An event-based, kinematic, infiltration-excess, and distributed rainfall-runoff model using weather radar and Geographic Information System(GIS) was developed to acknowledge and account lot the spatial variability and uncertainty of several parameters relevant to storm surface runoff and surface flow The developed model is compatible with raster GIS and spatially and temporally varied rainfall data. To calibrate the model, Monte Carlo simulation and a likelihood measure are utilized; allowing for a range of possible system responses from the calibrated model. Using rain gauge adjusted radar-rainfall estimates, the developed model was applied and evaluated to a limited number of historical events for the Ralston Creek and Goldsmith Gulch basins within the Denver Urban Drainage and Flood Control District (UDFCD) that contain mixed land use classifications. While based on a limited number of Monte Carlo simulations and considered flood events, Nash and Sutcliffe efficiency score ranges of -0.19∼0.95 / -0.75∼0.81 were obtained from the calibrated models for the Ralston Creek and Goldsmith Gulch basins, based on a comparison of observed and simulated hydrographs. For the Ralston Creek and Goldsmith Gulch basins, Nash and Sutcliffe efficiency scores of 0.88/0.10, 0.14/0.71, and 0.99/0.95 for runoff volume, peak discharge, and time to peak, respectively, were obtained from the model.
Recently, localized heavy rainfall has led to increasing flood damage in urban areas such as Gangnam, Seoul ('12), Busan ('13), Ulsan ('16) Incheon and Busan ('17) etc. Urban flooding occurs relatively rapidly compared to flood damage in river basin, and property damage including damage to houses, cars and shopping centers is more serious than facility damage to structures such as levees and small bridges. In Korea, heavy rain warnings are currently announced using the criteria set by KMA (Korea Meteorological Administration). However, these criteria do not reflect regional characteristics and are not suitable to urban flood. So in this study, estimated the flooding limit rainfall amount based on the damage records for Seoul and Ulsan. And for regions that can not estimate the flooding limit rainfall since there is no damage records, we estimated the flooding limit rainfall using a Neuro-Fuzzy model with runoff characteristics. Based on the estimated flooding limit rainfall, the urban flood warning criteria was set. and applied to the actual flood event. As a result of comparing the estimated flooding limit rainfall with the actual flooding limit rainfall, the error of 1.8~20.4% occurred. And evacuation time was analyzed from a minimum of 28 minutes to a maximum of 70 minutes. Therefore, it can be used as a warning criteria in the urban flood.

