With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.
Purpose: The purpose of this study is to examine the characteristics and problems of existing research through various literature investigations on the existing R&D process. Implications are identified through the investigation of existing studies and the characteristics of the digital transformation era are analyzed. We research and propose a new R&D process suitable for the new era of digital transformation. Methods: The research method investigates various literature precedent studies on the existing R&D process and the methods used by companies. Research new R&D processes that reflect the characteristics of the digital transformation era and develop new related models. Results: In the era of digital transformation, the parallel R&D process is being reorganized to respond quickly to the demands of rapid market changes. In order to respond quickly to various customers, the R&D process can respond flexibly in a parallel structure. Conclusion: Along with the development of the R&D process, additional research on indicators and evaluation models that can evaluate them fairly and flexibly is needed. Further research is needed to determine whether the R&D process suitable for the digital transformation era is operating properly.
Small- and medium-sized enterprises (SMEs) have strong incentives to engage in open innovation to enhance innovation efficiency and effectiveness due to their 'liability of smallness.' Previous research examined the performance effects of various open innovation practices, but whether coupled open innovation practices positively affect SMEs' firm performance is somewhat controversial. To resolve the issue, this study examined the effects of coupled open innovation activities on SMEs' firm performance using Heckman's two stage model to control endogeneity of the firms' self-selection bias in open innovation engagement. This study used the Korean Innovation Survey (KIS) 2020 collected by the Science and Technology Policy Institute (STEPI), and tested the effects of SMEs' coupled open innovation activities, R&D and non-R&D cooperation, on their innovative and financial performance indicators. The results showed that SMEs' R&D cooperation positively affects the new-to-market (NTM) product innovation only. Moreover, SMEs' non-R&D cooperation has positive effects on the product innovation, business process innovation, new-to-the-market product innovation, and new-to-firm (NTF) product innovation. However, the results showed that both R&D and non-R&D innovation cooperation activities have no significant effects on SMEs' financial performance indicators. This study contributes to research on SMEs' open innovation and provides insights for SMEs' managers and policymakers.

An analysis of the railroad industry for R&D investments has been insufficient whereas there are lots of analysis of accumulation of technology, economic performances and ripple effects for macroscopic view and other industry of R&D investments. This study decided intellectual rights, patent, and paper as common indicators of scientific and technological performances for setting up performance targets through surveying and analysis of preceding study and verified a appropriateness of scientific and technological performances for railroad R&D 11 projects which were successfully finished. Preceding study has been set up performance targets by research investments as input, but this study made a performance target by model through a cross-sectional and residual analysis of performances of railroad R&D 11 Projects in applying research investments, capital investments, inner labor cost and inner labor cost per man and research time as inputs, and verified a validity and a empirical analysis through analysis of other project.
The aim for this study is to suggest a practical model to measure the financial values of the achievements from corporate research and development(R&D) projects. Performance indicators for R&D projects were identified from the extensive literature reviews and the evaluation methods to convert them into financial values were proposed to overcome the problems of excessive predictions and subjective expert assessments in existing methods. The proposed model was applied to R&D projects of an IT company in Korea for its validity test. The model is expected to be a turning point in economic evaluation of corporate R&D projects in general due to its practical and reasonable scheme.

