도시철도 역사의 안전사고는 사고 당사자에게 피해를 주는 것에 그치지 않고 대중교통 이용을 기피하는 원인이 되기도 한다. 본 논문은 도시철도 역사에서 발생하는 안전사고를 감소시키고 이를 근본적으로 예방하기 위해 도시철도 역사 설계 시 고려해야 할 디자인 요소를 도출하는 데 그 목적이 있다. 특히 최근 새로이 등장하고 있는 모든 사람을 위한 디자인, 즉 유니버설디자인 관점에서 도시철도 역사의 안전을 위해 역사 설계 시 고려해야 할 요소를 도출하고자 한다. 이를 위해, 본 연구는 도시철도 역사에서 발생하는 안전사고를 유형별로 분류하여 위험도를 분석하고 사고 원인을 분석하였다. 이를 통해, 도시철도 역사에서 발생하는 안전사고와 관계가 높은 요소를 도출하고, 이를 유니버설디자인 관점에서 그 중요도를 고려하여 디자인 요소를 도출하였다. 본 연구 결과는 도시철도 역사의 개량 및 설계 시 안전사고를 최소화 하고 예방할 수 있는 디자인을 위한 기초자료로 활용될 수 있을 것이다.
Although human error is recognized as the primary cause of railway accidents and incidents, there have been limitations in finding the root causes of errors and developing effective corrective actions in the Korean railway industry, due to the absence of a systematic method and lack of professional knowledge and skills of investigators. Therefore, there has been a strong need for a systematic methodology for human error analysis. This paper introduces a methodology for analyzing human error m railway operations, called HEAR (Human Error Analysis and Reduction). HEAR is intended to help analysts identify the sequences and various levels of causes of operators' erroneous actions in railway accidents or incidents and make recommendations to eliminate or reduce the future possibility of similar errors and accidents. It was developed based on a thorough investigation of various techniques for human errors analysis and feedback from field investigators.
This paper describes the incidence of transport accident for the period, 1955-1965. Transport accidents were classified into three categories, viz. railway(WHO Classification of Diseases, E-802), watercraft (E 550-E 858) and motor vehicle accidents(E810-E835, E840-E841, E844-E845). Crude data on the subject were collected from the various souces of Government Statistical Books including Statistical Year Books edited by the Central Office of Economic Planning Board, Annual Police Reports by the Ministry of Home Affairs, and the national and local associations for road traffic safety. From the data incidence and mortality rates by year, month and local province were computed and other variables relevant to the epidemiology of accidents were observed. The following summary could be drawn: 1. Death rates due to transport accidents per 100,000 population were 12.3 for 1955 and 9.7 for 1965. The incidence of injury due to the same cause were 34.0 for 1955 and 35.9 for 1965. 2. Death rates by transportation vehicle showed 9.0 due to motor vehicle accidents, 1.7 due to water-crafts, and 1.6 due to railway trains for 1955. In 1965 death rates were 6.0 due to motor vehicles, 1.2 to water-crafts and 2.4 to railway. 3. Seasonal distribution of transport accidents revealed that car accidents occur more frequently in spring and fall fall seasons while ship accidents do in winter and train accidents more in summer. 4. Both car and ship accidents slightly decreased during the past decade, 1955-1965, whereas the accidents of railway trains showed a tendency of increase. 5. Although the survey on railway accidents excluded the injuries of passengers or railway employees corresponding to WHO classification of diseases, E 801, due to inaccuracy of data, it is roughly estimated that the same number of casualities as the incidence among pedestrians or any other than passengers or employees assumed to be at work(E 802).
본 연구는 기상현상에 의해 발생하는 노선별 철도기상사고의 통계적 특성을 밝혀 철도기상사고를 저감하고 향후 기후변화에 대비하고자 한다. 이를 위해 사용한 자료는 KROIS 자료와 철도사고분석보고서를 주로 이용하였으며 그 결과는 다음과 같다. 철도기상사고에 가장 취약한 노선은 경부선이며, 영동선과 중앙선, 태백선도 취약한 지역이라 할 수 있다. 철도기상사고의 종류는 선로장애, 신호장애, 급전장애 순으로 나타났으며, 선로 장애의 2차 원인은 노선별로 약간 차이는 있었으나 노반유실이 대부분이었고, 한랭전선을 동반한 기상패턴은 단시간의 집중호우로 철도기상사고를 일으키는 주요 기상패턴임을 알 수 있었다.