The effects of turbid water on fish community was investigated in a clear reference stream (the Bongsan Steam) and a turbid stream (the Daegi Stream) located in the upstream region of the South Han River, Korea. The stress index (SI) of suspended solids (SS) were calculated during a rain event concentration by the equation SI=LN (SS${\times}$duration). EMC of SS was $1{\sim}13$ mg $L^{-1}$ in the clear stream with a mean SI of 5.2, while SS was $97{\sim}1,150$ mg $L^{-1}$ in the turbid stream with a mean SI of 10.3. Even though the number of species was not much different, the dominant species of the two steams were distinctly different. The reference stream was dominated by upstream species such as Rhynchocypris kumgangensis, Brachymystax lenok tsinlingensis, and Cottus poecilopus which are typical upstream community. Whereas the turbid streams was dominated by Rhynchocypris kumgangensis, Zacco koreanus, and Orthrias nudus which are representatives of middle reache community. Fish density was four times higher in the clear steam than the turbid stream. In the similarity analysis of fish communities the community of the turbid stream showed large dissimilarity with other communities in other streams of similar size. In conclusion, although turbidity might be at the sublethal concentration, fish communities are under stress in some turbid streams of Korea that is strong enough to induce community change. It can be an example of a chronic ecological toxicity of turbidity at the community level.
Low Impact Development (LID) techniques are eco-friendly storm water management process for water circulation restoration and non-point pollutant reduction. In this study, four LID techniques (Small constructed wetland, Infiltration trench box, Infiltration trench, Vegetated swale) were selected and installed as a real size at the real site. All facilities were evaluated as monitoring under the real environmental climate situation and an artificial rain with exceeding design rainfall. In various rainfall, runoff reduction efficiency and non-point pollutant removal efficiency are increased to the bigger Surface Area of LID (SA)/Catchment Area (CA) ratio and the bigger Storage Volume of LID (SV)/Catchment Area (CA) ratio. Runoff did not occur at all rainfall event (max. 17.2 mm) in infiltration trench and vegetated swale. But Small constructed wetland was more efficient at less than 10 mm, a efficiency of infiltration trench box was similar at different rainfall. Although different conditions (such as structural material of LID, rainfall flow rate, antecedent dry periods), LID techniques are good effects not only water circulation improvement but also water quality improvement.
The average annual rainfall in Busan to increase, and in case of Oncheon-Chen in Busan, frequent flooding occurred frequently. The middle and lower reaches of the Oncheon-Chen are relatively flat and urban areas are developed. Therefore, due to the frequent flooding of rivers and the large flood damage, a method of effectively eliminating the flow rate of Oncheon-Chen in the event of heavy rain is needed. In this study, underground waterway was established in the east of Hoedong-Reservoir as a measure to reduce floods in hot springs and simulated with EPA-SWMM. The information needed to construct the basin was utilized by GIS. In middle part of the Suyeong-Gang, there is a Hoedong-Reservoir and a dam is installed and has better conditions than the Nakdong-Gang. It also analyzed the effect of the Oncheon-Chen flow through the underground waterway on the Suyeong-Gang when it was transferred to the Hoedong-Reservoir. It was analyzed that the flood reduction rate at the flood risk points set up in this study was reduced by 24.64% on average when the underground waterway was installed, and the inflow of the water into the Suyeong-Gang increased by 1% on average when the flow rate was excluded by the Suyeong-Gang.

The occurrence causes of the extreme rainfall to happen in Korea can be distinguished with the typhoons and local downpours. The typhoon events attacked irregularly to induce the heavy rainfall, and the local downpour events mean a seasonal rain front and a local rainfall. Almost every year, the typhoons and local downpours that induced a heavy precipitation be generated extreme disasters like a flooding. Consequently, in this research, There were distinguished the causes of heavy rainfall events with the typhoons and the local downpours at Korea. Also, probability precipitation was computed according to the causes of the local downpour events. An evaluation of local downpours can be used for analysis of heavy rainfall event in short period like a flash flood. The methods of calculation of probability precipitation used the parametric frequency analysis and the Empirical Simulation Technique (EST). The correlation analysis was computed between annual maximum precipitation by local downpour events and sea surface temperature, moisture index for composition of input vectors. At the results of correlation analysis, there were revealed that the relations closely between annual maximum precipitation and sea surface temperature. Also, probability precipitation using EST are bigger than probability precipitation of frequency analysis on west-middle areas in Korea. Therefore, region of west-middle in Korea should prepare the extreme precipitation by local downpour events.

Unprecedented weather phenomena are occurring because of climate change: extreme heavy rains, heat waves, and severe rain storms after the rainy season. Recently, the frequency of these abnormal phenomena has increased. However, regular pattern or cycles cannot be found. Analysis of annual data or annual average data, which has been established a research method of climate change, should be applied to find frequency and tendencies of extreme climate events. In this paper, extreme indicators of precipitation and temperature marked by objectivity and consistency were established to analyze data collected by 66 observatories throughout Korea operated by the Meteorological Administration. To assess the statistical significance of the data, linear regression and Kendall-Tau method were applied for statistical diagnosis. The indicators were analyzed to find tendencies. The analysis revealed that an increase of precipitation along with a decrease of the number of rainy days. A seasonal trend was also found: precipitation rate and the heavy rainfall threshold increased to a greater extent in the summer(June-August) than in the winter (September-November). In the meanwhile, a tendency of temperature increase was more prominent in the winter (December-February) than in the summer (June-August). In general, this phenomenon was more widespread in inland areas than in coastal areas. Furthermore, the number of winter frost days diminished throughout Korea. As was mentioned in the literature, the progression of climate change has influenced the increase of temperature in the winter.

