Revisiting Social Discount Rates for Public Investment

  • This paper aims to estimate the social discount rate (SDR) rather than dig into its theoretical foundation. As SDRs can be derived by investigating both the rate of return on investment and the social time preference rate, we estimate the marginal productivity of both private and public capital and the time preference rate based on the Euler equation. In order to provide a single representative SDR, the weighted averages of the marginal productivity and time preference rate, whose weights are determined by the flow of funds data reflecting the social demand of funds, are presented. Based on the empirical results, we argue that the marginal productivity of private capital stands in the middle of the 3% range while that of public capital varies from 4.5% to 8.6%, with the time preference rate showing a decreasing trend from 3.2% in the early 2000s to 1.2% by around 2030. The single representative SDR or the weighted SDR is estimated to be approximately 3.0~4.5% and expected to continue its downward trend for the foreseeable future.

  • Objective: The aim of this study is to investigate learnability of gestures-commands pair when people use gestures to control a device. Background: In vision-based gesture recognition system, selecting gesture-command pairing is critical for its usability in learning. Subjective preference and its agreement score, used in previous study(Lim et al., 2012) was used to group four gesture-command pairings. To quantify the learnability, two learning models, average time model and marginal time model, were used. Method: Two sets of eight gestures, total sixteen gestures were listed by agreement score and preference data. Fourteen participants divided into two groups, memorized each set of gesture-command pair and performed gesture. For a given command, time to recall the paired gesture was collected. Results: The average recall time for initial trials were differed by preference and agreement score as well as the learning rate R driven by the two learning models. Conclusion: Preference rate agreement score showed influence on learning of gesture-command pairs. Application: This study could be applied to any device considered to adopt gesture interaction system for device control.

Effects of Induced Abortion and Son Preference on the Imbalance of Sex Ratio in Korea (한국의 인공임신중절과 남아선호관이 출생시 성비의 불균형에 미치는 영향)

  • Despite the fact that the national family planning program in korea has accomplished its primary goals of fertility reduction and universal contraceptive use, the induced abortion is still high and there has been an increasing trend in the population sex ratio at birth. It seems that the changes in the imbalance of sex ratio have originated from traditonal boy preference. This indicates that much of the current family planning program can be overhauled, so that the program quality could be better controlled, by preventing the number of unwanted pregnancies and the imbalance of sex ratios. This paper aims, therefore, to examine the determinants of induced abortion through the investigation of pregnancy outcomes and their changes over time and to study the interaction between induced abortion, boy preference and the imbalance of sex ratio in Korea. The abortion rate had increased rapidly until the mid-1980s when there were about the same number of abortions as live births. Thereafter, the abortion rate has been maintained at this high level. By parity it shows a much higher abortion rate for a higher parity at all time. From the first parity, the sex composition of previous children stands out as the most important factor in deciding the pregnancy outcome at all time. The probability of a pregnancy ending in an abortion increases substantially when parents already had a son. The decline of the desired family size and the sustained strong son preference has made the sex of children a more important factor in the determination of the pregnancy outcome. Women's education has had consistently positive effects on the probability of a pregnancy ending in an abortion, but the effect shows a steady decline over time. The premarital pregnancy and urban residence also increase the abortion probability. This study suggests that the main concerns of the family planning program should be to strengthen the social support policies so as to weaken the son preference value leading to a balanced sex ratio and prevention of induced abortions.

  • When the social cost-benefit analysis is applied for analyzing the public forestry investment, the choice of discount rate to be used in analysis is critical. In this paper, the social discount rate discussed in the public economics was introduced and the social time preference rate as a measure of that was estimated for Korea. The component parameters of the model used are : the elasticity of social marginal utility of consumption and the growth rate of real consumption. The results for the social time preference rate and the elasticity of social marginal utility of consumption are 6.2% and -1.38, respectively, which are plausible and thus can be used as a useful basis in establishing rational resource allocation policies.

