We usually suffer from difficulties in treating or managing Big Data generated from various digital media and/or sensors using traditional mining techniques. Additionally, there are many problems relative to the lack of memory and the burden of the learning curve, etc. in an increasing capacity of large volumes of text when new data are continuously accumulated because we ineffectively analyze total data including data previously analyzed and collected. In this paper, we propose a general-purpose classifier and its structure to solve these problems. We depart from the current feature-reduction methods and introduce a new scheme that only adopts changed elements when new features are partially accumulated in this free-style learning environment. The incremental learning module built from a gradually progressive formation learns only changed parts of data without any re-processing of current accumulations while traditional methods re-learn total data for every adding or changing of data. Additionally, users can freely merge new data with previous data throughout the resource management procedure whenever re-learning is needed. At the end of this paper, we confirm a good performance of this method in data processing based on the Big Data environment throughout an analysis because of its learning efficiency. Also, comparing this algorithm with those of NB and SVM, we can achieve an accuracy of approximately 95% in all three models. We expect that our method will be a viable substitute for high performance and accuracy relative to large computing systems for Big Data analysis using a PC cluster environment.
A small mixed-type turbine with a diameter of 19.9 mm has been substituted for a rotational part of pencil-type air tool. Usually, a vane-type rotor is applied to the rotational part of the air tool. However, the vane-type rotor has some problems, such as friction, abrasion, and necessity of accurate assembly etc.,. These problems make the life time of the vane-type air tool short, but air tools operated by mixed-type turbines are free of friction and abrasion because the turbine rotor dose not contact with the casing. Moreover, it is assembled easily because of no axis offset. These characteristics are merits for using air tools, but loss of power is inevitable on a non-contacting type rotor due to flow loss, tip clearance loss, and profile loss etc.,. In this study, four different rotors are tested, and their characteristics are investigated by measuring the specific output power. Additionally, optimum nozzle location against the rotor is studied. Output powers are obtained through measured pressure, temperature, torque, rotational speed, and flow rate. The experimental results obtained with four different rotors show that the rotor blade shape greatly influences to the performance, and the optimum nozzle location exists near the mid span of the rotor.

The green premium is the most important feature of Korea's RE100 system. Green premium has three characteristics. The first, the cost of implementation is lower than that of other means of implementation. The second, it is linked with the RPS system to keep the means of implementing the green premium low. Third, the funds raised by the green premium are used to supply renewable energy to compensate for the additionality that the green premium does not have. When the entire industrial sector's electricity consumption is converted to renewable energy, the implementation cost of the green premium is estimated to be 3,377.4 billion won, and the REC purchase is estimated to incur the implementation cost of 6,576.4 billion won, which is 3.5 trillion more than the green premium. It was analyzed that an additional implementation cost of KRW 100 million would occur. In addition, in the case of solar PPA, it was analyzed that additional implementation costs of KRW 13,375.7 billion to KRW 16,162.3 billion were incurred. It was estimated that the renewable energy that could be supplied to the green premium would at least be sufficient for companies exporting to the US and EU. In addition, it was analyzed that when the fund created as a green premium is used for renewable energy supply, about 30.7% of the renewable energy supply through PPA can be supplied. However, as ESG is emphasized, green premium can be criticized by green washing because there is no additionality. There is also a limit to responding to the EU's CBAM. Therefore, companies can use the green premium depending on the situation, but it is more advantageous to use PPA, etc. The government needs to sufficiently maintain the supply of renewable energy using the fund to maintain the green premium.

