the role of non-government allocation in private discharge facilities to control good water quality. This study investigated three different scenarios in reduction demands of non-government allocations about industry and private sewages. The three different scenarios were discharge under 1) legal water quality standard, 2) water quality level in 2011 and 3) current water quality level with maximum value in group. The results showed that reduction potential in water discharge for TP indicator was 1,118kg/day, under second scenario with 20% of deduction. This results arrived at 42% of whole reduction potential costs and 0.012mg/L improvement in water quality. In conclusion, to intrigue voluntary participation in non-government allocation, various benefits such as tax reduction, tax exemption, and water quality trading should be provided.

진위천 수계의 수질오염총량제 시행에 따른 지역개발과 삭감계획 평가 (Evaluation of the Development and Reduction Scheme under Implementation Plan of Total Maximum Daily Loads in the Jinwi Watershed)

  • 본 연구에서는 2012년부터 수질오염총량관리 시행계획이 시행중인 진위천 수계의 연차별 지역개발 및 삭감계획을 평가하여 최종년도 할당부하량 및 목표수질을 만족하기 위한 방향성을 제시하고자 하였다. 진위천 수계 8개 자치단체의 시행계획을 분석한 결과, 대부분의 지자체에서 삭감계획보다 개발계획의 연차별 진행률이 빠른 경향을 보였다. 군포시, 용인시, 화성시는 2020년, 평택시는 2018년, 안성시는 2015년, 오산시는 2019년이 되어서야 삭감계획 진행율이 개발계획 진행율 보다 높거나 같아졌다. 주요 삭감방법은 하수처리시설 신증설, 방류수질 개선, 축산폐수 및 고형물의 자원화, 비점저감시설 확충 등 이었으며, 특히 축산산업이 활발한 지역의 특성이 반영되어 총 삭감률 중 가장 높은 비율을 차지하는 삭감방법은 축산폐수 및 고형물의 자원화로 삭감률은 34.1%에 해당되었다. 진위천 수계의 수질오염총량제가 성공적으로 정착하기 위해서는 삭감계획 및 지역개발계획의 체계적인 관리를 포함하여 기초자치단체의 적극적인 의지가 무엇보다 중요할 것으로 판단된다.

영산강 하류부의 목표수질 달성을 위한 BOD 부하량 삭감방법의 비교 (A Comparison Between Reduction Methods for BOD Loadings to Achieve Water Quality Standards at the End of the Yeongsan River)

  • The key point in establishing water quality management measures is how to decide the load reduction for pollution sources. This study was performed to compare reduction methods for BOD loadings to achieve water quality standards at the end of the Yeongsan river. The target year is 2006 and 2011 and reduction methods are uniform treatment and treatment by influence rate. Using QUAL2E model, the study was performed under the conditions of establishing and non-establishing the publicly owned treatment works(POTWs). Uniform treatment which allocate the same reduction rate to pollution sources showed that all streams into the river should be applied for the reduction. However, treatment by influence rate which allocate the reduction rate by the order of influence rate showed that achieving target quality might be possible with a few streams for the reduction. But total amount of load reduction of streams was not significantly different from two methods.

  • Water quality management should be focused on the pollution concentrated area so that the improvement of water quality can be achieved effectively for the management of Total Maximum Daily Loads (TMDLs). It is necessary to consider discharge characteristics in the TMDL plan. This study analysed discharge characteristics such as pollution generation and discharge load density, and reduction potential by each unit watershed, and categorized the unit watershed into four groups according to its discharge load characteristics. This analysis can be used as helpful information for the prioritization of pollution reduction area and selection of pollution reduction measures in the development of TMDL plans.

  • Pollution load allocation can likely be much controversial, which is essential to formulate the total water pollution load management plan. Existing rules(or guidances) in Korea, can provide no specific criteria for load allocation. Therefore, this paper studied(comprehensively) possible standards how or why to choose any particular allocation method, which was applied in the Gwangju City's load allocation for the satisfaction of set water quality goal. This load allocation is basically focused on the load reduction of domestic wastewater rather than industrial wastewater, because the land-use is strictly regulated and larger sources of pollution are few in the Gwangju City. This paper recommends the city to increase the capacity of sewage treatment plants, promote sewerage maintenance, and set higher effluent standards.

