Impact Analysis of Intellectual Property Infrastructure

  • As the value and role of intellectual property increases in our knowledge-based economy, countries around the world have exerted various efforts to secure, utilize, and protect their intellectual property. The present study diagnoses the level of IP infrastructure of major OECD countries and analyzes their characteristics and impact. According to the diagnosis, the US, Switzerland, and Germany form a leading group followed by the mid-level countries of Korea, Ireland, Australia, and France, with Spain and Italy in the bottom group. In contrast to Korea's competitiveness in S&T and R&D infrastructures, its competitiveness in IP infrastructure is lower than the OECD average. This is thought to be due to Korea's IP infrastructure being hastily formed under the influence of international pressures rather than having been gradually built up by internal needs. A TFP analysis of the impact of IP infrastructure on economic growth shows IP infrastructure positively influences economic growth. Though this analysis is limited due to inability to secure sufficient data and indicators, it is a useful guide for understanding the nature and key characteristics of IP infrastructure.

  • Service R&D that adds high value to existing products and service by scientification, IT convergence, intellectualization is a core business of creative economy. It is necessary to examine the service R&D revitalization plan by establishing service R&D hub researching the service R&D because a shortage of facility and infrastructure makes impossible to turn ideas into products (service). This research aims at establishing the implementation plan of service R&D hub that invigorates local service industries and contributes to carry out the plan. Service R&D hub is a focal point of service R&D activities which inter-connects service R&D activities distributed across ministries of central government and fields of studies, and which invigorates service R&D activities and enhances competitive power of service industries in Korea. It is necessary to establish main hub like Service Engineering Research Center in Japan and Fraunhofer IAO in Germany which take the lead in national service R&D activities, and make it build the solid foundation of service R&D activities in public sector and also create service innovation ecosystem. Considering the interdisciplinary characters of service R&D, it is essential to establish additional sub-hubs to meet a variety of demands of service R&D. It is also necessary to establish 'Living Lab', an open innovation system, which connects research institutions, universities, and corporates to make them target the specific fields of their own, and enhance open R&D and innovation in service industries.

  • This paper introduces an online collaboration infrastructure in order to build a nationwide collaboration ecosystem in research and education areas. The proposed infrastructure involves domestic research institutes, education institutions and related commercial service vendors. It also includes various systems and services which can promote their online collaboration. Especially it provides the user authentication framework based on identity federation which facilitates the share of various ICT resources across different organizations, thereby enabling the efficient R&D collaboration. We deploy and validate the user authentication framework of the infrastructure on KREONET.

  • The R&D of Geospatial Information Infrastructure, which is the one of the KLSG(Korean Land Spatialization Group) mian projects, is core project for promotion of digital korean land. It has been conducted during 4 years, and it will be tested and assessed via TestBed in the 5th & 6th years. The application of Testbed for R&D results will make contributions of stability, enhancement and external reliability for R&D results.

  • Many advanced scholars and policy makers say that biotechnology is and will be the most important technology in 21th century. And biotechnology has a lots of character which are new and high tech industry, costing too much on early R&D stage and so on. One of them is that it can't be developed all seater by one single firm. So effective and efficient way to solve this generic problem is using the infrastructure which is given by government for flourishing the bio industry, especially, Knowledge infrastructure. The purpose of this study is to understand and give the information about which knowledge infrastructure affects biotechnology firms to obtain competitive advantage in technological improvement. To develop this object, I made 5 variables about infrastructure in biotechnology such as high-skilled researchers infrastructure, R&D policy infrastructure, industrialization infrastructure that supports the biotechnology industry, networking infrastructure between firms, universities, research centers, and finally bio-safety infrastructure. According to this study, to obtain technological competitive advantage for Korean bio firms, all main actors those are government, industry, university, research center they try to develop bio sector at the same time. After this cooperated effort, Korean bio firms and industry can get a international competitiveness in the global society which no one conquer the market.

  • The purpose of this study is to define a method of building an integrated service to provide various science and technology knowledge infrastructures that are helpful in R&D activities, and to show the cases that are adapted the methodologies. Knowledge infrastructures scattered throughout the entire R&D cycle, such as generating/development of ideas, finding the R&D project, performing the project, and spreading results, are segmented in terms of services, functions, information, and data, and links and converges to provide the knowledge infrastructure that desired by users in one place. We define the integrated service classification, integration level model, integrated architecture, and integrated user authentication system in consideration of logical linkage and integration rather than physical integration of individual knowledge infrastructures. Also, we considered the extensibility as the reference model for building of similar integrated service.

  • This paper presents an effective policy of information telecommunication R & D infrastructure project. In order to survive the infinite competition in this fields, choice and concentration for national R & D play an important role. Results of this project are influenced potentially to the area of related field in contrast to technology R & D. In this approach, suck investigations as research environments, infrastructure, application of results are evaluated, and also verified that this project is essential to the small and medium enterprise.

New Corrosion-Resistant Zn-Al-Mg Alloy Hot-Dip Galvanized Steel Sheet

  • In recent years, Zn-Al-Mg alloy galvanized steel sheets have been widely used as coated steel sheets to support social capital in the infrastructure field. A feature of Zn-Al-Mg alloy-coated steel sheets is that they provide a better corrosion protection period than Zn-coated steel sheets. In this study, the corrosion resistance of a new Zn-Al-Mg alloy-coated steel sheet was investigated and compared to that of conventional commercially available coated steel sheets. The investigation confirmed that increasing the Mg concentration in the Zn-Al-Mg-coated steel sheet improved corrosion resistance, which was more than 10 times that of the galvanized steel sheet specified in JIS G 3302. The study findings also confirmed that the corrosion resistance reached more than twice that of the coated steel sheet specified in JIS G 3323. If such galvanized steel sheets are applied to social infrastructures that are exposed to severely corrosive environments, the service life of the infrastructure might be extended.

  • a-Si process-based advanced-SPC (a-SPC) TFT has been developed and verified by manufacturing an AMOLED panel having improved cost competitiveness by using the existing a-Si infrastructure. The a-SPC TFT had superior device reliability and current drivability to a-Si TFT to meet the requirements of AMOLED backplane.

  • The patents trends registered in korea, the USA, Japan and Europe were analyzed to forecast the direction of R&D for the technology of sediment disaster. As a result of portfolio analysis, the number of patents in Korea have continued to rise, but have been placed behind the other countries. The level of technology of each country was investigated. In the survey technology and sensing technology, the Korean and USA situations were classified as a period of growth, and the Japanese situation was classified as a period of decline. In the control technology and protection technology, Korean situation was classified as a period of growth, and the Japanese situation was classified as a period of decline. As a result of analysis for a direction of R&D using blank technologies, standardization of analysis technologies for mechanism, fusion techniques between ICT and conventional techniques, development of eco-friendly materials and evaluation of structure should be developed by R&D in Korea.
