Citizen's Attitude to the Food Waste Composting (음식물 퇴비화에 대한 주민의식조사)

  • The purpose of this was to investigate the citizen‘s attitude to the food waste composting as a mean of municipal solid waste recycling. Approximately 900 questionaires were distributed to Seoul, Kangwon province and some other provinces. Most of people recognized that the composting of food waste is necessary for organic waste recycling minimization. Also, they think that a systematic education for domestic waste composting is required. They are willing to participate in the community basis small scale facility composting.

Investigation on Sorting Efficiency for Recyclable Materials and Its Improvement Measure at Domestic Sorting Facility (국내 재활용품 선별시설에서 선별 현황 및 개선방안)

  • This study was conducted to investigate and analyze the discharge characteristics of recyclable material from S-city, S-district, in order to improve the sorting efficiency in recycling sorting facility. The characteristics of recyclable materials collected were analyzed in three different scopes; source origin, collection and transportation, and sorting steps. The average of recyclable waste generation is $0.121kg/day^*man$. Regional collection period appears to be three times a week, and the density of mixed recyclable wastes showed the average of $202.4kg/m^3$ in the waste collection vehicle. In the analysis into the sorting steps, the average of carrying amount of mixed recycling products is 1,154.6 ton/month, the average of appeared density is $181kg/m^3$, the average amount of separated recycling products is 448.5kg/month, and the density of recycling residue is found out to be $48kg/m^3$. The sorting rate of recyclable material is 38.85% and the percentage of residues is 55.90%. Out of 7,744.8 tons of the total recyclable residues, 4,272.1 tons were found out to be possible recylable materials. As a result of increasing the recycling rate of residues, the encouragement of base-recycling, the automation and retrofit of sorting equipment, and energy recovery from recycling residue were discussed.

Development of a Micro-Bubble System for Ozone Off-Gas Recycling in the Ozone Treatment Process (오존처리공정의 배오존 재활용 마이크로버블시스템 개발)

  • The purpose of this study was to develop a recycling system for ozone off-gas. Although the ozone transmission rate of the injector method differs slightly depending on the ozone injection rate, it reaches approximately 99%, which is very high. During the increase in water inflow to the ozone recycling system from 2 L/min to 10 L/min, the average ozone recycling rate was 99.4% at a 1 ppm ozone injection rate, 98.6% at a 2 ppm ozone injection rate, 98.1% at a 3 ppm ozone injection rate. Ozone treatment facility operating costs can be divided into the costs of pure oxygen production, ozone production, and maintenance. The annual operating costs of ozone treatment facilities in Korea are estimated to be approximately 38.9 billion won. The annual savings are estimated to be approximately 5.8 billion won when the ozone transfer rate of the diffuser method, which is mostly employed in domestic water treatment plants, is 85% and 15% of the ozone is recycled.

  • When MBT(Mechanical Biological Treatment) facility is designed, the management system adequate for domestic circumstance in Korea has been insufficient and power plant's load on seasonal variation has not been resolved yet. Thus, this study introduced MBT facility and MSW(Municipal Solid Waste)'s seasonal emission characteristics were investigated in order to establish new MBT management system. and additional thermal buffer-materials's calorific values were also considered to reduce the power plant's load. The results showed that the screening efficiency of MBT facility and the physical characteristics of each waste can be identified, and the calorific value by seasonal variation for MBT facility can be kept constant all the year round by using an additional thermal buffer-materials.

A Study on Pre-treatment Facility for Foodwaste and Sewage Sludge Mixture (음식폐기물과 하수슬러지 병합처리를 위한 전처리시설에 관한 연구)

  • The purpose of this study was to evaluate and improve the pre-treatment facility for foodwaste and sewage sludge mixture treatment. The process of foodwaste pre-treatment consists of storage, classification with crushing, and thickening. The effluent of sewage treatment facility was used as the diluting and washing water. The panicle size of foodwaste after pre-treatment was almost under 2mm, the mixture of foodwastes and sewage sludge showed an advantage to the anaerobic digestion. The amount of gas production increased from 0.8ton/day ($CH_4$ : 0.5ton/day) to 3.5ton/day ($CH_4$ : 2.3ton/day) after the anaerobic digestion of the foodwastes and sewage sludge mixture. The amount of sludge cake increased from 11.2ton/day to 21.2ton/day. Therefore, the proper operation of the foodwaste pre-treatment facility was contributed to the efficient anaerobic digestion of foodwaste and sewage sludge mixture treatment.

  • This study refers to the deodorization of DDM Environmental Resource Center, which is operating abnormally in the food waste public-resource facilities that are operating nationwide, in accordance with the initial operating conditions. Issues concerning the abnormal deodorization facilities of DDM Environment Resource Center were the deodorization of composting facilities, indoor air quality problems, and overall deodorization of facilities, especially the phenomenon of stopping while operating the RTO and the phenomenon of poor spray in the wet scrubber etc. As an alternative and improvement method for converting such abnormal operation facilities into normal operation facilities, It is proposed to remove the front filter of the upper part of the fermentation tank, and to install scrubbers, air and water separator, and roll filters for dust removal etc.

