Constructing a Performance Evaluation Model of an R&D Module in Quality Management System Using QFD (QFD를 이용한 품질경영 시스템의 개발모듈에 대한 이행도 평가모형)

  • A performance evaluation model of an R&D module in the quality management system for M Company Is constructed using QFD. The company produces telecommunication devices and employs the performance evaluation model based on ISO 9000 family. However, the model has some problems, one of them is that all check items are regarded as equally important Customer requirements are gathered from internal customers and QFD is utilized to obtain weights for each check item.

  • Through the application of Quality Assurance(QA) techniques in R&D activities, we can approach for cost reduction and productivity improvement with high reliability. Application of QA systems in R&D in developed countries were studied, a enquete survey was performed to investigate researcher's understanding of QA in R&D. As a result of this study, it is considered desirable that QA system be applied partially to the feasible work areas at first, and the scope of application be enlarged to extended areas, later. For these aims, various and feasible QA system should be developed and established. As the need for quality assurance in R&D is expected to be increased continuously in the future, it is imperative for us to be prepared for the application of QA system in R&D activities.

  • Purpose: This study is in order to secure high quality of military supplies, it is important to secure design quality in the development phase. I will review how to establish a quality assurance system in the development phase based on the author's seminar presentation contents and application example of Hanwha Systems Co., Ltd. Methods: To guarantee design quality in the development phase, in 2002, quality assurance system that is adequate for SQA(Software Quality Assurance)'s requirements of CMM(Capability Maturity Model) was conduct. In 2009, based on the CMMI(Capability Maturity Model Integration) Level 5, there has been continuous and reenforced quality assurance activities. Results: By suggesting the construction and a case study on application of R&D quality assurance, it would be helpful for companies aiming to construct or enhance quality assurance system. Conclusion: To secure high quality for military supplies, a development QA system should be established to secure quality in the development phase. In addition, Total life cycle QA system for development, mass production and operation phase should be reestablished.

  • For sustainable economic growth, the Korea government continues to increase its investment in R&D and at the same time, have reinforced the management of R&D outcomes and enlargement of its infrastructure for utilization. However, a strategic R&D planning that draws an outstanding outcomes is more important than the management of its post-outcomes. The purpose of this study is to propose an implication on the policy of R&D planning for obtaining a good R&D outcomes such as a high quality patent. We compared and analyzed the determinants of the patent quality in fuel cell and solar cell technology using the count data models. Estimated results showed that the determinants of the patent quality in technologies were different from each other. Therefore, having appropriate R&D planning strategies for all technologies was more effective than applying one same strategy for all because of technological differences, and based on the estimated results, we suggested the R&D planning strategy in fuel cell and solar cell technologies that could in result in high R&D outcomes.

Direction of Healthcare Expenditure on Research and Development (보건의료 연구개발비 현황과 발전방향)

  • The quality of healthcare in Korea is very good, especially in life threatening disease. However, the level of healthcare research in Korea is not good relative to that of engineering. International university rankings also were showed that engineering was generally higher ranking than medicine. The reason of this phenomenon was deeply related to expenditure on research and development (R&D). Although Korea had a lot of gross domestic expenditure on R&D (GERD), 75% of GERD was from business enterprise that was related to engineering. Healthcare expenditure of R&D from business enterprise is small. Healthcare expenditure from government budget allocation on R&D (GBARD) was smaller than engineering. Higher education expenditure on R&D of GERD was also small and the quantity and quality of researcher in higher education was not enough. For Korea's healthcare to become the growth engine for future, GBARD should be invested heavily in the healthcare, a large part of the increased GBARD must be invested in higher education, and the higher education should invest to secure the higher quality researcher stably.

  • Purpose: The purpose of this study is to examine the characteristics and problems of existing research through various literature investigations on the existing R&D process. Implications are identified through the investigation of existing studies and the characteristics of the digital transformation era are analyzed. We research and propose a new R&D process suitable for the new era of digital transformation. Methods: The research method investigates various literature precedent studies on the existing R&D process and the methods used by companies. Research new R&D processes that reflect the characteristics of the digital transformation era and develop new related models. Results: In the era of digital transformation, the parallel R&D process is being reorganized to respond quickly to the demands of rapid market changes. In order to respond quickly to various customers, the R&D process can respond flexibly in a parallel structure. Conclusion: Along with the development of the R&D process, additional research on indicators and evaluation models that can evaluate them fairly and flexibly is needed. Further research is needed to determine whether the R&D process suitable for the digital transformation era is operating properly.