  • Purpose : The present study was designed to provide basic data for advanced pre-hospital airway management by comparing the insertion time and success rate between laryngeal tube suction II (LTS II) and laryngeal mask airway (LMA) in a manikin. Methods : A total of 32 participants were novice users to both of devices among paramedic students. After taking the introductory lecture and demonstrations, the participants made an attempt to insert the LTS II and LMA to compare the insertion time and success rate. They marked the easiness of insertion of the score ranged from 1 to 10 score scale and preference of the two devices. Results : The insertion time of the LTS II was significantly shorter than that of the LMA (p =.000). There was no significant difference between LTS II and LMA in the success rate. In the easiness of insertion, the score of LTS II $(8.47{\pm}1.41score)$ was significantly higher than that of LMA $(7.19{\pm}1.98score)$(p =.001). The preference of LTS II (75%) was much higher than that of LMA (25%). Conclusion : The manikin study data showed that the LTS II may be a good alternative airway device for providing and maintaining a patent airway.

Analysis of Consumer Preferences on Social Commerce Buying Environment (구매시점을 중심으로 소셜커머스 구매환경이 미치는 소비자 선호 별 효용 분석)

  • Based on increased popularity and use of social network services as a marketing tool, social commerce became an emerging trend in e-commerce platforms. Social commerce involves sellers offering potential consumers the products and services at a lower price in a limited time period. Through comparison of the performances of domestic social commerce websites, we found that the buying environment such as price, number of available products, and the remaining time period for sale has a significant difference influencing on the purchase decisions of consumers. This study aims to analyze the interaction effects and preference levels of four characteristics (price, discount rate, number of purchases and purchase time) by conducting choice-based conjoint analysis. Survey experiment was performed using a sample of 146 undergraduate and graduate students. The results showed that consumers importantly consider purchase time, discount rate, price, number of purchases in the order of their preference. Also, discount effect is more significant on purchase decisions than price effect and consumers distinguish less the differences among the buying environment characteristics in the closing days of purchase period. Customer segmentation using the preference levels of characteristics indicates that the preference levels have different effects in the purchase utility of each segment. The proposed customer segmentation and differences in feature utilities are expected to be valuable in forming future sales promotion strategies in social commerce.

A Study on the Effects of Chewing Side Preference on the Pattern of Occlusal Contacts (저작습관에 따른 교합접촉의 변화양태에 관한 연구)

  • The purpose of his study was to investigate the variations of occlusal contact pattern according to chewing side preference. The author selected 59 dental students (mean age 23.6 years) who had no signs and symptoms of masticatory disorders and divided into two groups, that is, bilateral chewing side group and unilateral chewing side group, respectively. For recording, T-Scan System(Teksan Inc., USA) was used and the recorded occlusal contacts were examined as to the number of occlusal contacts, points distribution in dental arch, time sequence and force snapshot. The obtained results were as follow s: 1. Total number of occlusal contacts were more in unilateral chewing side group and there were significant difference in number between right and left side or between chewing and less-chewing side in all two groups. 2. All items related to time sequence showed no statistical significant difference between two groups in any case. 3. Unilateral chewing side group had more occlusal contact force than bilateral group, especially in chewing side. From the above finding, the author considered that there was occlusal unbalance in unilateral chewing side group. 4. Chewing side preference would possibly have more effects on the occurrence rate of anterior tooth contact that the rate of prolonged their contact but proved.

Study on the UV illuminance to improve on attraction effect of fluorescent bait cage for pots (통발용 형광 미끼통의 유인 효과 개선을 위한 자외선 조도에 관한 연구)