This paper presents the procedures and the results conducted by the proposed one for the risk assessment based on the accident statistics in the Korean railway. Approximately 1200 accident data were used for this study, and risk models were developed to describe the potential hazards. A risk assessment was conducted using the potential problem analysis technique qualitatively. Additionally, this study performed a regional risk assessment. The results of this study showed that the risks for collisions between trains and derailment are relatively low. However, grade crossing and public accident and accidents of workers on tracks take high risks. A large number of accidents is concentrated on the three regions such as Suwon, Chunan, and Chungrangri.
There exist several ways to analyse the accident causal analysis. Selection of a method and procedure depends on the characteristics of the system being analysed. Moreover, the selection should take into account of how the accidents causes are classified, since analysis model should make use of the classified causes to identify factors contributing to the risk of accidents. For railway case, a relational analysis as well as statistical estimation of significant hazard frequencies is applied to identify the dominant causes of accidents. This paper introduces outline of the causal analysis system, which is a significant part of the railway accident information and analysis system.
본 연구는 사고심각도 분류 및 예측을 위한 철도사고조사 통계기법에 관한 연구이다. 그동안의 선형 회귀분석은 사고 심각도 분석에 어려움이 있었으나 로지스틱회귀분석은 이를 보완할 수 있었다. 데이터마이닝 기법인 로지스틱회귀분석을 활용, 서울지하철(5~8호선) 역사 내 전도사고 중 에스컬레이터 전도사고 발생에 영향을 주는 사고예측 모형 변수는 사고자 연령, 음주여부, 사고 당시상황 및 행동, 핸드레일 잡음 여부였다. 분석의 정확도는 76.7%로 설명되었고 분석방법 결과에 따르면 정확도와 유의수준 측에서 로지스틱회귀분석 방법이 도시철도 사상사고 예측모형을 개발하는데 유용한 데이터마이닝 기법으로 판단된다.
Railway systems are one of the best mass transit systems and many people have prevented incidents/accidents and reduced fatalities remarkably. Especially we have tried analyzing and finding the measures to prevent catastrophic accidents like train collision, derailment and fire because of their severities. It is important to assess the safety performances of railway systems like crash-worthiness analysis, body, derailment affecting factor analysis and so on for reducing and finding out the reasonable causes of disastrous accidents. In this paper the refined top-level system requirements to build-up national infra for assessing railway safety performance and the procedures and methodology for reviewing, verifying and validating infra requirements are explained. Basically the authors have used system engineering processes to analyze and verify the requirements and installation procedures and have tried maximizing the practicality of the various safety assessment systems.
Railway accident analysis results show that accidents cased by human factors are not decreasing, whereas H/W related accidents are steadily decreasing. For the efficient management of human factors, many expertise on design, conditions, safety culture and staffing are required. But current safety management activities on safety critical works are focused on training, due to the limited resource and information. In order to establish railway human factors management requirements, human factors management status on all train operating companies are analysed in this study.
Railroad traffic accident consists of train accident, level-crossing accident, traffic death and injury accident caused by train or vehicle, and it is showing a continuous downward trend over a long period of time. As a result of the frequency comparison of train accidents and level-crossing accidents using the railway accident statistics data of Railway Industry Information Center, the share of train accident is over 90% in the 1990s and 80% in the 2000s more than the one of level-crossing accidents. In this study, we investigated time series characteristic and short-term prediction of railroad crossing, as well as seasonal characteristic. The analysis data has been accumulated over the past 20 years by using the frequency data of level-crossing accident, and was used as a frequency data per month and year. As a result of the analysis, the frequency of accident has the characteristics of the seasonal occurrence, and it doesn't show the significant decreasing trend in a short-term.
