Learning from the Licensing and Training Requirements of the USA Private Security Industry : focused on the Private Security Officer Employment Authorization Act & California System (미국의 민간경비 자격 및 교육훈련 제도에 관한 연구 - 민간경비원고용인가법(PSOEAA) 및 캘리포니아 주(州) 제도 중심으로 -)

  • The private security industry in Korea has rapidly proliferated. While the industry has grown quickly, though, private security officers have recently been implicated in incidents involving violence, demonstrating an urgent need for systematic reform and regulation of private security practices in Korea. Due to its quasi-public service character, the industry also risks losing the public's favor if it is not quickly disciplined and brought under legitimate government regulation: the industry needs professional standards for conduct and qualification for employment of security officers. This paper shares insights for the reform of the Korean private security industry through a study of the licensing and training requirements for private security businesses in the United States, mainly focusing on the Private Security Officer Employment Authorization Act (hereinafter the PSOEAA) and the California system. According to the PSOEAA, aspiring security officers shall submit to a criminal background check (a check of the applicants' criminal records). Applicants' criminal records should include not only felony convictions but also any other moral turpitude offenses (involving dishonesty, false statement, and information on pending cases). The PSOEAA also allows businesses to do background checks of their employees every twelve months, enabling the employers to make sure that their employees remain qualified for their security jobs during their employment. It also must be mentioned that the state of California, for effective management of its private security sector, has established a professional government authority, the Bureau of Security and Investigative Services, a tacit recognition that the private security industry needs to be thoroughly, professionally, and actively managed by a professional government authority. The American system provides a workable model for the Korean private security industry. First, this paper argues that the Korean private security industry should implement a more strict criminal background check system similar to that required by the PSOEAA. Second, it recommends that an independent professional government authority be established to oversee and enforce regulation of Korea's private security industry. Finally, this article suggests that education and training course be implemented to provide both diverse training as well as specialization and phasing.

  • The study conducted Comparative Analysis on the difference of College Scholastic Ability Data divided by type of admission process through the mileage program. Analysis result in following sequence. Leadership and relationships : CSAT(CSAT) > TOSR(subject), CSAT(CSAT+TOSR) is lower than each types ; mainly TOSR(total), TOSR(subject), CSAT(CSAT). Global : CSAT(CSAT+TOSR) & CSAT(CSAT) is higher than mainly TOSR(total) & TOSR(subject). Career and job search : TOSR(total) & TOSR(subject) is higher than mainly CSAT(CSAT+TOSR). Sum of mileage score : CSAT(CSAT) is higher than TOSR(subject) & CSAT(CSAT). Given this as a result, If you look simply at the activities of joint participation of leadership and relationships, student of mainly TOSR(total) admission do well college life with existing research. A Study on the Modern Lighthouse of Busan Harbor in the late Joseon Dynasty after Opening Port (조선말 개항기 부산항의 근대식 등대에 관한 연구)

  • Busan was known firstly to the western world in the end of 18th century. When the Joseon opened a port under the western powers in the late 19th century, Busan was an important port. The increasing number of international ship exchange had magnified the harbor facility and the importance of lighthouses of Busan port. Busan maritime customs officer were in charge of installation and management of lighthouses. The operations of maritime customs became historical origin of Joseon changing from feudal society to modern nation. The majority of the documents from maritime customs was disappeared. So it was hard to know the exact history. But investigating documents and papers of Joseon, even media records will enable us to establish the objective fact relations. Moreover, published and translated data from the past make it possible such investigations. As a result, modern lighthouse of Busan harbor in the late Joseon after opening port was could be found. It could be offered to establishing the Korean modern history as the objective data.

  • Purpose: To discuss the records and legal standards of emergency medical technician training institutions in Korea and abroad, to identify the problems, and to provide the basic resources for improving the EMT-basic training institutions. Methods: We received advice through an advisory meeting of experts (professors of department of emergency medical technicians) and interested parties (Korean Association of Emergency Medical Technicians, officials of emergency medical technician training institutions) and referred to various reports published by governments, official institutions, and other trustworthy organizations. Also, we communicated with the related experts abroad (3 countries) on the phone or by email for surveys. Results: Compared to the abroad, it is necessary to categorize the standards and procedures of designating the emergency medical technician training institutions in Korea and improve the management of training institutions to train competent emergency medical technicians. Conclusion: It is necessary to designate and manage continuously the emergency medical technician-basic training programs for the systematic primary healthcare service.

A Comparative Study of the Security Prevention Strategies on Arson: Focused on the Behavioral Characteristics between Serial Arsonists and Simple Arsonists (방화범죄의 경비예방 전략에 관한 비교연구 - 연쇄방화범과 단순방화범의 행위적 특성을 중심으로 -)

  • The purpose of this study is to compare with the general and behavioral characteristics between simple and serial arsonists using the data derived from Scientific Crime Analysis System, Criminal Filing Search System, and Crime Information Management System. The analysis and findings reported here are derived from data extracted from 160 arsonists arrested by police officer. The independent variables included such socio-economic characteristic as arsonists' gender, age, occupation, education level, and previous criminal records of arsonists, and finally the general characteristics of the scene of fire settings. The dependent variable is whether or not serial fire setter. To achieve the purpose, the analysis of frequencies and cross-tab were conducted. According to frequence and cross-tab analysis, there are great differences of the general and behavior characteristics between two groups. In the comparison of simple and serial arsonists, serial arsonists are more likely to have previous criminal records, low socio-economic status, unmarried and no cohabitants than simple arsonists. furthermore, serial arsonists are more likely to use garbage papers for fire setting in the scene of the crime, to have mental or psychological problems, and to get involved in fire setting for the psychological pleasure than simple arsonists do. The present research has some obvious limitations. First, the analysis is based only on arsonists arrested by police officers. These may be considerable differences in arsonists arrested by police officers and fire setters not arrested by them. Additional research is needed to assess the extent to which these findings would apply to fire setters not arrested by police officer in Korea. Secondly, the data in this study are cross-sectional and simple cross-tab analysis are used. Potential limitation of cross-sectional data concerns the inability to specify the changes in measures as arsonists behavioral characteristics. Therefore, further studies need to use longitudinal data and more complicate statistical techniques such as correlation analysis, multiple regression analysis, or LISREL models to specify the casual relationships between dependent and independent variables for fire settings. Even if this study has some limitations, it is meaningful in which it first investigated the comparison of simple and serial arsonists focusing on the general and behavioral characteristics between two groups in Korea.

  • Reduced crew performance is frequently cited as a major causal factor in maritime accident causation. Although considerable research has been conducted on the hours of work undertaken by seafarers through interviews and the analysis of records, experimental studies to observe the effects of factors such as high workload, shift patterns, stress, sleep deprivation and disturbance on the cognitive performance of mariners have been limited. Other safety-critical transport industries, such as aviation and rail, have developed fatigue management tools to help manage the work patterns of their operators. Such a tool for mariners would assist shipboard crew, marine pilots and shore management in planning and improving work schedules. The overall aim of this paper is to determine a fatigue factor, which can be applied to human performance data, as part of a software program that calculates total cognitive performance. This program enables us to establish the levels of cognitive performance of a group of marine pilots to test a decision-making task based on radar information. This paper addresses one of the factors that may contribute to the determination of various fatigue factors: the effect of different work patterns on the cognitive performance of a marine pilot.
