고속철도의 합리적인 광역도시 통과방안 (Rational high-speed railway plan for passing through metropolis)

  • After the historic opening of the first section of KTX(Korea Train eXpress), it has been made changes three times in a plan to pass through cities of Daejeon, Daegu in the construction of the high speed train's second section(underground${\to}$ on ground${\to}$ under ground${\to}$ on ground). Thereafter, it has been repeatedly argued that the plan to pass through underground caused many problems such as prevention of an accident in tunnel, the difficulty of maintainence, the disadvantage of passengers' moving line. Thus construction on ground plan is coming up again with relation to the interest among local people. There have been lots of national budget loss, construction period delay in this project and people hardly trust policies about national project and nor do engineers. It will be presented that the railway line which is accorded with the characteristics of region, an agreement with local communities about national project, the reasonable procedure to determine how to pass through cities, resolve the conflict among neighborhood, and the role of engineers.

  • The purpose of this case study is to find out current issue and improvement directions of the application of 3D and 4D to the construction project including building, highway and railway projects. For the study, the main functions of the 3D and 4D simulation of current system are analyzed and proposed improvement directions for 3D CAD utilization in 4D environment. Case studies of CAD application include land development for housing complex, highway project and express railway project.

  • The mission of tilting train development project is enhancing the speed of transportation of railway passenger using existing infrastructure. The threat of this project is the tilting technology is newly incorporated to this project. To overcome the threat this project incorporate systems engineering technology to development tilting train system. The systems engineering process, which was used in this project, was performed in accordance with systems engineering standard EIA632. This paper shows the systems engineering technology which was used to develop the tilting train system specification. This paper also shows the requirement template which was developed to communicate and synthesis various specialty engineering.

  • Improvement projects has been progressed for railway electrification and double track line in the conventional line as well as high speed line for the high speed and large transportation capability of railway. Especially, many variable operation plans are possible such as interaction between high speed line and conventional line and operation of tilting train due to the electrification of the conventional line. Railway electrification is more energy efficient and environmentally-friendly, but it has some problems such as an enormous initial construction and maintenance costs and electrical accidents. Therefore, the more intensive research will be progressed about railway electrification effectiveness for the continuous electrification project. So, we analyzed railway electrification effectiveness about the energy side using annual operation data of electric car and diesel car. The energy side was divided into energy costs and national energy consumption for analyzing electrification effectiveness about entire line and specific line. We verified advantage of energy costs and national energy consumption in this paper and this result will contribute to the progress of the continuous electrification project and the more efficient operation ways in electrification line

  • 지구온난화로 인한 범세계적 위기가 초래됨에 따라 1997년 선진국을 중심으로 교토의정서가 체결되었고 2015년 개발도상국까지 공동의무를 부과하는 파리협정이 체결되어 이를 계기로 온실가스 감축 규제 및 국가적 노력이 본격화 되고 있다. 본 연구에서는 한국철도시설공단에서 효율적인 철도건설을 위해 전통적인 건설사업관리 업무를 전산화함에 따라 저감되는 탄소배출량을 분석하였다. 이를 위해 '방문감소에 의한 탄소발생 저감'과 '종이감소에 의한 탄소발생 저감'효과를 측정하는 산출모델을 제시하고자 한다. 수립된 산출모델을 활용하여 건설사업관리시스템 도입에 따른 탄소저감량을 산출하고 이를 경제적 비용으로 환산한다. 본 연구에서 제시한 산출모델 및 산출방식은 정보화사업 추진으로 인한 탄소저감 효과를 분석하는데 도움이 될 수 있을 것으로 기대된다.

BIM 라이브러리를 활용한 철도 인프라의 모델링 자동화 기술 개발 (Development of Automation Technology for Modeling of Railway Infrastructure using BIM Library)

  • Recently, research on the application of BIM has continuously been active not only in architecture but also in civil engineering in order to improve work efficiency across the project's planning, design, construction and maintenance phases. However, the empirical applications of BIM targeting to civil engineering scope of construction sites still lags compared to architectural sized projects. This is because BIM tools are mainly based upon vertical structures of architecture, thereby most of them have difficulties and limitations to get utilized on horizontal structures of civil engineering. Therefore, this study intends to propose automation technology of design using BIM library and to indicate its field availability through case application on a railway project representing linear infrastructure. In addition, it put forward the utilization plan of the automation technology upto 4D and 5D by continue making use of the BIM model created in the project's design stage up through the maintenance stage. The novel method of the technology proposed in this paper incorporates the automatic creation of the BIM library based on two-dimensional tunnel cross-sections and sweeping of it over three-dimensional alignment to create a BIM model of linear infrastructure. The proposed technology is anticipated to improve the efficiecny of modeling process of railway projects based on linear structures.

  • With the global adoption of the reduction policy on greenhouse gas and environmental pollution, that is 'low carbon green growth', the central and local governments strive to increase their investments in railways in an effort to replace fossil fuels, and seek the ways to diversify and vitalize the tourism resources taking full advantage of the railway systems. Seoul metro has therefore launched 'A research on the development of the Bukhan mountain railway' for the establishment of the environmentally friendly tourism belt making good use of Mt. Bukhan., the only national park in the Seoul metropolitan area, with its picturesque scenery. This paper pursues the basic directions for the application scope of the relevant laws and regulations for the development of the mountain railways as part of our continuing effort to further 'A study on the development of the Bukhan mountain railway' along with the review on the project implementation policy pursuant to the applicable laws on private investment for social infrastructures.

  • In this study, we have analyzed the cost of korea high-speed railway system. The predicted cost in planning phase and adjustment data to 5th year are collected. Then, predicted cost is compared with adjustment in year/item/system base. We make a project history table for criteria to review project history and research & development activity. We have developed CBS(cost breakdown structure) and allocated adjustment data to them. It is shown that cost prediction related to research & development activity in planning phase is relatively correct.

  • In this paper, we presents the results of the leading 2 European projects in the real-time train conflict dection and resolution field. One is MARCO(Multi-level Advanced Railways Conflicts Resolution and Operation Control) and the other is COMBINE(enhanced COntrol center for a Moving Block sigNaling systeEm) project. From the results of the survey, we derive the basic principles in order to use in the similar project of Korea Nation Railway.

Robust Contract Conditions Under the Newly Introduced BTO-rs Scheme: Application to an Urban Railway Project

  • Few studies have specifically focused on the uncertainty of demand forecasting despite the fact that uncertainty is the one of greatest risks for governments and private partners in PPP projects. This study presents a methodology for finding robust contract conditions considering uncertainty in travel demand forecasting in a PPP project. Through a case study of an urban railway PPP project in Korea, this study uncovered the risk of excessive government payments to private partners due to the uncertainty in contracted forecast ridership levels. The results allow the suggestion that robust contract conditions could reduce the expected total level of government payments and lower user fees while maintaining profitability of the project. This study offers a framework that assists contract negotiators and gives them more information regarding financial risks and vulnerabilities and helps them to quantify the likelihood of these vulnerabilities coming into play during PPP projects.
