The JAXA's TechCLEAN project(2003-present) is summarized, with the interim technical achievements. TechCLEAN is collateral program with the NEDO engine project to accelerate R&D work of small passenger aircraft engine as well as to develop innovative environment technologies applicable to the future improvements. In the project NOx reduction, CO2 reduction and noise reduction are targeted. Component level researches and system demonstrator validation are planned with test facility renovation and demonstration base engines.

R'||'&'||'D project management is a process of decisions concerned with the achievement of goals of objectives. Especially, defense R'||'&'||'D project planning is the key in the successfull management of defense development. The defense project managers are constantly having to perform "what if\ulcorner" exercise, such as what if the project is extended out for an additional cost\ulcorner In this reserch, we developed a schedule-cost analysis model based upon Critical Path Method(CPM) and Venture Evaluation and Review Technique(VERT) for schedule-cost trade off analysis defense R'||'&'||'D projects. In the first step, a deterministic model is developed as a heuristic which deterministic model is developed as a heuristic which determines the schedule extension and reduction cost as a function desired schedule. In the second step, a stochastic network simulation model is developed to analyse the project risk (sucess and failure). The expected time and cost can be determined for desired schedule under the assumptions of stochastic arc data (time and cost) with a various precedence relationships. This model provides the defense R'||'&'||'D managers with an estimated and expected cost for curtailing or extending a project a given amount of time. The effectiveness and efficiency of the proposed methods, a heuristic and stochastic networks simulations, have been demonstrated through examples.

In principle, R&D of general weapons systems are led by companies or government-funded organizations. In terms of project execution, the defense R&D planning system was reorganized to conduct SE-based project management by integrating the naval ship project execution procedure into the general weapon system R&D procedure. The development progress was confirmed according to the guide for SE application of DAPA, and a technical review meeting was proposed to enter into the each next phase in the R&D process. This paper focuses on improvement for technical review in terms of technical management based on system engineering for R&D mounted weapon systems and the naval surface ship project in preliminary design and detailed design. So, the improvement direction for reviewing the entry criteria for the R&D weapons systems of the naval ship and mounted weapons is proposed.

본 연구는 R&D 프로젝트 관리자의 리더십이 제품개발성과에 미치는 영향력을 밝히는데 목적을 갖고 프로젝트관리 R&D업무와 관련된 전문가집단(제조, 건설 엔지니어링, 조선, 플랜트, 정보통신)분야 175명을 대상으로 실증 조사하였다. 조사결과를 보면 R&D 프로젝트 관리자의 리더십이 제품 개발 성과에 미치는 영향은 유의하지 않은 것으로 나타났으며 프로젝트 스폰서 역할의 매개효과는 유의적인 것으로 나타났다. 이는 다양한 전문분야별 전문가의 참여로 구성되는 프로젝트에 있어 집단 간 복잡한 관계와 역할에 따른 효율적인 통제와 관리가 요구되는 리더의 리더십이 중요함을 나타낸 것을 의미한다. 리더의 효율적인 리더십에 의해 조직 내 구성원들의 협력과 제한된 시간 내 핵심역량의 결집을 통해 성과를 높일 수 있음을 시사한 것으로 평가할 수 있다. 종합하면 본 연구의 핵심 결과는 프로젝트 관리자의 리더십 극대화를 위해 프로젝트 스폰서의 역할증진을 위해 프로젝트 리더와 관련된 매개적 역할을 적극적으로 수행해야 함을 의미하고 프로젝트 스폰서의 매개역할은 프로젝트 관리자의 리더십에 영향을 줌으로 프로젝트 관리자의 리더십에 영향을 미쳐 최종적으로 프로젝트 성과 품질에 영향을 끼치는 것으로 요약할 수 있다.

The concept of portfolio is rarely understood and used in R&D management field. The conventional management technique in selecting R&D projects is scoring each projects and choosing projects based on the scores which are determined during evaluation. As a collection of good stocks is not necessarily a good stock portfolio, a collection of good R&D projects is not always a good R&D project portfolio. In this paper, framework and practical technique for constructing a R&D project portfolio are introduced. This technique can be easily applied in private and plublic R&D institutes.

본 연구는 국내 공공 및 민간 부문 전자, 통신, 기계, 화학분야 22개 연구기관 92개 팀을 대상으로 수집한 실증 자료를 통해 프로젝트 리더에 의한 챔피언 리더십이 팀에 대한 자원 공급 및 조직 지원, 팀원들의 팀 효력에 미치는 영향을 고찰하였다. 분석결과 프로젝트 리더의 챔피언 리더십은 높은 수준의 조직 지원 및 자원 공급과 관련되어 있으며, 프로젝트 리더의 챔피언 리더십을 높게 지각하는 팀의 팀원들은 보다 높은 수준의 팀 효력을 보였다. 또한, 프로젝트 유형 및 혁신 분위기는 챔피언 리더십과 자원 공급 및 조직 지원, 팀 효력 사이의 관계를 조절하고 있음을 발견하였다. 끝으로, 연구결과의 이론적 및 실무적 시사점이 논의되고 연구의 한계점과 미래의 연구방향이 제시되었다.

An effort has been made in this paper to measure the project manager's reaction to R&D project evaluation and present the useful information related to rebuilding an R&D evaluation system. Results of this study show that project manager's reaction is related to the selection of reasonable items for evaluation, the rater's expertise, the project manager's participation in evaluation process and so on. Accordingly, managers of the research institute have to set up the evaluation system after deeply considering these results.

The Pyro project, one of the large national R&D project to construct Korea Advanced Pyroprocessing Facility (KAPF), which has many goals such as development of pyro technology and process equipment, design of equipment and facility, construction, and test operation, is now under research and development. To reduce uncertainty and risk of such complex project, the technical management processes in systems engineering standards and NASA handbook were reviewed, and then the ten common technical management processes were selected for the large national R&D project to meet its goal successfully. And the essential technical management processes were finally suggested for Pyro project in consideration of current situation of the project.

In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.

수익성 높은 연구개발 프로젝트의 선택은 기업과 국가의 지속적인 성장 발전에 중요한 요인 중에 하나이다. 본 연구는 비즈니스 모델 지식이 연구개발 프로젝트의 선택에 어떤 영향을 미치는가를 분석하였다. 비즈니스 모델은 기술 가치를 고객 가치로 전환해주고 기술의 사업화를 위한 목표고객, 핵심가치, 조직내 행동, 자원, 외부 파트너를 종합적으로 표현해준다. 따라서 비즈니스 모델 지식의 습득은 기술개발 평가에 있어 평가자 들이 연구개발 프로젝트의 기술성 보다는 사업성과 실현 능력을 더 중요하게 생각하게 한다. 우리는 본 가설의 검증을 위해서 78명의 연구개발 평가 전문가들에게 비즈니스 모델 지식을 습득하게 한 후, 연구개발 프로젝트의 선정 기준이 어떻게 달라졌는지 AHP 방법을 활용하여 측정하였다. 그 결과 비즈니스 모델 지식이 사업성과 실현가능성의 비중이 높아졌으며 세부 기준에 있어서도 기술혁신성과 차별성보다는 회사역량과 사업화 역량이 중요한 기준으로 선정되었다.
