2018년 9월 19일 남북정상의 평양공동선언에서 남북한은 철도 및 도로연결을 추진하기로 합의하였고, 이에 따라 2018년 12월 북한철도 현대화 사업을 위한 남북한 공동조사를 착수하였다. 조사 결과 선로상태는 운행이 불가할 정도로 심각하게 노후화되어 있고, 철도망은 주요도시를 잘 연결하는 구조로 되어 있는 것을 확인하였다. 따라서 새로운 철도망을 건설하기 보다는 기존 철도망의 노후화된 선로를 현대화하는 것이 타당하다고 판단되었다. 본 논문은 남북철도 연결에 대비한 상호운용성 및 철도사고 예방을 위한 안전성 강화를 위하여 노반과 궤도의 현황 분석을 통한 단계별 철도선로 개선 그리고 철도무선통신망 구축을 위한 철도통신분야 정책을 제안하였다.

본 연구에서는 철도운영 및 시설기관의 사고/장애 데이터를 분석하여 근본원인-사고원인-위험원에 대한 분류체계를 수립하였고, 사고유형, 사고원인, 위험원, 근본원인에 대한 패턴분석을 통해 주요 사고별로 사고에 영향을 미치는 원인이 무엇인지를 정확히 분석하여, 철도사고를 유발할 수 있는 위험원인를 근본적으로 차단하기 위해 사고원인분석 정보를 국가 및 철도운영기관 등이 활용함으로써 효율적인 철도안전정책을 수립할 수 있는 사고원인분석시스템을 개발하였다.

A railway station is a place where the railway operator concretize his marketing policy to meet the internal and external changes of a railway. Hence the analysis on the railway stations could give some useful information on the conditions which influence the shape of railway station. The purpose of this study is to analyze the development of Japanese railway stations. This study shows that the influencing factors on the shape of Japanese railway stations are as follows: invitation of investment from outside the japanese railway, necessity to define measures against the cut off the urban fabric by the railway facilities, profitability of the railway operator by the creation of subsidiary business, integration of administrative or public function into the station building. And the future of Japanese railway stations is now preparing by the policies on the accessibility and commodity of users and by the research projects on the environmental quality, user satisfaction.

Recently, as change in global logistics environment, various issues have been presenting. These issues are including the pursuit of low cost-high added value, the realization of sustainable logistics system, the protection of environment, and the development of ubiquitous techniques. To cope with these environment changes and improve the national logistics system, the government have carried out various logistics policies and pushed ahead development of national logistics information network. But still, from a view-point of national logistics, there are several inefficient elements such as information connection and utilization, code/data standardization. In this paper, the survey result of global logistics environment change, logistics policy of a developed countries, domestic logistics policy and information system status will be presented. And from these status, suggestive points are mentioned. Finally the status of railway logistics information and future developments are presented.

With the global adoption of the reduction policy on greenhouse gas and environmental pollution, that is 'low carbon green growth', the central and local governments strive to increase their investments in railways in an effort to replace fossil fuels, and seek the ways to diversify and vitalize the tourism resources taking full advantage of the railway systems. Seoul metro has therefore launched 'A research on the development of the Bukhan mountain railway' for the establishment of the environmentally friendly tourism belt making good use of Mt. Bukhan., the only national park in the Seoul metropolitan area, with its picturesque scenery. This paper pursues the basic directions for the application scope of the relevant laws and regulations for the development of the mountain railways as part of our continuing effort to further 'A study on the development of the Bukhan mountain railway' along with the review on the project implementation policy pursuant to the applicable laws on private investment for social infrastructures.

Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

정책분석 이론의 틀 속에서 철도물류자원개발정책을 연계시켜 향후 철도물류자원개발의 타당성 있는 대안을 정립하고자 하는데 연구 목적을 두고 있으며, 이와 같은 연구목적을 달성하기 위한 구체적인 목표는 다음과 같다. 첫째. 정책분석의 이론 및 철도물류자원개발정책을 감안하여, 철도물류자원개발정책분석의 이념과 목표를 체계화 한다. 둘째, 철도물류자원개발정책분석의 이론을 체계화하여 향후 철도물류자원개발정책분석의 준거를 활용하고자 한다.

This study compared and analyzed the importance of command priority between railway traffic controllers through pairwise comparison of AHP analysis. 27 railway traffic controllers working on metropolitan railway control center, urban railway control center, and unmanned driving control center responded. As a result of the analysis, all the railway traffic controllers generally recognized the train driving control and train signal control as the most important priorities. For the controller in the manned driving system, a train driving control was the highest at 0.375. On the other hand, the controller based on unmanned driving recognized train signal control as the highest priority at 0.469. In the result of the AHP analysis considering all the variables, the braking system was the highest priority at 0.19 based on manned train driving. On the other hand, the controller based on unmanned train driving recognized wired and wireless network systems and SCADA as the highest priority at 0.267.

본 연구에서는 남만주철도주식회사가 추진하였던 길회선 부설과 조선철도12년계획에 의해 부설된 북선철도가 만철에 위탁되는 과정에 대하여 분석하였다. 일본의 대륙정책 추진과정에서 중요한 두 가지 사건인 길회선과"조선철도12년계획"을 연계하여 당시의 관련된 정책을 설명해 보고자 하였으며, 이러한 연구를 통해 일본의 만철에 대한 정책과 조선철도의 성격을 좀 더 분명히 할 수 있을 것이다. 또한 기존 연구자들이 주장하고 있는 일본국유철도, 만철, 조선철도의 연결성을 본 사례를 통해 검증하고자 하며, 선만일체론에 대해서도 검증하고자 한다. 본 연구는 기존연구와 달리 일본국내의 정책결정과정을 통해 조선철도정책의 실상을 검증해 보고자 하였다. 아울러 본 논문에서는 추가적으로 새롭게 발굴된 자료와 내지인 일본과 조선 만주의 철도제도를 비교해 보면서 이의 연관성을 함께 설명해 보고자 하였다. 본 연구를 통해 길회선 부설과 북선철도 만철 위탁의 연계성을 확인할 수 있었다. 길회선과 북선철도에 대한 만철의 일체적 경영에서 군사적, 경제적, 동아시아의 주도권 등을 잡으려는 일본의 정책 흐름도 발견할 수 있었다.
