R&D Service Industry Innovation Plan to Improve R&D Productivity and Vitalize Technology Innovation Ecosystem (R&D 생산성 제고와 기술 혁신 생태계 활성화를 위한 연구 서비스산업 혁신 방안)

  • R&D (Research and Development) investment by companies and the government continues to increase, and the total R&D expenditure of public and private sectors in 2021 reached KRW 102 trillion, and the ratio of R&D investment to GDP was 4.96%. It ranks second in the world after Israel. This study analyzes the current status of the domestic R&D service industry and the research and development (R&D) innovation ecosystem based on the business activity survey data of the National Statistical Office in terms of improving R&D productivity of domestic R&D investment that has exceeded 100 trillion won, and analyzes the global R&D service industry and analyzes the global research service industry and R&D service Industry support government policy As a result of the analysis, in the domestic R&D ecosystem, the R&D outsourcing demand of service companies is rapidly increasing, compared to the stagnant R&D outsourcing demand of traditional manufacturing companies. In order to respond to these changing demands for technological innovation, this study suggests balanced support for R&D outsourcing for manufacturing and service companies, expansion of domestic R&D outsourcing, establishment of R&D outsourcing strategies specialized for the service industry, establishment of an open R&D ecosystem, and innovation in connection with materials/parts/equipment strategies.

Study for Investments Flow Patterns in New-Product Development (신제품개발시 소요투자비 흐름의 기업특성별 연구)

  • The purpose of this study is verifying with corporate financial data that the required investment amount flow shows a similar pattern as times passed, in new product development by start-up company. In the previous paper, the same authors proposed the required investment amount flow as a 'New Product Investment Curve (NPIC)'. In this study, we have studied further in various types of companies. The samples used are accounting data of 462 companies selected from 5,873 Korean companies which were finished external audit in 2015. The results of this study are as follows; The average investment period was 3 years for the listed companies, while 6 years for the unlisted companies. The investment payback period was 6 years for listed companies, while 17 years for unlisted companies. The investment payback period of the company supported by big affiliate company (We call 'greenhouse company') was 14~15 years, while 17 years for real venture companies. When we divide all companies into 4 groups in terms of R&D cost and variable cost ratio, NPIC explanatory power of 'high R&D and high variable cost ratio group (Automobile Assembly Business) is best. Among the eight investment cost indexes proposed to estimate the investment amount, the 'cash 1' (operating cash flow+fixed asset excluding land & building+intangible asset, deferred asset change)/year-end total assets) turned out to be the most effective index to estimate the investment flow patterns. The conclusion is that NPIC explanatory power is somewhat reduced when we estimate all companies together. However, if we estimate the sample companies by characteristics such as listed, unlisted, greenhouse, and venture company, the proposed NPIC was verified to be effective by showing the required investment amount pattern.

A Research on Effect of Corporate's Competitive Advantage to the R&D Investment in Small and Medium Enterprise (중소기업 유형별 연구개발투자의 영향요인에 관한 실증연구)

  • The Purpose of this study is to find the effect factors of R&D investment in SMEs which plays an important role in the national economy, and the differences of the effect factors by the type of SMEs. The subject of this study is about 3,400 SMEs mentioned in "The survey of technical statistics on SMEs in 2007" by Korea Federation of Small and Medium Business. The effect factors are related with the size of business, the infrastructure of R&D and the activities of R&D which have been studied by many researchers. The methods of analysis are regression analysis, moderating effect analysis and the software package used is SPSS 12.0. The results of the study are as fallow. First, it was found that unlike in previous studies which show the effect of the elements of business's size, research infrastructure, research activities on R&D investment, one element alone can't be considered for meaningful result but the various elements have effect on R&D investment at the same time. In other words, the number of employees and the sales as the elements of business's size, the ratio of researchers, the technical ability, the ratio of equipment possession and the intellectual properties as the elements of R&D infrastructure, the activity of ideas and joint research as the elements of R&D activities have positive(+) effect, whereas the participation of CEO in the activity of R&D as the elements of R&D activities activity has negative(-) one. The number of employees, the ratio of researchers, and the sales had relatively high influence whereas equipment possession, technical ability, intellectual properties, the participation of CEO in the research, the activity of idea, joint research had relatively low influence. Next, it was also found that there are differences of the effect factors over the types of SMEs. SMEs were classified into 19 types by eight criteria such as start-ups and existing business by business age; small business and medium business by size; manufacturing business and service business by product type;independent business and subcontractor business by dealing type; businesses in the entering, growing, maturing and restructuring stage by growth stage; businesses with low, medium and high technology by technological level; pioneering business and non-pioneering business by industrial type; and businesses with state-of-the-art technology and non-advanced business by the level of business activities. The meaning of this study lies in the fact that it found the various effect factors should be considered at the same time when conducting study on SMEs' R&D investment, and the differences by the type should be acknowledged. This study surpassed the limitations of the previous studies which focused on a couple of factors and types. This study result can also be considered for other studies on achievement, organization, marketing and others. Moreover, it shows that a differential policy by business type is needed when formulating SME policy.