The dragon is a special imaginary figure created by the people of East Asia. Its archetypes appeared primarily as totemic symbols of different tribes and groups in the region. The formation of early dynasties probably generated the molding of the dragon symbol. Dragon symbols carried deep imprints of nature. They concealed alternative messages of how ancient people at different locations dealt with or interacted with nature. Under pressure to standardize in the medieval and late imperial periods, the popular dragon had to transform physically and ideologically. It became imposed, unified, and framed, conveying ideas of caste classification and power, and losing itsecological implications. The dragon transitioned from a semi-ecological domain into a total social caste system. However, many people considered the "standardized" dragon as the symbol of the oppressor. Because of continuous orthopraxy and calls for imperial reverence, especially under orthopractic agenda and the surveillance of local elites, the popularized dragon was imbued within local artworks or hidden under the sanctity of Buddhas or popular gods in order to survive. Through disguise, the popular dragon partially maintained its ecological narratives. When the imperial dynasties ended in East Asia (1910 in Korea, 1911 in China, 1945 in Vietnam), the dragon was dramatically decentralized. However, trends of re-standardization and re-centralization have emerged recently in China, as the country rises in the global arena. In this newly-emerging "re-orthopraxy", the dragon has been superimposed with a more externally political discourse ("soft power" in international relations) rather than the old-style standardization for internal centralization in the late imperial period. In the contemporary world, science and technology have advanced humanity's ability to improve the world; however, it seems that people have abused science and technology to control nature, consequently damaging the environment (pollution, global warming, etc.). The dragon symbol needs to be re-defined, "re-molded", re-evaluated and reinterpreted accordingly, especially under the newly-emerging lens-the New Confucian "anthropocosmic" view.
This study is designed to examine international export control norms, analyze current national export control system and identify the problems thereof, presenting several proposals for development in the system. The Republic of Korea, as a signatory of non-proliferation treaties and multilateral export control regimes, is obligated to comply with the international non-proliferation and export control norms, irregardless of hard or soft laws. Korea's export control system has been implemented in earnest since 2005; however, it contains serious problems in terms of the legal system and objectives of relevant laws and regulations, terms and definitions of the items subject to export controls, catch-all requirements, brokering license, response to the U.S. re-export controls, and so on. Proposals for development in the system include (i) enacting an independent law integrating the current dual-use items export control law and regulations, (ii) making use of the term of "strategic items" as a uniform terminology replacing 'goods etc.', 'strategic goods(inclusive of technology)', 'strategic goods, etc.', 'WMD, etc.' so as to preclude any possibility of misunderstanding, (iii) rewriting the catch-all control requirements, (iv) introducing registration system of brokering firms, (v) including provisions to comply with U.S. reexport controls, and (vi) providing stakeholder with correct and full information on export controls.
This study was carried out to investigate the high-acidity co-separation of Am and RE from a simulated radwaste solution by a solvent extraction using a mixture of Dimethyldibutyltetradecylmalonamide (DMDBTDMA, as an extractant) and dihexyl octanamide (DHOA, as a phase modifier) diluted with n-dodecane (NDD). All the experiments were conducted as a batch type. First, the environmentally friendly DMDBTDMA and DHOA composed of only CHON atoms were self-synthesized. Then, the conditions for the prevention of a third phase, generated in the organic phase were examined. In addition, the effects of the concentration of nitric acid, DHOA, oxalic acid and $H_2O_2$ on the co-extraction of Am and RE were elucidated. Consequently, the optimum condition of (0.5M DMDBTDMA+0.5M DHOA)/NDD-0.3M $C_2H_2O_4-4.5M$$HNO_3$ and O/A=2 was obtained through experimental work. Under this condition, the extraction yields were found to be about 80% for Am, more than 70% for RE such as La, Eu, Nd, Ce, etc., 3% for Cs and Sr, 69% for Fe and less than 11% for Mo and Ru. For the co-extraction of Am and RE, Fe should be removed in advance or prevented from a co-extraction with Am by controlling the different extraction rates of Am and Fe. About 95% of the Am and RE in the organic phase were stripped using a 0.5M $HNO_3$.

Quantum-structures with nanoparticles have been attractive for various electronic and photonic devices [1,2]. In recent, nonvolatile memories such as nano-floating gate memory (NFGM) and resistance random access memory (ReRAM) have been studied using silicides, metals, and metal oxides nanoparticles [3,4]. In this study, we fabricated nonvolatile memories with silicides (WSi2, Ti2Si, V2Si) and metal-oxide (Cu2O, Fe2O3, ZnO, SnO2, In2O3 and etc.) nanoparticles embedded in polyimide matrix, and photovoltaic device also with SiC nanoparticles. The capacitance-voltageand current-voltage data showed a threshold voltage shift as a function of write/erase voltage, which implies the carrier charging and discharging into the metal-oxide nanoparticles. We have investigated also the electrical properties of ReRAM consisted with the nanoparticles embedded in ZnO, SiO2, polyimide layer on the monolayered graphene. We will discuss what the current bistability of the nanoparticle ReRAM with monolayered graphene, which occurred as a result of fully functional operation of the nonvolatile memory device. A photovoltaic device structure with nanoparticles was fabricated and its optical properties were also studied by photoluminescence and UV-Vis absorption measurements. We will discuss a feasibility of nanoparticles to application of nonvolatile memories and photovoltaic devices.

Recently, new dispersed power sources such as photovoltaics, wind power, fuel cell etc. are energetically interconnected and operated in the distribution systems, as one of the national projects for alternative energy. This paper deals with the optimal countermeasures for the mal-function of protective devices at primary feeder in distribution systems when new power sources like photovoltaic (PV) systems are interconnected, based on the symmetrical components of short circuit studies. When new power sources are considered to be interconnected to distribution systems, bi-directional power flow and interconnection transformer connection of new power sources may cause the operation problems of protective devices (mainly re-closer), since new power sources can change typical characteristics of distribution systems. Therefore, this paper shows an analysis skill of the mal-functional mechanism of protective relay and proposes the optimal solution for the mal-function problem using the symmetrical components of fault analysis. And, this paper also shows the effectiveness of proposed method by the simulation at the field distribution systems.

Incompressible flow over a backward-facing step is computed by low Reynolds number turbulence models in order to compare with direct simulation results. In this study, selected low Reynolds number 1st and 2nd (Algebraic Stress Model : ASM) moment closure turbulence models are adopted and compared with each other. Each turbulence model predicts different flow characteristics, different re-attachment point, velocity profiles and Reynolds stress distribution etc. Results by .kappa.-.epsilon. turbulence models indicate that predicted re-attachment lengths are shorter than those by standard model. Turbulent intensity and eddy viscosity by low Reynolds number .kappa.-.epsilon. models are still greater than DNS results. The results by algebraic stress model (ASM) are more reasonable than those by .kappa.-.epsilon. models. The convective scheme is QUICK (Quadratic Upstream Interpolation for Convective Kinematics) and SIMPLE algorithm is adopted. Reynolds number based on step height and inlet free stream velocity is 5100.
