In this study, determinant input-output variables are identified for calculating Data Envelopment Analysis (DEA) efficiency scores relating to evaluating the efficiency of government-sponsored research and development (R&D) projects. In particular, this study proposes a systematic framework of design and analysis of experiments, called "all possible DEAs", for pinpointing DEA determinant input-output variables. In addition to correlation analyses, two modified measures of time series analysis are developed in order to check the similarities between a DEA complete data structure (CDS) versus the rest of incomplete data structures (IDSs). In this empirical analysis, a few DEA determinant input-output variables are found to be associated with a typical public R&D performance evaluation logic model, especially oriented to a mid- and long-term performance perspective. Among four variables, only two determinants are identified : "R&D manpower" ($x_2$) and "Sales revenue" ($y_1$). However, it should be pointed out that the input variable "R&D funds" ($x_1$) is insignificant for calculating DEA efficiency score even if it is a critical input for measuring efficiency of a government-sonsored R&D project from a practical point of view a priori. In this context, if practitioners' top priority is to see the efficiency between "R&D funds" ($x_1$) and "Sales revenue" ($y_1$), the DEA efficiency score cannot properly meet their expectations. Therefore, meticulous attention is required when using the DEA application for public R&D performance evaluation, considering that discrepancies can occur between practitioners' expectations and DEA efficiency scores.
This research aims to propose model for measuring the efficiency of R&D organizations by using Data Envelopment Analysis. In existing research about using Data Envelopment Analysis, the types of R&D organizations have not been clarified and the difference between analysis time from measurement time is usually $4{\sim}5$ years. This research divides R&D organizations into three types and provides proper methods for measuring the efficiency of each R&D organizations.
중소기업 R&D지원은 정책적으로 매우 중요하며 예산 또한 매년 증가하고 있다. 본 연구에서는 중소기업 R&D지원에 대한 성과를 종합적이고 체계적으로 분석할 수 있는 새로운 성과분석 방법을 제안하며 이 모델을 기반으로 중소기업청의 대표적인 R&D지원 사업에 대하여 실증분석하였다. 중소기업 R&D지원사업의 성과는 시차(time-lag)를 두고 발생하는데 이때, 단기적인 성과를 효율성, 중 장기적인 성과를 효과성으로 측정하였다. 효율성과 효과성을 나타내는 지표는 과거 선행연구를 기반으로 선정했으며 분석대상 사업별 사업목적, 취지, 내용 등의 특성을 반영하기 위해 지표별 가중치를 도출하였다. 이렇게 효율성과 효과성의 최종 점수가 도출되고 각 사업별 성과의 차이를 통계 검정하였다. 분석 결과, 중소기업청의 5개 R&D지원사업의 효율성은 통계적으로 유의한 차이를 나타냈으며 효과성은 통계적으로 차이가 없었다. 효율성 점수는 전반적으로 낮게 나타나며 효과성 점수는 보통이상으로 높은 수준을 보였다. 중소기업청의 R&D지원사업은 대체로 단기적인 성과인 효율성이 낮아 R&D수행상의 비효율을 초래하는 것으로 나타나는 반면, 중 장기적인 효과성에 대한 기대는 높아 R&D수행을 통한 사회경제적 파급효과는 클 것으로 예상된다. 그러나 효율성이 개선되지 않고는 지속적인 성과를 기대하기 힘들기 때문에 이에 대한 정책적 노력이 필요하다.
정부는 기술혁신을 통한 경제성장을 견인하기 위하여 R&D 투자를 지속적으로 증가시키고 있다. 따라서, 정부 연구개발 집약도는 매우 큰 폭으로 증가되고 있으나 절대규모에 있어서는 선진국에 비해 여전히 적은 재원을 보유하고 있다. 또한, 연구개발 정책방향이 기술추격형에서 기술선도형으로 전환되고 있어, 공공 R&D 재원의 효율적 활용에 대한 관심도 매우 증가하고 있다. 이에, R&D 효율성을 측정하고 효율성에 영향을 미치는 요인을 분석하기 위한 다각적인 시도가 행해지고 있다. 본 연구에서는 NTIS(국가과학기술지식정보서비스)의 과학기술 투자 및 성과 데이타를 활용, 자료포락분석(DEA)을 이용하여 논문, 특허 등 과학기술적 성과관점에서 정부 순수R&D사업의 효율성을 측정하였다. 더 나아가서, 효율성에 영향을 미치는 배분특성을 규명해 보고자 통계적 유의성 확보가 어려운 데이터 문제들을 보완할 수 있는 비모수 분석 방법인 Mann-Whitney 검정을 활용하였다.
This paper analyses the efficiency and productivity of R&D system across time (1991${\sim}$2000) and 16 OECD countries using multi-output and multi-input non-parametric frontier methods such as DEA (data envelopement analysis) and Malmquist productivity indexes. Malmquist productivity indexes are decomposed into two components measures, namely technical change and efficiency change. To calculate R&D efficiency and productivity, we used R&D stock and the number or researchers as R&D input proxies and the number of adjusted SCI papers and U.S. patent applications as R&D output proxies. Empirical result shows that Switzerland, Canada, U.S., Australia's R&D efficiencies are the highest and Korea's R&D productivity growth is the highest in the sample for the period. Technical efficiency growth was a more important source of productivity growth than technological innovation.
