A Study on the Development of Profit Model for Sustainability of Consulting Research Institutes (컨설팅 연구기관의 지속가능을 위한 수익모델 개발에 관한 연구)

  • Among the government-sponsored projects supported by Ministry of SMEs and Startups(MSS), the financial support of the Consulting Research Institutes of our university is scheduled to be ended this year. In this regard, this study is to develop a profit model for R&D center of Consulting Research Institute that can cultivate the financial independence of R&D center of Consulting Research Institutes and foster technology convergence consulting manpower to strengthen the competitiveness of SMEs in preparation for the Fourth Industrial Revolution. The profit model were derived from the current status of consulting industry and similar organizations, the current status of consulting graduate R&D centers, case studies of other universities, and focus group interviews. In order to select three high profit models and commercialize them, BMC (Biz Model Canvas) was used and business feasibility was examined. Therefore, three profit model of R&D center of Consulting Research Institute are: First, SCB (SME's Consulting Business: Total Solution Provider for SMEs through Technology Convergence Consulting), Second, SNB (SME's Network Business: Experts connection in Consulting Graduate School for Solving Problems and Problems of SMEs / Industry Consolidation) And third, SM (Sustainable Management: Financial independence through structural improvement of Consulting Research Institute), and the road-map was established. As an implementation plan, the company intends to seek financial independence by developing a profit model for R&D center of Consulting Research Institutes and by establishing business goals and strategies, manpower operation plan, organization, and investment plan for three years.

Disfunctional Factors of R&D Information Retrieval Utilization: the Case of Environmental Science Database & Networks (환경.에너지 과학 R&D 정보 역기능 요인 분석: 디지털 네트워크 정보검색(NIR) 환경 적응사례)

  • This study explored the Dis-Functional(DF) factors associated with the information and utilization of the R&D outcomes which has been left behind in the environmental & energy science research field. Of the total of 225 sample surveyed, exactly 66.2% responded to the questions about DF factors. The major factors that have been experienced by the respondents included the followings : the shortage of manpower and budget, inadequate network utilities of resource sharing, unstable policies of digitalization of R&D databases and of presenting a specimen copy(not only report itself but also experimental data), deficient knowledge resource system for the specialized sub-research areas, absence of the process of TLO and commercialization of R&D results, and underestimation of the significance of quality control (evaluation) of academic and research information. Some recommendations for utilization of the R&D outcomes were suggested according to the DF factors investigated.

Public Health Nurse's Perception of their Roles & Duties (보건간호사의 역할 및 업무에 대한 인식)

  • Purpose: The purpose of this study was to explore how public health nurses (PHNs) perceive their roles and duties (R&D), as well as to investigate the change of their R&D, how they manage and solve problems. Methods: The data were collected through focus group interviews. Data were analyzed using Morgan (1998) and Krueger (1998)'s four step analysis. A total of 17 experienced PHNs participated in this study. Results: The results found 5 themes and 19 sub-themes: R&D of health managers and health service providers, factors affecting the changes of PHN's R&D, R&D in adjusting with trends and expanding work field (R&D being reduced, increasing R&D, need to expand R&D), problem with the structure and quality of workforce (lack of nurse manpower, lack of promotion opportunities, increasing non-regular workers, lack of refinement as an expert), and strategies for solving personnel issues (strengthening the job capacity, cultivating professional refinement, strengthening outside activities and political activities, strengthening the roles of PHN-related associations and academy, engagement policy of non-regular workers, expansion of the activity area) Conclusion: PHNs need to recognize their changing R&D and ways they manage and solve problems to enhance their professionalism.

  • We have examined and analyzed the status of policy, R&D investments, patents and market share of medical imaging technologies for major countries including Korea, the United States, Japan and European Union. ]Korea is mostly inferior compared to the others in priority of industrial policy, R&D investment, research manpower, number of patents, technological level and world market share. However, Korea can recover competitiveness, if there are intensive government supports for this technology.

  • In this paper, I propose the modular support of IT small companies that assigns specialist on each module and create the module corresponding to R&D processes to small companies in order to support technical difficulties arising in a R&D process of IT small companies. The number of applied target companies is 149 IT small companies and altogether 45 specialist who had supported 10 modules. As a result of observing for two years, I identified that the system helps the technical difficulties.

  • The purpose of this study is to identify the level of development of major technologies used in smart manufacturing in Korea and to use it as an objective basis for establishing smart manufacturing R & D personnel training policies. We select 25 key technologies to build and operate smart factories for the US, Germany, Japan, EU, Korea, and China, and examine the level (%) and gap (year) by smart manufacturing technology in each country. Based on the results, it is expected to contribute to reinforcing the global market competitiveness of the Korea manufacturing industry by checking the current status of R & D personnel training and suggesting policy suggestions for nurturing R & D personnel.

  • $\lceil$The Construction Technology Development Master Plan$\rfloor$ aimed to promote construction technology R&D and to use its result efficiently is a legal plan based on Construction Technology and Management Law and established every five years. Now $\lceil$The 3th Construction Technology Development Master Plan(The 3th Master Plan)$\rfloor$ is establishing by MOCT(Ministry of Construction & Transportation) because the 2th Master Plan is completed at 2002. The 3th Master Plan suggests 'Establishment of construction environment leading the world-wide construction market' as a long-term vision, and also presents basic targets ; 'Improvement of competitiveness through conducting construction project efficiently', 'Transform into technology-oriented industry'. It consists of 7 fields and 25 main subjects. The 7 fields are construction manpower, production system, environment, safety, construction information, construction engineering, construction R&D.

  • This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

The Activation of Transferable Skill of Advanced S & T (Science & Technology) Manpower with the Global HRD Convergence Research

  • Purposes - This study propose the following 4 methods to establish Global HRD system focusing on transferable skill which is attracting attention as future science and technology Manpower. The activation of convergence research creates new industries in the era of 4th industrial revolution. Research design and methodology -This study was conducted by using research methods and expert interviews focused on document analysis. This study also reflects trends through books and materials that cover the latest issues such as the Fourth Industrial Revolution. Results - 4 Things are reflecting the policies of S&T Manpower and securing execution capability, developing competence-based transferable skill model, enhancing science and technology convergence R&D and performance capability, and developing customized HRD program. Conclusions - Transferable skills will contribute to strengthen the national competitiveness of science and technology in the long term by establishing the foundation of technological innovation that can create new industries and secure future growth power in the 4th industrial revolution era. Practically, it was suggested that science and technology professionals should be able to refer to the HRD program design and HRD program design by suggesting the view of transferable skill and the activation plan reflecting the insight.

The Result of Space Experts Training through Cube Satellite Development Program (큐브위성 개발프로그램을 통한 우주전문 인력양성 성과)

  • The CubeSat, which was first launched to verify new technologies and for educational purposes, is now widely used as an educational tool since it makes possible development of manpower through practical training to produce the satellite at low development costs. At present, research and development on the CubSat is rapidly expanding in domestic and foreign universities. As one of the final 3 teams selected in the 2013 CUBE SATELLITE CONTEST organized by the Ministry of Science, ICT and Future Planning, Chosun University is also currently conducting R & D of STEP Cube Lab, which is a CubeSat scheduled to be launched in 2015 and whose main task is to verify space-based technologies in orbit. The present paper tries to present an overview of the CubeSat of Chosun University whose development is being led by its undergraduate students, and further, introduce the strengths of the present development program for developing space experts, based on the educational achievements from the R & D.
