Development of a Supporting Program for the Emergency Preparedness Plan (사고대비물질 취급자의 비상대응계획 작성 프로그램 연구)

  • Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

  • The ensuing disaster brought by the massive earthquake and tsunami in the northeastern region of Japan in 2011 placed Japan, one of the three most advanced economic powers in the world, in a defenseless state. With the rising interest in disaster recovery, Korea is also making efforts to provide technological support for barrier-free system operation 24 hours a day, 365 days a year. To protect intelligence assets efficiently, this study draws a job performance plan to prepare for disasters, which systemizes methodical coping capabilities into business plans when disasters occur. Moreover, this study systemizes the job performance plan to allow members easy access to information that will help them proceed without confusion in emergencies. This plant is intended to protect intelligence assets of an organization clearly and promptly.

  • The importance of ventilation system is being emphasized by interest of indoor air quality. Especially, heat recovery ventilation system has attracted attention as most effective ventilation plan. Because it can reduce hazardous construction materials, indoor air pollutions, and also can reduce air conditioning energy cost. In heat recovery ventilator, the element core is the most important part. The element core is composed of liner and spacer. And liner and spacer are stacked alternately. On the Liner, heat and humidity transfer are made between supply and exhaust air. And spacer plays a role as a tunnel of exhaust and supply. In this study, we investigated and analyzed the efficiency of a heat recovery ventilator, when the spacer's properties are changed. As a result, difference spacer's properties affect an efficiency of heat recovery ventilator.

  • In the current business environment where dependence on IT has increased rapidly, the risk from disasters or cyber-attacks is also increasing. Business continuity, the ability to continue to provide service in the event of a business disruption caused by a disaster, is essential. In other words, you need to have a plan in place to keep your core business functions uninterrupted with rapid recovery within a predetermined Recovery Time Objective (RTO) and Recovery Point Objective (RPO) time frame. In this paper, we propose a disaster recovery system construction method that can minimize RTO and RPO to ensure business continuity. The system configuration adopts Tier 7 disaster recovery model, synchronous storage replication, hot disaster recovery site, and operation management automation solution. This ensures continuity of core business with virtually no data loss and minimal RTO and RPO.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

A Study on Foreign Cases for the Management of Extreme Heat Response Plan in Korea (우리나라 폭염종합대책의 효율적 운영에 관한 외국사례 연구)

  • In most developed countries, Extreme heat alter system operates every summer and the response plan to be issued according to this system is composed of some government agencies sub-plans. The National Emergency Management Agency in Korea develops response plan but it is not composed of the definition of the heat vulnerability and the concrete agency roles. Therefore, this study analyses foreign cases in three processing: preparedness, response, recovery and reviews the status of heat response plan. As a conclusion, the study suggests two ways of Extreme heat management into Korean heat response plan such as strengthening its institutional position and complementing its context.

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

A Study on Improvement Measures of Energy Recovery Efficiency through Analysis of Operational Status of Municipal Solid Waste Incineration Facilities (생활폐기물 소각시설의 운영 실태 분석을 통한 에너지회수 효율 개선방안 검토)

  • This study was carried out to examine the improvement plan by analyzing the characteristics of imported wastes, operation rate, and benefits of energy recovery for incineration facilities with a treatment capacity greater than 50 ton/day. The incineration facility capacity increased by 3,280 tons over 15 years, and the actual incineration rate increased to 2,783 ton/day. The operation rate dropped to 76% in 2010 and then rose again to 81% in 2016. The actual calorific value compared to the design calorific value increased by 33.8% from 94.6% in 2002 to 128.4% in 2016. The recovery efficiency decreased by 29% over 16 years from 110.7% to 81.7% in 2002. Recovery and sales of thermal energy from the incinerator (capacity 200 ton/day) dominated the operation cost, and operating income was generated by energy sales (such as power generation and steam). The treatment capacity increased by 11% to 18% after the recalculation of the incineration capacity and has remained consistently above 90% in most facilities to date. In order to solve the problem of high calorific value waste, wastewater, leachate, and clean water should be mixed and incinerated, and heat recovery should be performed through a water-cooled grate and water cooling wall installation. Twenty-five of the 38 incineration facilities (about 70%) are due for a major repair. After the main repair of the facility, the operation rate is expected to increase and the operating cost is expected to decline due to energy recovery. Inspection and repair should be carried out in a timely manner to increase incineration and heat energy recovery efficiencies.

  • In this study, we analyzed the accident scenarios of chemical plants through the analysis of lots of chemical accidents and using experts knowledge, and looked into the method of prevention and response. Moreover, we developed a systemic and actual Emergency Response Plan Software(ERPS) that could prevent, prepare and respond totally for the chemical industry facilities using the data from the accident effect estimation from the local society and the geographic information of a chemical plant. The ERPS consists of the information for the plant and process, the consequence analysis and the ERPTA(Emergency Response Plan Tree Analysis). In conclusion, the program developed in this study could help effectively all the chemical industry facilities to prevent and respond to possible accidents.

Recycling of a discarded septic tank as a rainwater management system and it's economic feasibility analysis (폐정화조를 재활용한 다목적 빗물관리시스템 구상 및 경제성 분석)

  • Since the end of the 1990s, sewer pipe improvement works have been going on: most septic tanks have been thrown away and discarded. These discarded septic tanks amounts up to 370,000 based on the project plan 2005-2008: it is a serious squander of nation's resources, a contaminating means that buries toxins under soil, and a cause of a expensive waste. Research on recycling of discarded septic tank as a new resource is in urgent need. This research suggests plans to recycle discarded septic tank as a rainwater management facility, solutions to water cycle recovery in the limelight, and economic analysis of the plan. In the case of a recycling discarded septic tank as a rainwater management facility will socially benefit to support economical adequacy, discard cost saving of septic tank and water supply and sewage cost reduction will come out. Consequently a rainwater management facility converted from a discarded septic tank leads to decentralization of the rainwater management system, which anticipates a positive effect on recovery of urban water cycle.
