  • Location positioning systems are available in applications such as mobile, robotic tracking systems and Wireless location-based service (LBS) applications. The GPS system is the most well-known location tracking system, but it is not easy to use indoors. The method of radio frequency identification (RFID) location tracking was studied in terms of cost-effectiveness for indoor location tracking systems. Most RFID systems use active RFID tags using expendable batteries, but in this paper, an inexpensive indoor location tracking system using passive RFID tags has been developed. A pattern matching method and a system for tracing location by generating regression curves were studied to use precision tracking algorithms. The system was tested by verifying the level of error caused by noise. The three-dimensional curves are produced by the regression equation estimated the statistically meaningful coordinates by the differential equation. The proposed system could also be applied to mobile robot systems, AGVs and mobile phone LBSs.

  • Purpose: This study aimed to examine the process from occurrence of a hospital nurse's suicide to workers' compensation approval, responses of the parties involved, issues debated during approval deliberations, and significant policy changes resulting from the incident. Methods: We conducted in-depth interviews with involved parties and collected various documents, including newspaper articles, forum proceedings, and the agency report on determination of workers' compensation. Content analysis was performed on the collected data. Results: A Joint Task Force continuously reported its progress and findings through mass media such as newspaper, radio, and TV. These activities exerted pressure on a government agency to conduct an occupational disease review and significantly impacted the workers' compensation approval. The agency recognized associations between the hospital's inadequate nurse training and the suicide but did not confirm the excessive overtime and workplace harassment experienced by the nurse as causes of the suicide. This case's media coverage and impact resulted in a law prohibiting workplace harassment and a hospital system dedicating at least one nurse to training activities. Conclusions: This incident had a significant social impact as the first case of workers' compensation approval for a hospital nurse's suicide. However, the case produced no structural changes in nurses' working conditions such as heavy workloads.

  • This study is a system development for voice information protection equipment in major meetings and places requiring security. Security performance and stability were secured with information leakage prevention technology through generation of false noise and ultrasonic waves. The cutoff frequency band for blocking the leakage of voice information, which has strong straightness due to the nature of the radio wave to the recording prevention module, blocks the wideband frequency of 20~20,000Hz, and the deception jamming technology is applied to block the leakage of voice information, greatly improving the security. To solve this problem, we developed a system that blocks the recording of a portable smartphone using a battery, and made the installation of a separate device smaller and lighter so that customers do not recognize it. In addition, it is necessary to continuously study measures and countermeasures for efficiently using the output of the anti-recording speaker for long-distance recording prevention.

  • This paper analyses from the perspective of distributive justice the legal mechanisms for international allocation of orbital slots, which are of co-owned nature and thereby limited natural resources in outer space. The allocative function is delegated to the International Telecommunication Union. The Radio Regulation, amongst such other legal instruments as the Constitution and Convention, by which the ITU and contracting States thereof abides, dictates how the orbital positions are distributed. Thus, the RR is thoroughly reviewed in the essay. The mechanisms are in a broad sense categorized into two systems: 'a posteriori system' where the 'first come, first served' principle prevails; and 'a priori system' designed to foster the utilisation of the slots by those who lack space resources and are, in especial, likely to be marginalised under the former system. The argument proceeds on the premise that a posteriori system places the under-resourced States in unfavourable positions in the securement of the slots. In contrast with this notion, seven factors were instantiated for an assertion that the degradation of the distributive justice derived from the 'first come, first served' rule, which lays the foundation for the system, could be either mitigated or counterbalanced by the alleged exceptions to the rule. However, the author of this essay argues for counterevidences against the factors and thereby demonstrating that the principle still remains as an overwhelming doctrine, posing a threat to the pursuit of fair allocation. The elements he set forth are as in the following: 1) that the 'first come, first served' principle only applies to assignments capable of causing harmful interferences; 2) the interoperability of the principle with the 'rule of conformity' with the all the ITU instruments; 3) the viability of alternative registrations, as an exception of the application of the principle, on the condition of provisional and informational purposes; 4) another reference that matters in deciding the priority: the types of services in the TFA; 5) the Rule of Procedure H40 proclaiming a ban on taking advantage of coming first to the Register; 6) the technical factors and equity-oriented norms under international and municipal laws along with; 7) the changes of 'basic characteristics' of registered assignments. The second half of this essay illustrates by examining the relevant Annexes to the Regulation that the planned allocation, i.e., a priori system, bear the structured flaws that hinder the fulfillment of the original purpose of the system. The Broadcasting and Fixed Satellite Systems are the reviewed Plans in which the 'first come, first served' principle re-emerges in the end as a determining factor to grant the 'right to international recognition' to administrations including those who has not the allotted portions in the Plan.

  • Cognitive radio (CR) technology based on geo-location database access approach and/or wideband spectrum sensing approach is absolutely vital in order to recognize available frequency bands in white spaces (WSs), and efficiently utilize shared spectrums. This paper presents a new structure for the TVWS database access protocol implementation based on Internet Engineering Task Force (IETF) Protocol to Access WS database (PAWS). A wideband compressive spectrum sensing (WCSS) scheme using a modulated wideband converter is also proposed for the TVWS utilization. The developed database access protocol technology which is adopted in both the TV band device (TVBD) and the TVWS database operates well in the TV frequency bands. The proposed WCSS shows a stable performance in false alarm probability irrespective of noise variance estimation error as well as provides signal detection probabilities greater than 95%. This paper also investigates Federal Communications Commision (FCC) regulatory requirements of TVWS database as well as European Telecommunications Standards Institute (ETSI) policy related to TVWS database. A standardized protocol to achieve interoperability among multiple TVBDs and TVWS databases, which is currently prepared in the IETF, is discussed.
