  • The method and process of research and development (R&D) is changing when we develop artificial intelligence (AI), and the way R&D results are dispersed is also changing. For the R&D process, using and participating in open-source ecosystems has become more important, so we need to be prepared for open source. For product and service development, a combination of AI algorithm, data, and computing power is needed. In this paper, we introduce ETRI AI Strategy #4, "Expanding AI Open Platform." It consists of two key tasks: one to build an AI open source platform (OSP) to create a cooperative AI R&D ecosystem, and another to systematize the "x+AI" open platform (XOP) to disperse AI technologies into the ecosystem.

  • The purpose of this study is to evaluate the economic value of a biotechnology in the middle of R&D and to examine strategies to manage a variety of risks and uncertainties intrinsic in research and development of biotechnologies through economic valuation in consideration of technological and industrial characteristics of the technology. To do this, this study analyzes the probability of commercial success of the technology development in qualitative terms, evaluates the quantitative value of the technology on the basis of a determined model, and proposes the implications on R&D strategy. In concrete, this study analyzes the economic value of the technology by constructing a decision tree reflecting the characteristics of the R&D process of the technology and draw the implications on the future R&D strategies of the technology.

A Study of R&D Strategy-Environmental Factors-Performances of the Academia in the Information and Telecommunication Industry: An Analysis of ITRC Projects (정보통신산업에 있어서 대학의 연구전략-영향요인-성과에 관한 연구: ITRC사업 중심으로)

  • I analyzed the relationships among motives, strategies, and performances of the university-initiated R&D activities in the Information Technology Research Center(ITRC) Projects. I suggested a research model and 3 hypothesis about them through analysis of a lot of literatures. And I also made an empirical test on the hypothesis through statistical methods. The data which were used in this analysis were gathered through a questionnaire survey to the head of R&D projects in the ITRCs. I would make several useful suggestions to the head of university's ITRCs and the policy makers. Firstly, the type of university's R&D strategy were influenced from several motives such as technology development and acquisition, co-utilizations of research facilities, and utilization and rearing of the expertise. Secondly, to select an optimal type of R&D strategy, the university should considered the efficient methods which were related to forecasting market size of new product and new technology, and to using the useful information on technology development, and to securing the expertise. Thirdly, the researcher and manager of ITRCs had to recognize the correct forecast of future market size of new product and new technology and a useful information about technology development, as the most important factors in improving performances of R&D projects. Lastly, They had to make an effort of getting the efficient methods to secure the expertise, research facilities, and rational compensation system.

R&D Strategy Development for Nanotechnology Areas based on Efficiency Comparisons (효율성 비교를 통한 나노기술 분야별 R&D 전략 수립)

  • In this paper, we compared the efficiencies of national R&D investments between NT (Nanotechnology) areas in terms of papers, patents, and commercializations, and found ways to improve the efficiencies of national R&D investments for each NT area. This is in response to huge R&D investments government has made recently in NT areas. Here, we collected data on investments, papers, patents, and commercializations for the R&D projects in NT areas through National Science & Technology Information Service. Based on the data, we analyzed the investment and performances (papers, patents, and commercializations) for each NT area, calculated the efficiency for each NT area, and compared the efficiencies between NT areas. Next, using cluster analysis, we identified several NT areas with similar characteristics in terms of paper efficiency, patent efficiency and commercialization efficiency. Finally, we derived implications for the efficiency enhancement for each grouping. The cluster analysis showed that there could be two groups, one being low in terms of technological outcome (papers and patents) efficiencies and high in terms of commercialization efficiencies, while the other being high in terms of technological outcome (papers and patents) efficiencies and low in terms of commercialization efficiencies. Therefore, the strategy for one group calls for support for technology transfer or technology introduction from other R&D performers and grant of guidance for improving R&D performers' commercialization ability to other R&D performers while the strategy for the other group calls for R&D support for transfer of technology to other R&D performers, activation of technology transfer and support for commercialization of R&D performers.

Discovering Research of Special Agency of National R&D Management by Analyzing the Current Management System of National R&D Program (연구관리 전문기관의 실태분석을 통한 유형화에 관한 탐색적 연구)

  • This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.

  • For efficient investments of government budgets, It is important to analyze the similarities of R&D projects. So, existing studies have proposed a techniques for analyzing similarities using keywords or segments. However, the techniques have low accuracy. We propose a technique for similarities of projects using patent information. To achieve our goal, we suggest three metrics that are based some mathematic theories; set theory and probability theory. In order to validate our technique, we perform case studies that have 156 R&D projects and 160,218 patent informations.

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

Empowering Intercultural Communicative Competence through Metacognitive Reading Strategy

  • This study aims to propose using English reading strategies to enhance Intercultural Communicative Competence (ICC) for EFL learners. The study recruited college-level participants who were enrolled in a general English reading course (N=30) and administrated the surveys with a Repeated Measures Design (RMD). In the survey, an intercultural sensitivity scale and metacognitive reading strategies inventory were conducted for comparison. During the instruction, participants were asked to use the R.I.D.E.R. (i.e. Read, Image, Describe, Evaluate, and Repeat) strategy for visualization of text, which is aimed at facilitating the use of metacognitive reading strategies. In the results, participants showed a statistically significant increase both in the intercultural sensitivity level and the use of metacognitive reading strategies after the practice of R.I.D.E.R for one semester. Further analysis was appended to the results by the correlation and regression analysis, and proposed that participants benefit their development of intercultural sensitivity from the use of metacognitive reading strategies. Therefore, the study suggests that implementing metacognitive reading strategies facilitates college EFL readers to increase their cultural sensitivity, which empowers ICC through English reading (176words).

It presents nine steps to operate R&D investment from analysis of environment situation to review and feedback its activity. Also fundamental questions fur effective R&D management in business are discussed and after that critical eight success factors for R&D investment are discussed.

In 2001, IT Small and medium size manufacture occupied 3.8% of Gross Domestic Product. IT industry R&D Program and Excellent Information Technology R&D Program support rate $54{\sim}60%$ of computer, software and contents for Information Technology R&D, when the Technology of R&D input to market need to development for about 3 years. Most of the Small and medium IT Enterprise strategy priority find out from computer, software and contents.
