Traffic Accident Reduction Effects of the All-Red Clearance Interval (ARCI) Operation (전적색신호시간 운영에 따른 교통사고 감소효과)

  • This study deals with the relationships between signal operation and traffic accident of signalized intersections. The objective of this study is to analyze the traffic accident reduction effects on the operation of all-red clearance interval (ARCI). This study gives particular attentions to evaluating the traffic accident reduction effects of ARCI at 37 signalized intersections in Cheongju using before-after evaluation with comparison group. The main results are as follows. First, the number of traffic accidents, fatalities and injuries has changed before operating ARCI and thereafter. Second, the result of before-and-after evaluation with comparison group showed that the number of accidents was reduced by 20.0% and that the number of fatalities and injuries was reduced by 28.0%. Finally, reduction effects from operating ARCI were evaluated to be 6.0~35.0% in the number of accidents and 18.0~37.0% in the number of fatalities and injuries.

Effect Analysis of Public Data-Based Automatic Traffic Enforcement Camera Installation Using the Comparison Group Method (비교그룹방법을 이용한 공공데이터 기반 교통단속장비 사고감소 효과분석)

  • This study analyzed the effects of traffic enforcement on accident reduction. The results revealed a significant reduction in both overall accidents (28.53%) and fatal accidents (39.44%). Notably, enforcement equipment targeting speed limits of 30 km/h and 50 km/h demonstrated similar accident reduction rates of 42.23% and 25.85%, respectively. However, variations were observed based on accident types and types of traffic violations. Therefore, it is evident that enforcement equipment yields distinct accident reduction effects depending on speed limits and types of traffic accidents. This finding underscores the potential for making informed policy decisions to enhance traffic safety measures.

The Study of Reflecting Regional Characteristics in Car Insurance for Reduction of Traffic Accidents (교통사고감소를 위한 자동차보험의 지역요인 반영에 관한 연구)

  • This study dealt with regional characteristics in car insurance for reduction of traffic accidents. The objective was to establish scientifically the verification procedure in the application of regional auto insurance rate. To specify the objective, this study conducts the correlation analysis between factors which are various in each local traffic environment and the loss ratio in automobile insurance. Also, this provides a correlation and a modal in loss ratio, classifying human factors in locality in major cause result from traffic accident. Based on the results, this brings up the problems with applying a uniform criterion for automobile insurance rate although various factors have effect on traffic accidents in locality. Therefore, what stands out most from this study is that a policy on automobile insurance applied to regional factor should be introduced.

An Analysis of Change in Traffic Characteristics with Fog (안개 발생에 따른 교통 특성 변화 분석)

  • The adverse weather is known as a factor that interrupts traffic flow and causes traffic accidents and traffic congestion by lowering visibility of drivers. Especially, in case of fog unlike any other weather conditions, traffic accidents lead to serious accidents and the fatality of the accidents is known to be high. This paper aims to analyze uninterrupted traffic flow characteristics under foggy conditions among adverse weathers. The traffic volumes and speeds under foggy and normal conditions were analyzed. Results indicated that fog with low visibility causes the most insignificant reduction in traffic volumes. On the other hand, the reduction in the speeds due to low visibility was evident. In addition, the relationship between flow, speed, and density in fog were analyzed. Analysis results showed that the fog with less than 200m visibility had clear impact on traffic flow.

Analysis of Traffic Accident Reduction Effect When Introducing Motorcycle Safety Inspection (이륜자동차 안전검사제도 도입 시 교통사고절감효과 분석)

  • The purpose of this study is to analyze traffic accident reduction effect of the introduction of motorcycle safety inspection. To analyze the effect of motorcycle inspection, we first estimate the number of defective motorcycles, and calculate the probability of accident occurrences caused by the defect using four year traffic accident data. Finally, we estimate the number of reduced accidents due to the introduction of the inspection and the total reduced accident cost. In this study, we analyzed three scenarios. It is analyzed that when the safety inspection system is applied to all motorcycles, 642 cases of traffic accidents and 325 million won per year of traffic accident costs are reduced. It is approximately 0.1% of 2014 total traffic accident cost of 26.5725 trillion won per year. It suggests that the cost of traffic accidents and traffic accidents due to vehicle factors are reduced when the safety inspection system is introduced.