Assessment of GHG Reduction Strategy - A Case of Environmental Facilities of Incheon City - (온실가스 감축 전략의 성과평가 - 지자체 환경기초시설 사례 -)

  • The study focuses on 32 environmental facilities in Incheon Metropolitan City, South Korea, categorizes them by sector: sewage treatment, wastewater treatment, incineration, landfill, water purification, and water supply. Their GHG reduction results are analyzed through quantitative and qualitative measures for 2012 to 2015. The study surveys and examines GHG reductions of the environmental facilities for two categories - facility operation and management. The findings are as follows: First, the GHG reduction rate, an emission-to-allocation ratio, from 2012 to 2015 is 89.67%. Second, GHG reductions coming from qualitative measures of facility management are even greater than those from quantitative measures of facility operation. Third, GHG reductions through facility operation are mostly attributable to overhauls, less use of facilities, resources recycling, process improvement rather than the betterment of fuels, facilities and energy efficiency. Fourth, higher reduction can be achieved by effective facility management, qualitative measures.

A Study for Improving the Vehicle Dismantling and Recycling System of Korea (한국의 자동차 해체·재활용 제도 개선 연구)

  • In Korea, the Vehicle Dismantler and Recycler industry is supervised by the Ministry of Land, Infrastructure and Transport under the Automobile Management Act. Also, Korean Automotive recycling businesses are supervised by the Minister of Environment under the Resource Recirculation Act. The main concern of the Minister of Environment is how the wastes from Dismantled vehicles will be environmentally removed, stored, treated, recycled or disposed. In 2000, the European Union (EU) adopted the End-of-Life Vehicles Directive (2000/53/EC) which required Members to ensure the collection, treatment and recovery of end-of-life vehicles (ELVs). The Directive, the most tightly regulated and precautionary legal systems, required that the last owner of a vehicle could drop off the ELV at an authorized treatment facility and that the producers of the ELV should pay the cost of the program. The adoption of the ELVs directive has led the development of Automotive Dismantler and Recycler networks to reuse, refurbish, remanufacture, recycle and recover parts and materials embedded in ELVs. Also, the ELVs directive which has had an insignificant impact on Korean manufacturers has strong presence in the European market and has been successfully externalized on them. The Korean manufacturers not only achieve the 85% recycling target set by the ELVs directive but also meet the Extended Producer Responsibility (EPR) which requires manufacturers to contribute dismantling process. In order to improve the Korean vehicle dismantling and recycling system, the Automobile Management Act and the Resource Recirculation Act should be harmonized. Particularly the roles of the Ministry of Land, Infrastructure and Transport and the Minister of Environment should be sharply divided. Like Japan, the ELV management needs to be highly centralized, regulated, and controlled by the ministry specialized in Vehicle, namely the Ministry of Land, Infrastructure and Transport and the sub organizations. Like EU Members, recovery, reuse, and recycling must be distinguished. Recovery is defined as the final productive use of the parts and materials embedded in ELVs, which includes reuse and remanufacture of parts and recycling of the other materials. Dismantling process and reuse and remanufacture of parts must be governed by the Ministry of Land, Infrastructure and Transport. For environmental recycling or disposal of waste materials, such as CFCs, glass and plastic material, and toxic substances, governmental financial support system should be in place.

Status and Strategy on Recycling of Domestic Used Chemical Catalysts (국내 사용 후 화학촉매제품의 재자원화 현황 및 향후 방향)

  • Chemical catalyst products are applied to various fields such as petrochemical process, air pollution prevention facility and automobile exhaust gas purifier. The domestic and overseas chemical catalyst market is increasing every year, and the amount of waste catalyst generated thereby is also increasing. Most of the used chemical catalyst products, such as desulfurized waste catalysts and automobile waste catalysts containing valuable metals are important recyclable resources from a substitute resource point of view. The recycling processes for recovering valuable metals have been commercialized through some urban mining companies, and SCR denitration catalysts have been recycled through some remanufacturing companies. In this paper, the amount of domestic production and recycling of major catalyst products have thus been investigated and analyzed so as to be used as basic data for establishing industrial support policy for recycling of used chemical catalyst products. Also tasks for promoting the recycling of used chemical catalyst products are suggested.

Calculation and Analysis of Actual Recycling Rate and Final Disposal Rate of Industrial Waste by Material Flow Analysis (물질흐름분석을 통한 사업장폐기물의 실제적인 재활용률과 최종처분율의 산정 및 분석)

  • Since the Framework Act on Resource Circulation was enacted in 2018, the government should establish a National Resource Circulation Master Plan every 10 years, which defines mid- to long-term policy goals and directions on the efficient use of resources, prevention of waste generation and recycling of waste. In addition, we must set mid- to long-term and stepwise targets for the final disposal rate, recycling rate (based on sorted recyclable materials and recycled products), and energy recovery rate of wastes, and relevant measures should be taken to achieve these targets. However, the current industrial waste (IW) statistics have limitations in setting these targets because the final disposal rate and recycling rate are calculated as the ratio of the recycling facility input to the IW generation. In this study, the material flow from the collection stage to the final disposal of industrial waste was analyzed based on the generation of 2016, and the actual recycling amount, actual incineration amount, final disposal amount and their rates were calculated. The effect on the recycling, incineration and final disposal rates was examined by changing the treatment method of nonhazardous wastes from the factory and construction and demolition wastes, which were put in landfills in 2016. In addition, the variation of the waste treatment charge was investigated according to the change of treatment methods. The results of this study are expected to be effectively used to establish the National Resource Circulation Master Plan and industrial waste management policy in the future in South Korea.