Nuclear power plants (NPPs) consider possible external events, including natural hazards, during the design phase to ensure safe operation. However, in recent years, due to the increasing probability of natural hazards exceeding the design, a careful review of extreme natural hazards and unforeseen external events during the design phase has become necessary. In this study, the objective was to screen potential extreme natural hazards at NPP sites in Korea. Initially, we investigated and analyzed the characteristics of NPP sites and the events caused by external hazards. Furthermore, we analyzed existing literature and research data to establish screening procedures and criteria that suit the actual conditions of domestic NPPs. Based on these criteria and data, we conducted qualitative screening for each NPP site and identified potential extreme natural hazards through quantitative screening and walkdown. As a result of the screening, in addition to internal flooding caused by heavy rain, wind pressure and extreme air pressure caused by extreme winds were screened as potential extreme natural hazards common to all sites. Additionally, at the Kori site, storm surge was selected as the most significant potential extreme natural hazard.

The distribution of heavy metals in the stormwater runoffs from industrial sites around Shihwa Lake that implements the total pollutant load management system (TPLMS) was studied to characterize the temporal changes of metal concentrations and to assess the ecological risk in dissolved and particulate phases of the selected metals. The dissolved Co and Ni concentration demonstrated first flush and tended to decrease with increasing of the duration of rainfall. The intensity of precipitation was found to be the main controlling factor of particulate metals in the stromwater runoffs. The particulate concentration of Pb accounted for 97.2% so the particulate phase was its main form. Other metals followed the sequence: Pb>Cu>Cd>Co>Zn>Ni. The particulate-dissolved partitioning coefficient ($K_d$) indicated that the $K_d$ of Pb were bigger than that of other metals because the metal Pb in the stormwater runoffs is quickly removed into the particulate phase. In a single day rainfall event, total runoff fluxes for total metals as the sum of dissolved and particulate forms through only two sewer outlets were 2.21 kg for Co, 30.5 kg for Ni, 278.3 kg for Cu, 398.3 kg for Zn, 0.39 kg for Cd and 40.0 kg for Pb, respectively. Given the annual rainfall, the number of rain days and the basin area for total pollutant load management system (TPLMS) of Shihwa area, enormous amount of non-point metal pollutants were entered into Lake with any treatment. The dissolved metals (e.g., Ni, Cu and Zn) in the stormwater runoffs exceeded the acute water quality criteria. Additionally, all metals were significantly enriched in the particulate phase and exceeded the PEL criteria of sediment quality guidelines (SQGs). These results indicated that the heavy metals in the stormwater runoffs may pose a very high ecological risk to the coastal environments and ecosystem.
Cheju island depends on a hydrogeologically vulnerable aquifer system as its principle source of drinking water. Most of golf courses are located in the area which is important for the ground water recharge, and pesticides are applied to golf courses often at relatively high rates. Therefore, turf pesticides in golf course should be applied without adversely impacting ground water. In this experiment, downward movement of pesticides was monitored in model greens of golf course, where different adsorbents were layered in 3-cm thickness at 35-cm depth, and effect of the adsorption layer on the leaching loss of pesticides was investigated. Major leachings were observed in the periods of heavy rain and very limited leaching was observed under artificial irrigation. Fenitrothion and triadimefon, which have relatively short persistence and high adsorption coefficient, were found in the leachate in low concentrations only at the first rainfall event, around 20 days after the pesticide application. However, diniconazole, which has a relatively long half-life (97 days), was detected in the leachate during the whole period of experiment and concentration was much higher than those of the other pesticides. Maximum leachate concentrations were 1.9, 10.3, and 84.5 ${\mu}l^{-1}$ for fenitrothion, triadimefon, and diniconazole, respectively. Therefore, in golf course green which allows rapid water percolation and has extremely low adsorption capacity, persistence in soil could be more important factor in determination of leaching potential of pesticides. Total quantity of pesticides leached from the model green was <0.2% for fenitrothion and triadimefon and 1.8% for diniconazole. Adsorption layers significantly reduced pesticide leaching, and active carbon and Orpar were more effective than zeolite. In the model green having adsorption layer of active carbon or Orpar, leaching loss of pesticides was reduced below 0.01% of the initial application.
