컨설팅 연구기관의 지속가능을 위한 수익모델 개발에 관한 연구 (A Study on the Development of Profit Model for Sustainability of Consulting Research Institutes)

  • Among the government-sponsored projects supported by Ministry of SMEs and Startups(MSS), the financial support of the Consulting Research Institutes of our university is scheduled to be ended this year. In this regard, this study is to develop a profit model for R&D center of Consulting Research Institute that can cultivate the financial independence of R&D center of Consulting Research Institutes and foster technology convergence consulting manpower to strengthen the competitiveness of SMEs in preparation for the Fourth Industrial Revolution. The profit model were derived from the current status of consulting industry and similar organizations, the current status of consulting graduate R&D centers, case studies of other universities, and focus group interviews. In order to select three high profit models and commercialize them, BMC (Biz Model Canvas) was used and business feasibility was examined. Therefore, three profit model of R&D center of Consulting Research Institute are: First, SCB (SME's Consulting Business: Total Solution Provider for SMEs through Technology Convergence Consulting), Second, SNB (SME's Network Business: Experts connection in Consulting Graduate School for Solving Problems and Problems of SMEs / Industry Consolidation) And third, SM (Sustainable Management: Financial independence through structural improvement of Consulting Research Institute), and the road-map was established. As an implementation plan, the company intends to seek financial independence by developing a profit model for R&D center of Consulting Research Institutes and by establishing business goals and strategies, manpower operation plan, organization, and investment plan for three years.

  • 최근 글로벌 시장의 변화를 대표할만한 주요 키워드는 초연결(Hyper-Connection)과 지역적 세계화(Glocalization)으로 요약될 수 있다. 이러한 변화에 대응하고 경쟁 우위를 확보하기 위해서는 서비스 관리를 위한 표준화된 조직, 정책, 프로세스를 구축하는 것이 필요하다. 또한 서비스 관리 시스템은 연구개발 프로젝트 관리를 효과적으로 지원할 수 있어야만 한다. 본 연구에서는 클라우드 컴퓨팅 기술을 이용한 연구개발 프로젝트 관리 프로세스 설계를 위한 적응형 프레임워크와 시스템 구조를 제안한다. 이를 통해 전통적인 서비스 관리 기법이 가지는 한계점을 극복하고 시장의 요구에 빠르게 대응할 수 있을 것이다. 이와 함께 본 연구에서 제안하는 시스템을 통해서 국제 시장에서 경쟁우위를 확보함과 동시에 고객이 원하는 것 이상의 가치를 제공할 수 있을 것이다.

작목별 협동조직의 유형과 효율적 운영방안에 관한 연구 (A Study on the Types and Effective Management Schemes of the Cooperative Farmers' Organizations in Korea)

  • The objectives of this study were to 1) classify the cooperative farmers' organizations in Korea according to the development level and institutional aspects through the exploration of its' conceptual and institutional basis, 2) analyze the farmers' needs for organization, 3) identify the problems and situation of organizations, and 4) formulate an effective management model for each cooperative farmers' organization. The study was carried out through a review of literature and using available statistical data collected from various sources and empirical survey. Major findings of the study were: 1) the cooperative farmers' organizations could be classified into four types : crop units, farming cooperative corporation, trust farming companies and joint-stock agri-business. 2) a lot of members of the organization feel that the information is insufficient, the opportunity to suggest their own ideas is hardly given, and the members are not satisfied with the cooperation among the members, 3) the members who have higher level of schooling education showed a higher participation level in the organization, 4) most of members did not recognize the organization they participated in, 5) participation of the organization's members and concerned institutions is an important factor to promote problem solving and better communication within the organization, 6) any type of continuing education for the members is needed to facilitate the transfer of a new agricultural and organizational technology, 7) research and development(R & D) is one of the most important factors of the development of organizations, 8) most organizations are deficient in professional management skills(financial, personal, accounts, etc.), 9) the trust farming companies have difficulties in managing the firm on account of the characteristics of agriculture(especially seasonal), the dispersed trust lands, and the need for more alternative work in the winter season, and 10) in the case of agri-businesses, their organizations are more specialized in marketing and have more structured systems of management. Based on the results of the study the following recommendations were made for further improvement and development of agricultural cooperative organizations : (1) More governmental support should be given to education for improvement of the organizational structure. And more deliberate and differentiated governmental support should be provided for the organizations to be viably managed. (2) For more efficient communication between the members and the organization, more opportunities for discussion are needed. (3) The more research should be committed to this kind of work in order to get more analytic data and strategic plans of cooperative organizations.

Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

탈추격 혁신을 위한 정부출연연구기관의 노력과 과제: 한국화학연구원을 중심으로 (Strategy and Task of Government-Funded Research Institution for Post Catch-Up Innovation : Based on case of KRICT(Korea Research Institute of Chemical Technology))

  • 본 연구는 출연(연)을 기술 정책 시장 환경 변화 등 외생적 변수를 인지하여 내생적인 변화를 이끌어내는 주체로 두고 그 대표적인 사례로 한국화학연구원의 탈추격 혁신 노력을 살펴보았다. 화학연은 2000년대 들어 기술혁신 환경의 변화와 PBS 제도 등의 구조적 한계를 극복하고자 조직 전반에 걸쳐 다양한 변화를 시도하였다. 장기적인 내부 역량 강화와 기술 패러다임 변화에 대응하기 위해 조직 및 R&D 관리체계를 탈추격 개방형 혁신 체계로 개편했으며, 오염처리에서 오염예방을 위한 그린화학(green chemistry)을 적극 추진해왔다. 최근에는 지구 재생과 복원을 위한 미래화학신기술로서 블루화학(blue chemistry)을 조직 목표로 설정하였다. 또한 기술개발에서 확산 및 활용으로 R&D 방향을 전환하면서 특허관리 및 기술마케팅을 선진화하였으며 중소기업지원, 사회적 기업과의 협력을 시도하면서 소외질병 치료제 개발, 적조 및 녹조 문제, 구제역 침출수 문제 등 여러 가지 사회 문제에 적극적으로 대응하고자 노력하였다. 이와 같은 화학연 사례는 출연(연)의 다중적 지배구조, 예산 및 인력제도의 부정합, 양적 성과 중심 평가시스템 등의 구조적인 한계에도 불구하고 정부의 정책 및 제도 개선 이전에 조직의 다양한 내생적 노력을 통해 지속적인 혁신이 가능함을 보여주고 있다.

국가 R&D 과제의 생명윤리 관리체계 구축에 대한 고찰 (Oversight on the Bioethical Compliance of National R&D Projects or Research Personnel)

  • Background: Oversight on the bioethical compliance of national R&D projects or research personnel is currently conducted exclusively by IRB (Institutional Review Board) within the relevant research institute. Considering current state of affairs in Korea, there is an imperative to establish a national oversight system for bioethical compliance, conduct comprehensive oversight on bioethical compliance of national R&D projects, and enhance subject protection system. Methods: We examined opinions from researchers and IRB personnels regarding ethical oversight system on R&D projects. Additionally, we looked at IRB assessment by KAIRB (Korea Association of Institutional Review Board) in order to identify status and problems with current IRB system in Korea. Assessment was also done for four other countries (US, UK, Germany, Singapore) through in-person visits as well as surveys in writing for a total of 6 months (2012.12.1~2013.5.31). The research comprised of two aspects: system management and R&D project audit. Based on this, we examined current status and problems of the existing system in Korea and made recommendations for improvement. Results: Regulatory objectives and backgrounds of biomedical researches are different from each country due to different characteristics of bioethical oversight system. This shows that each country sets up its own regulations and procedures to fit each situation. Bioethical compliance oversight system greatly varied between the countries. From this study, it can be seen that improvement of existing procedures and oversight system or establishment of new ones are essential in Korea. Conclusion: In terms of system management, a dedicated government organization need to be established for bioethical compliance, subject protection, IRB inspection, training, evaluation, and certification of systems, and also support for IRB e-system. Regarding R&D project oversight, it is essential to confirm IRB review results before start of a research, to conduct a review on ethical aspects of research plans, and to carry out continued oversight on bioethical compliance through interim reports.

Exploring Governance Models of Science & Research Parks and Related Organizations

  • Recently, investment to basic science has been increased and infrastructure of science and technology has been expanded in developed countries like U.S.A, UK and Japan to foster high-tech industries. Science and research parks are built and under operation to acquire national competitive power and to activate regional economy over the world today. It is argued that more synergy effects are generated when science and research parks are operated in cooperation with related organizations and facilities such as firms, universities, research institutes and governments than it is operated by one organization. The aim of this paper is to develop a governance model of science and research parks. One comprehensive model and three individual governance models were developed according to the structure and relations of industry-science/research park-supporting organization interactions. When governance model of science and research parks is established and properly managed, national development capacity would be greatly enhanced through the acceleration of technology transfer, industrial production rise and enhancement of efficiency in the area of R&D and supporting system etc. One of the key factors in building governance system for science and research parks is establishing a control tower that supervises governance system comprehensively and systematically.