An empirical study on the relationship between Total Quality Management Practices and Operational Performance depending on Functional Organization Types (기능적 조직 형태에 따른 TQM 실행요소와 운영성과간의 관계에 관한 연구)

  • This study aims to examine the relationship between total quality management(TQM) practices and operational performance perceived by employees who are in different functional organization types, R&D function and Non-R&D function organization in manufacturing companies. Operational performance is defined as the degree of operation efficiency in the perspective of quality, delivery, and cost. Our study showed that the significant elements of TQM practice were different depending on functional organization types. In case of R&D organization, the categories of customer focus and process management were the strongest significant predictors of operational performance. Therefore, the optimal TQM practices for R&D organization can be obtained in consideration of customer focus and process management.

  • Motorola which had developed and commercialized wireless telephone and mobile phone for the first time in the world made a decision on the separation of the mobile unit from the Motorola due to the continuous bad performance turn. In addition, the Korean company named Raincom which had developed and commercialized MP3 player have been disappeared since Raincom failed to compete with iPod of Apples. What is the main cause the companies that have been top of the world level weed out of IT product market? For less product life cycle and globalization of market, the company's competitiveness tends to be determined based on company's creative capability, rather than process implementation capability. Thus, companies spent a great amount of time and effort in the introduction of creativity management and R&D activities. However, as company's continuous investment on R&D and innovation activities did not lead to business performance, they starts to pay much attention on the effective R&D and innovation activities. Therefore, this paper tries to solve the limitation of the effectiveness of R&D activities by introducing the concept of 'creative quality'. The creative quality is executed by the creative process, which is designed for getting over the limitation of the traditional brainstorming method. This paper presents the concept so called 'creative quality management' and expects it to be an alternative to conquest the limitation of six sigma management.

  • Understanding the antecedents of high public usage of national R&D facilities is a critical issue for both academics and facility managers. Previous researchrelated to general service management has identified service quality and user satisfaction as important antecedents of reuse and recommendation intention. The current paper reports findings from a survey which looked into the impact of service quality dimensions and user satisfaction on reuse and recommendation intention in the field of R&D facility public usage. Findings indicate that service quality appears to be linked to user satisfaction, and user satisfaction to be linked to reuse and recommendation intention. Findings also indicate that user satisfaction played as a mediator on the relationship between service quality and reuse/recommendation intentions in R&D facility public usage domain.

Using Analytic Network Process to Establish Performance Evaluation Indicators for the R&D Management Department in Taiwan's High-tech Industry

  • The high-tech industry is the economic lifeline for Taiwan. Its characteristics are short product life cycle, rapid changes in the market, and a high obsolescence rate for new products. Under globalization, the high-tech industry has adopted Information Technology (IT) to shorten the manufacturing process, reduce costs and conduct product research and development (R&D) to increase the core competence of enterprises and achieve the goal of sustainable operations. Enterprises should actively strengthen their integration with internal and external resources and lead in R&D management to increase industrial operating performance. Effectively managing operations and R&D management evaluation in Taiwan's High-tech Industry has become a critical subject. This study adopted 4 major Balanced Scorecard (BSC) perspectives to establish the Total Performance Evaluation Indicators for the R&D management department in Taiwan's High-tech Industry. The Analytic Network Process (ANP) was applied to evaluate the overall performance of the R&D management department. The research framework is divided into 2 phases. The first phase is combined with the 4 major perspectives, Financial, Customer, Internal Business Process and Learning and Growth, as the related indicators for each measurement perspective. The Key Performance Indicators (KPI) were selected using Factor Analysis to identify the key factor from the complicated indicators. The relationship between the characteristics of each BSC's evaluation perspective is dependence and feedback. This study applied ANP to conduct the calculation and adjustment of correlation between each KPI, and determine on their relative weights for the objective KPI. The "Financial Perspective" for R&D management department in Taiwan's High-tech Industry focused on the budget achievement rate of R&D management. The weight indicator value is (0.05863). The "Customer Perspective" focused on problem-solving satisfaction. The weight value of this indicator is (0.17549). The "Internal Business Process Perspective" focused on the quantity and quality of R&D. The weight value of this indicator is (0.13506). The "Learning and Growth Perspective" focused on improving competence in the research personnel's professional techniques. The weight value of this indicator is (0.02789). From the total weighting indicators, the order of the Performance Indicators for the R&D management department in Taiwan's High-tech Industry is: (1) Customer Perspective; (2) Internal Business Process Perspective; (3) Financial Perspective; and (4) Learning and Growth Perspective.
