Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment has been active on transport infrastructure. But investment of transport infrastructure has more risks than others due to overforecast of transport demand for ensuring project validity, and cost uncertainty arising from financial crisis, commodity prices and so on. In the case of Incheon international airport express, after 2 years and 6 months, Incheon international airport express is opened, Korail take over equity stake in private investor due to the problems of MRG(Minimum Revenue Guarantee) be contracted with private investor. Not only that, in other case of Yong-in light rail, it is ongoing for legal disputes between Yong-in local government and private investor on account of opening delaying. On current Investment Assessment System of Transport Infrastructure, Risk Management system on investment of transport infrastructure is inadequate because Sensitivity Analysis in economic efficiency have been performed on the simple method which only changes benefits, expense and social discount rate. For this reason, this study analyze risks for investment of transport infrastructure demand forecast, and rise to the management practice for every particular item.

Northeast Asia logistics hub strategy was undertaken by Korean Government to gain a national competitive advantage in Northeast Asia. Current Government has Northeast Asian Economic Hub Strategy including construction of SOC in Northeast Asia for promoting peace, promotion of formation of Northeast Asia Community, logistics hub, Financial hub and national innovation for R&D Cluster. To realize Northeast Asian logistics hub, the Northeast Asia logistics hub road map has undertaken as follows: expansion of logistics infra in Incheon Airport, Busan Port and Gwangyang Port, systematic improvements such as adjustment of investment distribution, special logistics companies, transparent customs in logistics transactions, logistics manpower, improvement of system supporting global logistics and attraction of international logistics companies to the logistics center, construction of seamless and paperless logistics information network, Northeast Asia railway infra. The purpose of this paper is to study investment priority and improvements in the Northeast Asia Logistics Hub Road Map and to contribute to gain the national competitive advantage as logistics hub in Northeast Asia

This study measures the investment effects of railroad industries on Korean economics, using the table of industry relation analysis. Until now, few studies have analyzed the economic effects of railroad in Korea so that this study can have a big implication for transportation policies in making decisions on its investment level as top priority. This study finds that railroad investment effects are larger than those of road on the national economics and, thus, impling that the expansion of railroad investment is required to grow continuously national economics as well as a major modal of transportation networks.

Each nation of the world is intensively propelling the R&D investment to solve the financial crisis and worldwide economic recession occurred from last year. This means the world economic is under economic system based on the knowledge. So, The R&D is continuously propelled for possession of the technology through the R&D stock and which is core in the knowledge based economic system. In this world stream, our government is also increasing the R&D investment and checked the technology level through surveying the R&D stock and corn parison of each industry or world. The R&D investment of the railroad is continued but there is no data of the R&D stock. So, surveying the railroad R&D stock and comparing with korea industry is processed.

국제적인 철도 사업은 개도국의 재정 부족 등 다양한 대외적 환경변화로 인해 재정사업에서 민간 투자사업(PPP)으로의 변경이 보편화되고 있다. 하지만, 철도 시설물은 도로 등 다른 인프라 시설물 보다는 철도 생애주기 특성상 사업개발, 건설 및 운영단계까지 막대한 건설자금 및 O&M 비용이 소요된다. 따라서 투자 대비 일정 수준의 수익률이 보장되지 않는다면 해외 특히 예측불허한 상황들이 발생하는 개발도상국에서의 해외철도 민간투자사업의 수행은 매우 어려운 실정이다. 본 연구에서는 글로벌 철도시장 동향 정보 및 기존 문헌 고찰을 통해 국내기업의 해외철도 민간투자사업 진출시 취약점 및 위험요인들을 살펴보고 그 의미와 대응 방안들에 대한 논의를 통하여 해외철도사업 진출시 국내기업의 경쟁력을 강화하는 방향을 제시하고자 한다.

Railway intelligent transportation systems and related Ministry of Land and rail operating agency's railway informatization planning of information technology, effective through the use of management strategies to establish or run to support the systematic informatization investment that you want to execute work in progress, during and yet the institutional informatization of operations mainly in the form of efficiency is Chinhae. Accordingly, in order to promote the details of the final challenge of providing real-time information and the usefulness of this information collection is clearly for the railway sector by function of the components is necessary to distinguish. In this paper, the details of the plan goals, promoting convenient rail-based real-time information, to promote optimal gohyoeuleul railways, railway safety and comfort, was defined as three. Selection of each goal, because the direction of vision and ITS around the railroad center of road users by highlighting the benefits of the railroad's traffic information center user switching, real-time delivery of information diversity (enhanced content) that can increase the capacity of line train operating systems, enhancing the safety management system introduced in the monitoring system and is a railroad crossing. Because urban railway project in accordance with the goal of decreasing the annual rate of the train support, and the average passenger wait time savings, increased future demand for railway, rail safety, including securing the expected effects may occur.

A distribution method of limited budget for rail line facility improvement is to use investment priorities of rail line segments based on their deterioration. In this paper we present an evaluation method of rail line segment deterioration which can be used to distribute limited budget. Rail line facilities include rail track, crossing, road bed, bridge, tunnel. These facilities deterioration and line shape can affect line segment deterioration. Deterioration evaluation method we present is a weighted sum of each component deterioration scores. The component weight can be obtained from experts using analytic hierarchy process.

In this study, we have analyzed the cost of korea high-speed railway system. The predicted cost in planning phase and adjustment data to 5th year are collected. Then, predicted cost is compared with adjustment in year/item/system base. We make a project history table for criteria to review project history and research & development activity. We have developed CBS(cost breakdown structure) and allocated adjustment data to them. It is shown that cost prediction related to research & development activity in planning phase is relatively correct.

The rectifier for Electric railway is one of the most important facilities in DC urban railway which converts power from KEPCO(AC 22.9kV) to the electric mil car(DC 1.5kV), therefore it should be managed as the best condition for the drive. There are several things to cause performance degradation and deterioration of parts such as pollutants occurred by it established under the ground such as dust or foreign substances, rapid changes of driving current, and pyrogen which put the rectifier for Electric railway in malfunction. On the flow of time, the rectifier for Electric railway is causing a malfunction or failure which drive electric rail car in operations as well as loss of life. In this research we try to find the way of removing the various components of mal-functions in the performance of the rectifier for Electric railway by Over-Haul and reform itself, which gives us to get the chance investment of the reduction, the reliability of power supply to the electric rail car.