  • In this study, the entrapped number is investigated on the UV light with different illuminance to fluorescent bait cage for swimming crab in order to find the appropriate illuminance which has the best attraction effect of fluorescent bait cage for pots. In addition, preference to the light, arrival time and residence time at light area are compared and analyzed to fluorescent bait cage and non-fluorescent bait cage for American lobster at the UV light and ordinary light according to the illuminance condition. Pot with red non-fluorescent bait cage at the no lighting (<0.01lux), pot with blue fluorescent bait cage at the 20W UV lighting (0.16lux) and pot with blue fluorescent bait cage at the 30W UV lighting (0.22lux) were soaked for 6 hours and the entrapped number of swimming crab was examined. The mean entrapped number of swimming crab in pot with red non-fluorescent bait cage at the no lighting (<0.01lux) was 1.0, but the mean entrapped number of swimming crab in pot with blue fluorescent bait cages at the 20W UV lighting (0.16lux) and 30W UV lighting (0.22lux) were 1.4 and 0.4, respectively (P<0.05). The rate of preference to the blue fluorescent bait cage at the UV lighting shows 1.6-4.8 times higher than that of preference to the red non-fluorescent bait cage at the ordinary lighting. In addition, The rate of preference to the blue fluorescent bait cage at the UV lighting is higher when the illuminance of ordinary light is same as or is lower than that of UV light (P<0.05). However, the preference to the light depending on gender shows no significant difference (P>0.05). The arrival time to UV light area of lobster is shown as 1.2-2.4 times faster than that to ordinary light area. Generally, it is shown that arrival time to UV light area is faster than the arrival time to ordinary light area when the illuminance of ordinary light is the same as or lower than that of UV light (P<0.05). However, arrival time to the light area depending on gender shows no significant difference (P>0.05). The residence time at UV light area of lobster is 1.2-1.7 times longer than that at ordinary light area. The residence time depending on different illuminance of ordinary light and genders showed no significant difference (P>0.05).

A Survey on Elementary, Middle and High School Students' Attitude and Eating Behaviors about Kimchi in Seoul and Kyunggido Area (서울.경기지역 초.중.고등학생의 김치 섭취 실태 및 태도 조사)

  • This study was performed with 482 subjects(278 boys and 204 girls in Seoul and Kyunggido area) to find out the attitude and eating behaviors about Kimchi on Korean young generation. General characteristics about subject and attitude and eating behavior were surveyed by self-developed questionnaires. 85.9% of the subjects were nuclear family type and 49.9% of respondent's mother had full-time job and 96.1% of subjects were middle or upper economic status. The preference for Kimchi, 60.4% of respondents answered that they liked Kimchi. According to grade, the rate of preference about Kimchi was significantly different, higher grade students were found higher preference on Kimchi : 64.4% of middle and 70.4% of high school students liked Kimchi. The eating patterns of Kimchi, up to 60% of respondents answered they ate Kimchi in every meal time, which suggested that it was still an important side dish in Korean meal among teenagers. The eating behaviors on Kimchi, $85{\sim}90%$ of respondents answered that they preferred Kimchi in meal time. Baechu Kimchi(chinese cabbage Kimchi) and Gakdugi(radish cube Kimchi) was highly preferred. And their preference of food which made from Kimchi (such as Kimchi fried rice, Kimchi stew, Kimchi pancake) was highly evaluated. 65.6% of residents pointed out that 'Kimchi is very nutritious food'. The respondent's structure of value on Kimchi were not significantly difference between sex and age. But it was significantly difference(p<0.01) between the groups with preference and familiarity on Kimchi. The group had higher preference and familiarity on Kimchi agreed to the positive values about Kimchi. These result suggested that various kinds of Kimchi should be developed for young generation to meet their taste and also continuous nutrition education about traditional food especially Kimchi should be promoted at home and school.

  • Today's environment of enterprise is changing, They have to face customer' demands with the right product, the right service and supply them at the right time. And also cut down logistics and inventory cost and bring up the profit as much as they can. This means the change of putting enterprise first in importance to putting customer first importance. therefore to correspond to customer's demand, shorting lead time is becoming a essential condition. The answer to this changes of environment is supply chain management. In this paper, It consolidates the necessity on a LTV(Life Time Value) and analyzes data which is concerned of Customer Value. Under the these environments, defines the LTV(Life Time Value) rule that can improve the customer value. We solved this problems using AHP(Analytic Hierarchy Process) for consistency at relationship matrix, AHP(Analytic Hierarchy Process) is based on Saaty's consistency rate. If consistency rate is under 0.1 point, preference rate's weights are acceptable. This study develop a program for AHP weights and support Satty's consistency rate.