This study was carried out to examine characteristics of various acoustic indicators evaluating speech intelligibility such as reverberation time(T30), D50, C50 and speech transmission index(STI) in Korean elementary school classrooms. Results showed that mean T30 at middle frequencies(500 Hz to 2000 Hz) measured in 9 classrooms was about 0.75 s, which exceeds a regulation specified on American National Standards(ANSI); 0.60 s. Mean D50, C50 and STI were 60 % to 66 %, +2 dB to +3 dB, and 0.65, respectively. The maximum difference in D50 and C50 according to different receiver points in a classroom was 13 % and 2.5 dB, while the maximum difference in T30 was 0.03 s. Whereas STI measured in classrooms has relatively low correlation with other indicators, correlation between D50 and C50 was high, R2=.9964. In addition, T30 and C50 were fitted well as logarithmic regression curve with R2=.9610. It was +3.73 dB in C50 and 68 % in D50 which are the value corresponding to 0.60 s in T30 on this curve.
IC industry is one of the foundation and core industries of modern information industry. Therefore, the study of this industry has important theoretical and practical significance. The main purpose of this study is to measure the degree of close correlation between the two indexes through correlation analysis of the selected indicators, so as to study the development trend and direction of IC. Based on the theory of induced innovation and the theory of comparative advantage, this paper analyzes the correlation between the profit of the IC industry and the following three indicators by using chart analysis method, covariance analysis method and correlation coefficient analysis method. These three indicators are R&D expenditure, new product development costs and annual export amount of IC. The selected data are mainly from CHINA STATISTICS YEARBOOK ON HIGH-TECHNOLOGY INDUSTRY. Through the research, it is found that the profit of China's IC industry is positively correlated with the first two indicators and negatively correlated with the annual export amount.
Concentrations of cadmium, copper and zinc were determined in three molluscan species including Sacculosiphonaria japonica, Reishia clavigera and Crassostrea gigas to assess heavy metal contamination in the Onsan Bay. The range of cadmium concentrations were 3.83∼39.67 ㎍/g d.w. in S. japonica, 7.47∼103.47 ㎍/g d.w. in R. clavigera, 1.32∼92.17 ㎍/g d.w. in C. gigas. Concentration of cadmium at contaminated site in C. gigas was 70 folds higher than that of reference site. The range of copper concentrations were 22.92∼1287.56 ㎍/g d.w. in S. japonica, 37.53∼656.97 ㎍/g d.w. in R. clavigera, 161.50∼3208.52 ㎍/g d.w. in C. gigas. The concentration of copper at contaminated site in S. japonica was 56 folds higher than that of reference site. The range of zinc concentrations were 93.48∼377.40 ㎍/g d.w. in S. japonica, 423.65∼1075.57 ㎍/g w. in R. clavigera, 2018.13∼22275.00 ㎍/g d.w. in C. gigas. The difference of zinc concentrations between reference site and contaminated site was relatively small than those of cadmium and copper in all the species tested. The largest difference was 11 folds in C. gigas. In the present work, we confirmed that all of these species, S. japonica, R. clavigera and C. gigas, could be used as biological indicators to monitor heavy metal contamination.

This study suggests the applicability of an AHP(Analytic Hierarchy Process) to improve the validity and fairness of evaluation index to assess the defense core-technology R&D projects. This study focused on the design of the proposal and performance evaluation index to structure them into a hierarchy using AHP which can be applicable to take the opinion of the defense R&D experts. Using the refined evaluation index, we propose a technique to enhance the reliability of the defense R&D projects evaluation system.
Performance indicators haven't been used for the assessment of the wastewater treatment facility or management in Korea yet, therefore they are going to be important parts in wastewater utilities because they are used to understand present situation and to compare one with other wastewater utilities. In this study, we used performance indicators to assess the condition of wastewater utilities and they were divided into four categories (A, B, C, and D). A category represented the condition of the planning & construction and composed of wastewater supply, disaster defence and employees. B category represented maintenance of wastewater utilities and were composed of manhole, sewer, and technical employees. C category showed the operation efficiency of wastewater utilities and D category represented the environmental load. To analyze the situation of wastewater utilities overall, cluster analysis was performed using four categori' es indicators. And CCC (Cubic Clustering Criterion) and R-square were used to decide the proper number of clusters, and wastewater utilities of 48 cities were divided into 5 groups(I, II, III, IV, and V groups). Each cluster was analyzed by average and standard deviation to understand the situation of wastewater utilities. A group analysis showed that IV and V clusters were insufficient, B group showed that I and IV groups were insufficient, C group showed all clusters are above average, and D group was also like C group.
