Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations (한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석)

  • The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.

  • 'High speed' in today's railway is generally understood to mean 'regular revenue-earning operation of passenger trains at more than 200 km/h', and true high-speed services in this sense began in Japan in 1964. Today, Japan's high-speed rail network slightly exceeds 2, 000 km, carrying around 750, 000 passengers every day without any fatal accident for nearly 40 years.(omitted)

  • The measurement of contact wire wear in electric railways is one of the key test parameters to increase speed and maintain safety in electric railways. Wear caused by continuous interaction between pantographs and contact wires has a negative effect on current collection quality and severely damaged contact wires might cause hazardous accidents. This paper introduces a non-contact optical-based contact wire wear measuring system that will replace conventional wear detecting methods conducted by maintenance vehicles or workers. The system is implemented by high-speed cameras that can collect images of contact wires during vehicle operation, a laser used to create images profile of the contact wire surface, and a computer used to process the collected images. The proposed system is designed to assist maintenance of overhead contact lines by creating geometrically plotted images of contact wires to detect contact wire wear during operation on conventional lines or high-speed lines.

  • The total length of Korean urban railways reaches 1,200km. Urban railway used to be installed with ballasted tracks by reason of low cost at the time of construction, slab tracks are now being installed due to the reasons of the improvement in safety, lengthening service life and more economical method in terms of maintenance. The length rate of slab tracks has exceeded 70% of the domestic urban railways with the methods ranging from STEDEF, LVT, ALT, Eidan-type, B2S to RHEDA. This study surveyed the share of domestic slab tracks, and compared and evaluated the input cost at the initial stage by the types of slab tracks. Construction processes have been standardized by the existing design documents and calculated the initial input cost for the length of 1km of a hypothetical straight line. Cost breakdown structure was evaluated as materials cost, construction cost, equipment cost, indirect cost, etc. It is expected that this study will be used in selection & evaluation which is considering the economic feasibility of slab tracks.

  • The objective of this research is to explore the diverse challenges faced by the customer as well transport providers through the selected modes of transportation of the second most populous country in the world - India. Two separate well-structured questionnaires administered to garner the opinions on different challenges. A random sample of 100 equally selected from the customers of 3 modes of transportation along with 30 transport providers. The collected data was analyzed in Microsoft Excel and R Studio platforms using Percentile Rank Tool and R Programming Language for Chi-square test respectively. Traffic congestion coupled with parking is the major problem in case of roadways while Safety and cleanliness in railways are the first amongst the problems to reckon with. High fares and lack of trained employees are the biggest challenges faced by aviation industry. The research is concentrated only in the states of Andhra Pradesh and Telangana in India with most widely used three modes of transportation viz., Road, Rail and Airways. This research paper is first of its kind which has collected the opinions of both customers as well transport providers on the problems faced. This research proffers information about the challenges faced by the customers which there will be an enormous possibility to review their strategies and plans.