  • Recent Construction and Transportation R&D projects are larger in size, investment scale has been increasing rapidly. However, the results of Construction and Transportation in R & D are papers, patents and other results. So, the application record of R&D in the construction field is very lacking. In particular, Construction New Technology's ratio in the midst of R&D's results are about 2.29%. Therefore, this study suggested program that R&D's results has been connected Construction New Technology. The introduction of the new system has greatly increased Construction New Technology and the results of excellent &D will be applied in construction field. So, Cost-reduction and technology's improvement are expected.

  • The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R&D investment when we drive national R&D programs. In this paper we developed a generalized information system for efficient planning and management of national R&D programs. And we developed a efficient system of the R&D information support and a system of a smoothly circulating R&D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R&D information of whole life cycle of the national R&D programs.

Analysis of Industry Growth and Employment Effect in the Korean Manufacturing Sector by Regions (제조업종의 지역별 산업성장 및 고용효과 분석)

  • We evaluated industry growth and employment effects of every possible pairs of 22 manufacturing sectors and 16 regions (i.e, 352 region-sectors). We used annual data of manufacturing sectors from 2008 to 2014 for the evaluation. The evaluation comprises of two steps; We first find several region-sectors that outperform others with respect to the effects of industry growth and employment, which are measured by location quotient analysis, shift share method, employment to GDP ratio and employment elasticity. In addition, cross-efficiency analysis follows to classify region-sector pairs into two sub-categories : efficient region-sectors that deserve to hold the current level of investments and inefficient region-sectors where we should consider efficiency improvements. To examine the efficiency, R&D investment, employment size, and capital investment were used as input factors and production volume, added value, changes in employment size, changes in annual salary per capita were used as output factors. For region-sector pairs that have outstanding growth and employment effects but are inefficient, we employed a CCR DEA model and analyzed how much to adjust the values of input and output factors to improve the efficiency scores. The analysis results showed that inefficiency is mainly due to several factors such as R&D investment, changes in employment size and changes in annual salary per capita.

The Influence on Enterprise Value of R&D Costs of KOSDAQ pharmaceutical companies (코스닥 제약기업의 연구개발비 무형자산화 비중이 기업가치에 미치는 영향)

  • This study examines the ratio of R&D expenses in intangible assets for pharmaceutical companies, and determines whether these expenses affect the firm value among companies listed on the KOSDAQ. The research subjects included annual R&D expenses of 39 pharmaceutical companies listed on the KOSDAQ between 2011 and 2017. The survey was achieved via "Panel Data Model" with "Tobin Q" as an independent variable, and the ratio of R&D expenses in intangible as a dependent variable. Results of the study conclude that the ratio of R&D expenses in intangible assets of KOSDAQ pharmaceutical companies negatively influence the Tobin Q (Enterprise Value). A large proportion of intangible assets indicates increased R & D investment, and the operating profit is likely to be low due to the high debt ratio, thereby negatively impacting the enterprise value. This study further investigates whether the existing researches are based on researches that identify the total value of R & D expenditure. Results determine a significant relationship between enterprise value and R & D expenditure.

국내 외국인투자기업의 연구개발 활동 : 현황 및 시사점

  • This paper analyzed the R&D activities of foreign companies in Korea. A survey was conducted using questionnaires along with the field interviews. The survey results show that some foreign companies in Korea actively carry out R&D indicating that Korea is becoming a R&D location for the multinational companies. It also shows the wide differences by industries, corporate size, foreign equity ratio, and home country of mother companies. It is suggested that Korean government should utilize the inward foreign direct investment to strengthen the national innovation system of Korea. Various policy measures were recommended to encourage foreign companies to have easier access to domestic R&D resources, carry out R&D activities, and interact with domestic R&D actors. It is also argued that it is necessary to eliminate negative environmental barriers perceived by foreign companies.

  • Korea has increased R&D investment continuously for the improvement of global technological competencies. Korea ranked first in the world with 4.15 percent in the ratio of R&D investment to GDP. In particular, the private sector occupies a crucial position of technological innovations in Korea, constituting 78.5% of total R&D investment. However, quantitative growth strategy is no longer effective, so efforts to enhance efficiency by upgrading qualitative level are badly needed. This paper studied methods for improving firms' business performance. For this, it tried to empirically verify technology strategy and technology planning capability's influence factors on the improvement of business performance. The study showed that technology strategy and technology planning activities have positive effects on the improvement of business performance. And it was revealed that coordination flexibility contributes to the enhancement of business performance by positively controlling technology planning activities. The study performed sample survey on the companies with R&D centers and multiple regression analysis and quantile regression were used for the analysis.

A study on Strategic Planning of Marine Biotechnology for Next Generation (차세대 해양생명공학사업 추진 전략수립 연구)

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.
