A Study on the Development of the Records Management Standard Table for College of Education: Focused on J College of Education (교육대학교의 표준 기록관리기준표 개발에 관한 연구 - J교육대학교를 중심으로 -)

  • This study aims to develop the records management standard table of the college of education through mapping transaction and records folder based on identifying the problems of the college of education. For these purpose, the study analyzed the records classification system of the all college of education. And then, drew out the business transaction items for records management standard table of the college of education based on the records management standard table of the local governments. Consequently, based on analysis, this study developed the records management standard table and suggested efficient management plan to apply Business Reference Model(BRM) to the college of education in 2017.

A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

A Construction Case of BRM 'Danwigwaje' in Basic Local Governments : Focussing on Gangbuk District of Seoul Special City (기초지방자치단체 기능분류체계(BRM)의 단위과제 구축 사례 서울특별시 강북구 사례를 중심으로)

  • The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.

A Methodology of Records Classification System Development Based on Functional Analysis: Case Study of The Presidential Committee for the Inspection of Collaborations for Japanese Imperialism (업무기능에 기반한 기록분류체계 개발에 관한 연구 -친일반민족행위진상규명위원회를 중심으로-)

  • There should be an integration between work management and records management in order to document the work processes thoroughly. It's proper to establish a records classification system to have the work classification and record classification table integrated for that purpose. But the conventional procedures and methodology used for records classification system development lack specific features to be used as voluntary guidelines of a common organization or group and to conduct analysis. Recognizing the problems, this study suggested the specific methods of records classification system development to link work management and records management organically. First, the functional classification was chosen as the principle of classification for records classification system development. Then concrete methods of records classification system development were suggested. Analysis and comparison were made for the DIRKS(Designing and Implementing Recordkeeping Systems), which is the standard records management and work analysis of Australia, and AS 5090. The results were used to suggest specific methods of records classification system development in conjunction with the research into the methodology employed for work analysis in information engineering and business administration to compensate for its weakness. The significance of the study can be found in that it suggested the methods of typical records classification system development in connection with records classification, and that it applied them to the Presidential Committee for the Inspection of Collaborations for Japanese Imperialism and tested them.

A Study on Improving Records Management Standard Tables for Local Governments: Focused on the Construction and Architecture (지방자치단체 기록관리기준표의 개선방안에 관한 연구 - 건설건축분야를 중심으로 -)

  • This study attempts to suggest an improvement plan of the currently prescribed record classification standard table as the guidance to select and assess the public records of local governments. For this purpose, this study utilized the methodologies of literature review, survey, and experts' assessments. It investigated the current situation on unit tasks and preservation periods targeting major functions of 'construction and architecture' in the record management standard table in the 9 provinces, and it also deduced the characteristics and problems of unit task and preservation period by comparing and analyzing the unit task and preservation period utilized in more than 3 provinces. Based on the results from the analysis on the current situation and comparison, this study deduced the new unit tasks and preservation periods. And the evaluation targeting practitioners and expertise was conducted, and then the revised design plan was finally presented 4 medium- function items, 18 small - function items operated in more than 4 provinces, 47 unit task items, which led to the total 69 items. This study can be utilized as a guidance for establishing the record management standard table based on the uniqueness and originality of public record of local governments and the task function and organization of institutions in the future.

A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table (BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로)

  • Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.

Research Records Management in Regional Public Hospital: Focusing on the Cases of Institutional Review Board (IRB) of Incheon Medical Center (지방의료원의 연구기록관리: 인천광역시의료원 임상연구윤리위원회(IRB) 사례)

  • The Incheon Medical Center Institutional Review Board (IRB), a department that reflects the characteristics of Incheon Medical Center, a medical and public institution, was established in 2013. IRB contributes to performing its role as a local accountable care hospital and protecting researchers and subjects by proving the ethics of research conducted at the medical center. So far, IRB has reviewed a total of 80 research proposals for human subject research and human-derived material research, and it currently exists as an independent department directly under the president of the medical center. This paper aims to explain the registration and preservation of IRB-related records, the maintenance of the Records Management Standard Table and related regulations, and archives, as well as to present limitations and improvements in the disclosure, utilization, and classification of records.
