  • We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.

A Study on the Records and Archives Management System in Japan : Focusing on the Electronic Public Documents Management (일본의 기록관리 제도 연구 법령과 전자공문서 관리를 중심으로)

  • The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.

  • Currently, an implementation plan of administrative information dataset record management has been prepared; however, analyzing the specificity of various administrative information systems and preparing a reasonable level of management reference table by applying about 1.3% (EA portal registration system: 16,199, consulting system: 214) has its limitations. This study started by recognizing the importance of the records management environment in administrative information datasets. Based on the described information, the current records management environment was analyzed by dividing the six areas of the management reference table of the picture archiving and communication system (PACS) into three groups. Thus, a systematic environmental improvement model was proposed, enhancing the effectiveness of dataset records management in the field. Although there is a limitation in analyzing one of the dataset records management environments of various institutions, it is intended to help broaden the horizons of records management research.

A Study on the Transfer Process and Method for Administrative Information System Records (행정정보시스템 기록 이관 절차와 방법 연구 - 원자력안전위원회 MIDAS RASIS RI/RG 업무기록 사례를 중심으로 -)

  • The objective of this research is to seek a preservation method against the set of data. To achieve this purpose, this study analyzed the MIDAS RASIS RI/ RG of the Nuclear Safety and Security Commission, and then followed it with the under analysis of the MIDAS RASIS, thus presenting the transfer process. This was conducted for the records management of the MIDAS RASIS-designed records management modules DB. For the records management of MADIS RASIS, the records management module DB was thus planned, which presented the transfers through the standard records management system.

  • Archives and Records Management Studies is being developed its own independent domains. However, the existing library classification scheme such as the KDC don't properly reflect the characteristics of Archives and Records Management Studies. This classification scheme has the irrational part of the arrangement of the subject items and should be required to rearrange subdivision of the subject areas. In this study, According to the characteristics of Archives and Records Management Studies, It is set up 8 subject areas, Records Management (General), the law and polices of records management, the collection and appraisal of the records, the documentary organization, recording information services, preservation of the records, archives management, archives and records center, etc. After analyzing the major contemporary library classification system such as KDC, DDC, NDC, UDC, LCC, then It is suggested that improvement measures through analyzing classification status and keywords of the Archives and Records Management data contained in Korean National Bibliography. In Archives and records management studies, The contents of the eight subject areas related to the field are changed to allow integration with KDC 028.

The Reform of the National Records Management System and Change of Administrative System in Korean Government from 1948 to 1964 (한국정부 수립 이후 행정체제의 변동과 국가기록관리체제의 개편(1948년~64년))

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.

A Study on Transferring Electronic Records from Record Production System to Record Management System Using Cloud Storage (클라우드 저장소를 활용하여 기록생산시스템에서 기록관리시스템으로 전자기록물을 이관하는 방안에 관한 연구)

  • In this study, we propose a logical transfer method of records using cloud storage to solve the integrity problem of digital component, which is generated when electronic records are transferred from the electronic record production system to the record management system. This method, which produces electronic records using cloud storage from the production stage and transfers them to the archives, has the following advantages. First, as a record management method, it can be effectively applied in public institutions by utilizing cloud computing technology, which has been the trend recently. Second, unlike the existing method of copying and physically transferring electronic records, the proposed method can reduce various risk factors that may occur in the transfer of electronic records by logically transferring the storage. Third, the method can prevent errors of the digital component according to the physical transfer of the electronic record; hence, the integrity of the electronic record can be guaranteed. Fourth, administrative power and cost that are wasted because of the electronic transfer of electronic records can be reduced.

An Analysis of Functional Requirements for Electronic Records Management Systems: Based on the Records Management Principles Extracted from ISO 15489 (전자기록관리시스템(ERMS) 설계표준의 기능요건 분석-ISO 15489를 기준으로-)

  • In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

A preliminary study on modeling for University Archives Management System (대학기록물관리시스템 모델링(Modeling)을 위한 기초 연구)

  • This paper illustrates preliminary modeling for University Archives Management System(UAMS) construction. University must install Intermediate Archives(records and archives) facilities and management system by Public Records and Archives Act(PRA). But it is very difficult to generalize UAMS because University co-exists public and its own characteristic. For UAMS modeling, this paper first identifies University document's production creators and documental boundary. Then it is studied how University archives management is operated and what archives system by PRA means in University. Second systematic connection plan of Intermediate Archives(records and archives) facilities and manuscripts management is surveyed through National Universities and complementary things are presented. Finally through the above study UAMS model is suggested as future-oriented University archives management. UAMS model suggested from this study includes as follows. First manuscripts management as present Records and Archives system's standard function extension. Second manuscripts management system as system management area's extension using in Universities. It is desirable to extend to expert archives system. Finally integrated operating system model for using actively records, archives and manuscripts management systems operating in Universities.

A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.