  • The forms of healthcare service delivery emerges from the interaction between technological progress and institutional changes. Building a healthcare system which enables effective and efficient patient care is a imperative to a sustainable operation of a society. Identifying of a promising medical technologies and diffusing them consists of the basic tasks of a good healthcare system. Inducing of a promising innovation in healthcare and utilization of the innovation requires a deep understanding of healthcare innovation system and delicate governmental intervention to the effective functioning of the system. Therefore, the support for R&D in healthcare field should be given to social and institutional technologies for the better organization of healthcare delivery and consumption system as well as basic and applied medical sciences.

과학수사요원의 근무제도 개선방안 (Improvement of the Working System for Forensic Agents)

  • 경찰에게 과학수사는 수사, 형사, 조사 등 범죄수사의 여러 분야에 도구로서 활용 인식되어 왔기 때문에 지금까지 필요함에도 불구하고 중심적인 역할과 위치를 차지하지 못한 것이 사실이다. 이에 본 연구는 경찰의 과학수사 활동에 대한 중요성을 인식하고, 현재 과학수사에 있어서 관련 현황과 과학수사를 위한 지원수준을 살펴보고 문제점을 검토하였다. 이를 토대로 현실적 한계 속에서 어떠한 방식으로 과학수사 활동의 효율성을 향상시킬 수 있을 것인가를 모색하기 위해 근무제도의 발전방안을 논의하고자 하였다. 현재 경찰의 과학수사 활동이 직면하고 있는 문제점으로는 무엇보다 검거중심의 인력 운영에 따른 만성적인 인력부족 현상이었다. 이에 현실적인 제약 내에서 과학수사요원의 활동을 효율적으로 변화시킬 수 있는 방안을 모색하였다. 첫째, 근무체제의 변화가 필요하며, 중 장기적인 관점에서 지휘체제의 개편으로 광역 과학수사체제의 시행이 필요하다. 둘째, 과학수사의 전문성을 확보할 수 있도록 과학수사 경과의 신설이다. 셋째, 과학수사 특기제도가 개선되어야 한다. 넷째, 과학수사의 역량 강화를 위하여 R&D 조직이 구축되어야 할 것이다.

연구개발 직군의 실행공동체 영향요인이 만족도 및 학습문화 활성화에 미치는 영향:집단 성숙도에 따른 비교 분석 (The Effect of CoP(Community of Practice) Influence Factors on Satisfaction and Learning Culture Activation in R&D Groups: Based on Comparison Analysis by Group Maturity)

  • 본 연구는 연구개발 직군의 실행공동체 영향요인이 공동체 활동 만족도와 조직 내 학습문화 활성화에 미치는 관계를 분석하고, 실행공동체의 성숙도에 따른 성숙 집단과 미성숙 집단의 비교를 통해 기업의 실행공동체 담당자들에게 연구개발 직군의 실행공동체 활성화를 위한 시사점을 제시하고자 했다. 이를 위해 선행연구를 토대로 실행공동체 영향요인을 개인요인, 상호작용요인, 지원요인, 환경요인으로 구성하고, 수집된 총 371개의 설문을 기반으로 분석을 실시했다. 연구결과 연구 개발 직군의 실행공동체 활동에 있어 개인요인, 상호작용요인, 지원요인은 만족도에 유의미한 영향을 미쳤으나 환경요인은 크게 영향을 미치지 않는 것으로 나타났다. 또한 실행공동체 만족도가 높을수록 학습문화 활성화에 긍정적 영향을 미치는 것으로 나타나 연구개발 직군의 실행공동체 활동 강화가 조직문화 개선에 도움을 줄 수 있음을 알 수 있었다. 특히 연구개발 직군의 경우 성숙도에 따른 집단차이가 크게 나타나지 않아 성숙도 보다는 실행공동체 내 상호작용 요인을 강화하는 것이 더욱 중요하다는 사실을 알 수 있다.