부하변동이 큰 화장시설 SCR 공정에서 NOx/N2O 및 NH3 동시 저감 특성 연구 (The Reaction Characteristics of NOx/N2O and NH3 in Crematory Facility SCR Process with Load Variation)

  • Efficient simultaneous reduction conditions for $NO_x$ and $NH_3$-slip was investigated in SCR (Selective Catalytic Reduction) process with load variation by applying dual catalysts (SCR catalyst, $NH_3$ decomposition catalyst) system. $N_2O$ formation characteristics were analyzed to look into possible undesirable reaction pathways. In the experiments of catalyst characteristics, various operational variables were tested for the combined catalytic system, such as $NH_3/NO_x$ ratio, temperature, oxygen concentration and $H_2O$. The reaction characteristics of $NO_x$, $NH_3$ and $N_2O$ were analyzed and optimal conditions could be evaluated for the combustion facility with varied load. In terms of $NO_x/NH_3$ simultaneous reduction and $N_2O$ formation suppression, optimal condition was considered NSR 1.2 and temperature $300^{\circ}C$. At this operational condition, $NO_x$ conversion was 98%, $NH_3$ reduction efficiency was 95%, generated $N_2O$ concentration 9.5 ppm with inlet $NO_x$ concentration of 100 ppm. In $NH_3-SCR$ process with $NH_3$ decomposition catalyst, $NO_x$ and $NH_3$ can be considered to be reduced simultaneously at limited conditions. The results of this study may be utilized as basic data at facilities requiring simultaneous $NO_x$ and $NH_3$ reduction for facilities with load variation.

지역특성을 고려한 수질오염총량관리 안전부하량 적용 (Application of Margin of Safety Considering Regional Characteristics for the Management of Total Maximum Daily Loads)

  • The allocation of margin of safety (MOS) at a uniform rate to all areas of the unit watershed makes it very difficult to keep the load allotment stable in the area for lack of reduction measures like forest land. This study developed an equation to calculate margin of safety differentially according to the regional characteristics. The equation was formulated on the basis of the regional characteristic factors such as a load contribution factor for land use type and a site conversion factor for the unit watershed. The load contribution factor represents a contribution of loads from a particular land use. The site conversion factor was derived from the site conversion ratio of a unit watershed. Margin of safety for the non-point pollution load in the land use sector decreased by 20~25% in three river basins. The margin of safety in the unit watersheds with low site occupation ratios decreased in high rate, while in the unit watersheds with large urban area decreased in low rate. With the application of the differential margin of safety considering regional characteristics, not only the reduction of pollution loads can become lighter but also it can be easier to develop plans for Total Maximum Daily Loads (TMDLs) even where the reduction measures are not available.

환경용량을 고려한 유역 오염부하삭감량 추정 연구 (An Estimation Study of Watershed Pollution Load Reduction Using Environmental Capacity)

  • 용담댐 저수지에 대하여 목표수질 설정과 오염물질 부하량 추정 및 유량분석을 실시하여 수질의 변화과정을 모의함으로써 환경용량과 오염부하삭감량을 추정하였다. 목표수질은 상수원수 $1{\sim}2$등급, COD $1.0{\sim}3.0$ mg/L와 TP $0.01{\sim}0.03$ mg/L로 설정하고, 용담댐 저수지의 수질모형을 42개 소구획을 가진 WASP5로 구성하고, 보정하여 측정치와 계산치의 상관계수는 BOD 0.73, $PO_4-P$ 0.98이었다. 목표수질 COD 2.0 mg/L와 TP 0.02 mg/L에 대한 환경용량은 연구조건에 따라 BOD $131,880{\sim}4,694$ kg/일, TP $7,855{\sim}167$ kg/일이고, 각 경우의 오염부하 삭감률은 BOD $51{\sim}62%$, TP $47{\sim}67%$로 나타났다. 환경용량은 기존연구보다 작게 추정되었고 삭감부하율은 기존결과들의 중간에 해당하였다. 상수원수 $1{\sim}2$등급의 수질을 연중 달성할 오염부하 삭감률은 기존 연구조건에서 BOD $72{\sim}16%$, TP $78{\sim}36%$이고, 신규 연구조건에서 BOD $81{\sim}44%$, TP $84{\sim}52%$로 나타났다. 기존연구의 삭감량과 비교하면 BOD는 가장 적고 TP는 4개 중 2번째로 적었다. 목표삭감부하량의 소유역별 배분에서 TP는 취수탑 구획에 대한 근접도의 영향이 크게 나타났으나 COD는 별다른 차이가 없었다.

HSPF를 이용한 비점오염원 삭감에 따른 효과 분석 (Assessing Impact of Reduction of Non-Point Source Pollution by BASINS/HSPF)

  • This paper aims to assessing impact of reduction of non-point source pollution in the Bokha Stream watershed. The BASINS/HSPF model was calibrated and verified for water flow and water qualities using Total Maximum Daily Load 8days data from 2006 to 2007. Accuracy of the BASINS/HSPF models in simulating hydrology and water quality was compared and there were somewhat differences of statistical results, but water flow and water quality were simulated in good conditions over the study period. The applicability of models was tested to evaluate non-point source control scenarios to response hydrology and water quality in the Bokha stream using various measures which include BMPs approach and change of landuse. The evaluation of reduction of non-point source pollution was developed using load-duration curve. Despite strong reduction of non-point source, there are not satiated target quality at low flow season.
