철도산업에서 Safety culture 가 Safety에 미치는 영향에 관한 연구 (A Study on the Effect of Safety culture on safety in railway industry)

  • The purpose of this study is to analyze human safety culture of the railway driver in domestic railway industry. This study proposes safety culture improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. Domestic railways well known the well-organized railway safety culture has brought up safety issues on their process of private management. With this process, also, domestic safety culture is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external safety culture.

  • It is important to safety culture in railway industry because they variously refer to the safety-related values, attitudes, beliefs, risk perceptions and behaviours of railway employees. So this study tried to figure out the assessment criteria for safety culture at Korean National Railway. For the achieve the goal, we have the literature review, some assessment criteria have been founded by intensively comparing safety culture questionnaires in other industries to establish domestic railway safety. This study expects Korean railways to become a well-organized that as assessing safety culture with reasonable criteria or requirements.

Development of the Assessment Indicators for Railway Safety

  • This study proposes a model for railway safety assessment with which the safety of whole railway system can be evaluated. The purpose of the assessment model is to generate safety indicators which quantitatively represent the degree of railway safety. Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Based on this study, a railway safety assessment model will be developed in the following study.

  • 공공교통기관인 철도에 요구되는 가장 기본적인 요건은 수송의 안전을 확보하는 것이다. 타 교통수단보다 철도가 비록 안전하지만 대량교통수단에서 일단 사고가 발생하면 그 피해규모는 크다. 철도운영자 및 국가에서는 이러한 철도의 사고발생을 사전에 방지하기 위하여 많은 노력을 기울이지만, 사고를 근절시키는 것은 불가능하다. 따라서 사고발생을 최대한 줄이기 위하여 다양한 방안들이 강구되고 있는데, 본 논문에서는 최근 들어 그 중요성이 부각되고 있는 인시던트 보고제도와 안전문화에 대하여 살펴보고자 한다. 본 논문에서는 미국 및 영국 등 선진외국에서 항공분야에서의 인시던트 보고 제도에 대한 사례를 분석하여 보았으며, 또한 철도분야에서도 인시던트 보고 제도가 도입된 영국사례를 중심으로 이에 대한 분석을 통하여 우리나라에서의 철도분야 인시던트 보고 제도의 필요성과 방향에 대하여 논의하였다. 또한, 사고방지 및 안전향상을 위하여 필요한 것이 철도운영회사 및 관련기관의 철도안전에 대한 문화의식이다. 올바른 철도안전문화의 정착이야말로 가장 확실하게 철도사고를 예방하고 철도안전을 향상시킬 수 있는 방안인 것이다. 따라서 철도기업에서의 철도안전문화에 대한 이해 등에 대하여 본 논문에서 검토하고자 한다.

  • This study tried to figure out the framework of safety culture in railway industry to analyze root causes of railway incidents and accidents at Korean National Railway. Through the literature survey, authors found some critical dimensions common to railway safety culture such as employees' belief in the managers' management weight on safety and productivity, recognition of safety importance, risk taking attitude, practice of safety meeting before and after doing work, communication between management and employees and among drivers, traffic managers and infrastructure maintenance workers, safety reporting practice, safety and performance appraisal, effectiveness of safety audit, safety training, work place arrangement, incidents and accidents investigation, and safety knowledge management.

  • The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated.   • 국가에서는 철도운영 및 시설기관에 산재되어 있는 철도안전정보를 수집하여 분석할 수 있는 철도안전정보 종합관리시스템을 구축하야 철도안전관리를 효율적으로 수행하기 위하여 노력하고 있다. 매년 철도안전도를 평가하기 위하여 철도사고 자료를 분석하여 사망자 및 부상자 수를 산출하고 있으며 사고 원인 및 위험발생 경위를 규명하여 사고를 최소화 할 수 있도록 여러 안잔정책 및 안전관리방안을 시행하고 있다. 따라서 보다 선진적인 안전정책 수립 및 안전관리를 위해 철도안전도를 입체적으로 그리고 정량적으로 표현할 수 있는 방안이 필요하며 이를 위해서는 안전에 대한 주요 영향요소가 무엇인지를 파악해야 하며 선정된 개발적 요소들에 대한 정량적 철도안전지수(Railway Safety Index)를 개발해야 한다. 본 연구에서는 철도안전도를 정량적으로 평가할 수 있는 안전도 평가지표를 개발하여 안전목표 수립 및 관리 등 철도안전향상를 위한 전략적 방향 및 정책수립 과정에서 활용할 수 있는 모델을 제공하고자 한다.
