  • Korea's public institutions produce mandatory production records under the "Public Records Management Act" and submit statistics on production status to the National Archives of Korea every year. However, there is a difference between the actual status of compulsory records produced by local governments and the status statistics submitted to the Archives. Based on this, an improvement plan was proposed after identifying problems with the production management system of the production obligation records. In particular, the scope of the production obligation records is ambiguous, and the person in charge lacks an understanding of the specific scope. In addition, only certain work-oriented records are being produced. As such, the improvement plan shall clearly determine the target of the local government's production obligation records, and the person in charge of the affairs shall understand it and implement an ordinance on the production and management of the local government's production obligation records.

  • Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

  • The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

  • It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.

  • Moon Jae-in as the government was launching new records & Archives management innovation is promoted. It was necessary to overhaul the Presidential Records & Archives Act and resolve the issues so far. The key issues include the establishment of individual presidential archives and the guarantee of access to former presidents. The current administration of presidential records is being carried out in the position of a manager (agency). The system's biggest "customers" are discussing management difficulties, even though they are former presidents. Record management should be a customer-centered information service. The "core customer" of managing presidential records is the former president. Another important problem is to separate the Presidential Archives from the National Archives to strengthen its status.

  • A literature study was conducted on the management of the pavilion of the royal tomb in the late Joseon Dynasty, focusing on "Gakneung Suri Deungnok(Records relating to the repair of royal tombs)". In the above, the records related to the 1675~1713 repair of three JeongJaGak(Geonwonneung, Sungneung, and Mokneung), which are registered as state-designated cultural properties, are summarized in three aspects: management system, damage status, and expression words. The results of the study are as follows. First, the royal tomb pavilion was regularly inspected by Observator(觀察使) in spring and autumn, and Surunggwan(守陵官) every 5th, and Servant(守僕) regularly inspected every day and night, and also inspected and reported emergency cases of natural disasters or unexpected damage. Second, the damage status of each building was continuously observed and reported for the continuous maintenance of the buildings in the royal tomb. A total of 75 records of damage to the three royal tombs' pavilion were found to have been most frequently inspected, including 19 cases (25.3%), 14 cases (18.7%), 23 cases (30.7%) of the roof, and 19 cases (25.3%) of the roof. Third, the expression of the damage status is confirmed in various ways, such as separation, separation, burst, damage, excitation, moisture, leakage, and exfoliation. Among them, the main damage records were confirmed due to the separation of the base from the peeling, the furniture, cracks, leaks, leaks in the roof, and the collapse of the roof was able to check the damage records.