정부는 국가연구개발사업을 통해 매년 4,000억원 이상 신재생에너지 분야 R&D에 투자하고 있다. 본 연구는 신재생에너지 분야 정부 R&D 투자의 효율성을 측정하고, 비효율성의 원인을 파악하는데 있다. 이를 위해 2009-2011년 동안 정부가 신재생에너지 분야에 지원한 4,213개 R&D 과제를 대상으로 자료포락분석(DEA)과 통계검증을 실시하였다. 분석결과에 따르면 수소, 바이오, 연료전지, 태양광 등이 다른 신재생에너지에 비해 상대적으로 R&D 효율성이 높게 나타났다. 또한 대학이 기업에 비해 보다 효율적으로 R&D 과제를 수행하였으며, 기업 내에서도 중소기업이 대기업에 비해 R&D 효율성이 높은 것으로 분석되었다. 마지막으로, R&D 비효율성은 과다한 총사업비나 논문실적 저조보다는 주로 국내외 특허실적 저조에 기인한 것으로 확인되었다.
Purpose: This paper developed the framework for extracting strategies of research and business development (R&BD) based on the data envelopment analysis(DEA). Methods: DEA has been widely utilized in evaluating R&D efficiency. Even though, technology transfer and commercialization has been regarded as the important factors for practical R&D efficiency evaluation, most research have evaluated R&D efficiency by just using the DEA outputs such as the number of patents and papers. The technology transfer, commercialization and relations among costs and generated technology and commercialization are needed to be considered for more practical R&D efficiency evaluation. Thus, this research addressed a method on how to incorporate the commercialization factors into the R&DB efficiency evaluation, and improve the efficiency strategically in terms of R&D and B&D. To achieve this, this research utilized a two-stage network DEA model for R&BD efficiency evaluation. Results: The proposed framework was applied to the 15 public research institutes and the 34 universities for validation. R&BD efficiency for the 15 public research institutes and the 34 universities was evaluated, and the differentiated improvement strategies for the inefficient DMUs to improve their efficient were proposed. Conclusion: The R&BD efficiency would be effectively analyzed based on two-stage network DEA. It would be utilized for the effective strategy planning for cultivating R&BD.
The process conditions for high efficiency industrial crystalline Si solar cells with selective emitter were optimized. In the screen printed solar cells, the sheet resistance must be 50-60V/sq. because of metal contact resistance. But the low sheet resistance causes the increase of the recombination and blue response at the short wavelength. Therefore, the screen printed solar cells with homogeneous emitter have limitations of efficiency, and this means that the selective emitter must be used to improve cell efficiency. This work demonstrates the feasibility of a commercially available selective emitter process, based on screen printing and conventional diffusion process. Now, we improved cell efficiency from 18.29% to18.45% by transition of heavy emitter pattern and shallow emitter doping condition.
Demand for performance analysis is increasing for efficient use of limited budgets such as improving investment efficiency and strategic budget allocation in accordance with the continuous increase demand of R&D budget for developing advanced weapon systems in the future battlefields. In accordance with the Act on the Performance Evaluation and Performance Management of the National R&D Projects established in March 2006, the performance analysis has been conducted for the systematic management and utilization of the R&D project performance. It was recognized as a project to achieve self-defense through strengthening the weapons system development capability, however, efficiency evaluation of Defense R&D projects was not much emphasized. Research on the efficiency analysis of defense R&D projects has been conducted in recent years, but most studies focused on corporate efficiency and productivity of defense companies. In this study, we analyzed the three-stage performance of defence R&D projects based on the logical model using the data envelope analysis(DEA) model. We also analyzed performance analysis from various perspectives through R&D type, technology classification and performance model. This study is expected to help defense department improve defense R&D projects and make decision.
In this study, we conducted a comparative analysis of R&D investment efficiency and operational efficiency of IT firms using Data Envelopment Analysis (DEA). We categorized thirteen sample firms into two groups-IT manufacturing and IT service-after an extensive literature review on IT industry classification. We adopted an output-oriented two-stage DEA model suggested by Banker et al. (1984) with total asset and R&D investment as input variables. Then, we constructed investment efficiency and operational efficiency by using Return on Equity (ROE) and Return on Asset (ROA) as intervening variables and operating income and Earnings Per Share (EPS) as output variables. The outcome of the analysis is summarized as follows. First of all, IT manufacturing firms were more efficient (57% on average) than IT service firms. To be specific, IT service firms showed decreasing returns to scale (DRS) with diseconomy of scale. In contrast, IT service firms showed higher operational efficiency (81.5% on average) than IT manufacturing firms. Also, we conducted a Mann-Whitney U test to compare the output of IT service firms and IT manufacturing firms. Lastly, we found a negative correlation ($R^2$ = -.754) between R&D investment efficiency and operational efficiency which infers the trade-off between two constructs