  • On January 1, 2003, the motor vehicle management system in Korea was transformed from government's vehicle type approval to manufacturer's self-certification. The motor vehicle recall system with self-certification is an essential mechanism to place the liability of the vehicle defects on manufacturers and hence protect consumers from automobile accidents. This study provides a methodology to measure the benefits of motor vehicle recall system in two categories: benefits of reduction in traffic accidents and benefits of severity reduction in traffic accident. Applying the proposed methodology, the benefits of implementing motor vehicle recall system in Korea were estimated. It was estimated that 745 traffic accidents, 12 fatal accidents, and 1473 injury accidents were respectively reduced in 2002 due to implementation of motor vehicle recall system.

The Impact of Traffic Safety Measures on Reducing Traffic Accidents (교통안전정책 강화의 교통사고 감소효과 분석)

  • This article evaluates the effects of eight traffic safety policies such as traffic accident reduction campaign, the seat belt law, three strike out driving while intoxicated, rewarding for reporting traffic offenders on the number of accidents and fatalities. Intervention analysis of time series is used to compare the monthly accident and fatalities with the before and after reinforcement. The results indicate that no significant impact of the traffic enforcement measures on reducing the number of accidents and fatalities.

Roundabout Accident Model by Traffic Impeding Factor (교통 저해요소별 회전교차로 사고모형)

  • This study deals with the roundabout traffic accidents by traffic impeding factor. The purpose of this study is to comparatively analyze the characteristics of accidents and to develop the accident models. In pursuing the above, this study used a statistical program SPSS 20.0 to analyze 2,342 accidents occurred within 79 roundabouts in Korea. The main results are as follows. First, 4 accident models which were all statistically significant were developed. Second, the traffic volume and width of right-turn-only lane were analyzed to be common variable in the bus stop related models. The variables such as right-turn-only lane, street light, turning radius of entry lane were selected as specific variables. Especially street light and turning radius of entry lane were evaluated to have negative effects to the accidents. It is, therefore, essential to install the street light and place a sufficient turning radius in order to reduce the roundabout accidents. Finally, the traffic volume and number of entry lane were analyzed to be common variable in the on-street parking related models. Also, the width of right-turn-only lane and bus stop were evaluate to be specific variables in the model with on-street parking. This can be expected to give some implications to making the accident reduction guidelines.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.

Estimating Traffic Accident Reduction Effect of Road Safety Facilities in Intersesctions (교차로에서의 도로·교통안전시설물의 교통사고 감소효과도 추정)

  • Accident Black Spot Improvement Project is the representative road safety intervention to eliminate environmental risk factors on the roadway by installing road safety facilities. Although it is one of the main road safety projects in Korea, there has been a lack of effort analyzing the traffic accident reduction effects of this project. In this study, therefore, we selected 4,171 road black spots from 2004 to 2013 and investigated the traffic accident reduction effects of 5 road safety facilities by using "Comparison Group(C-G)" method. Through the analysis, it was found that the number of traffic accidents were lowered by 4.45% with traffic islands, 32.17% with road paved markers, and 24.13% with speed cameras, respectively. However, 0.61% with pedestrian fencing and 1.67% with skid resistant pavement were increased on the other hand. In addition, we also analyzed traffic accident reduction facilities' performance on specific types of collision mentioned in manual on road safety facilities by Ministry of Land, Infrastructure and Transport. It was shown that the number of bad weather traffic accidents were reduced by 52.96% with road paved markers, pedestrians accidents were reduced by 62.77% with pedestrian fencing and rear-end collisions were reduced by 26.00% with skid resistant pavement.
