고감미도 감미료(High Intensity Sweeteners)를 이용한 당류저감화 (Reducing sugar content in processed foods using high intensity sweeteners)

  • Recently, due to the cognition that obesity is the cause of adult diseases, interests of consumers in low-sugar and low-calorie foods are growing more and more. While various policies are being implemented to reduce sugar contents in processed foods, the reduced sweetness caused by lesser sugar content is complemented by using high-intensity sweeteners. Some of the typical high-intensity sweeteners are sucralose, aspartame, acesulfame potassium and stevia, etc. Since the relative sweetness degree, sweetness profile, and physical properties of these sweeteners should be different from one another, it is important that all these characteristics are well-understood before applying them. Thus, the objective of this study is to introduce the properties and applications of high-intensity sweeteners in order to reduce sugar content of processed foods.

Innovation Policies and Locational Competitiveness : Lessons from Singapore

  • The relationship between innovation policies and locational competitiveness has emerged as an important area in the analysis of economic development, reflecting both the centralisation and decentralisation of globalising economic activities. The underlying spatial and institutional components are subject to a pattern of cumulative causation in which strategic interventions of policy actors exercise a decisive role in shaping competitive advantages, while promoting interactions with local and foreign partners both from the private and public sectors. The Singaporean development experience illustrated these strategic interdependencies of innovation policies and locational competitiveness. Based on her role as a manufacturing and service hub, Singapore is viewed as an infrastructural nodal point which is interconnected to global production networks. Paralleling efforts in the domain of technological innovation, Singapore's policies for locational competitiveness aim at an adaptive harmonisation of the needs of international investors with local developmental objectives. This orientation characterises also current efforts in promoting Singapore as a knowledge agglomeration with a distinct science base, expanding R&D operations and an innovation-driven pattern of economic development. In conclusion, the locational rationale of Singapore's innovation policies provides lessons for dealing with the spatial and institutional implications of technological globalisation.

Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • Artificial-intelligence (AI) semiconductors are crucial for securing national core competitiveness, including dominating the AI and data ecosystem and succeeding in the Digital New Deal. When examining the macroenvironment, the global division of labor in the semiconductor industry has weakened owing to the technological competition between the United States and China. Major countries are aiming to build the entire semiconductor ecosystem around their territories. As a result, these countries are formulating policy goals tailored to their realities and actively pursuing key policies such as research and development, securing manufacturing bases, workforce development, and financial support. These policies also focus on intercountry cooperation and bold government policy support, which is deemed essential. To secure core competitiveness in AI semiconductors, South Korea needs to examine the policy directions of major countries and actively formulate and implement policies for this semiconductor industry.

China's Roadmap for Fostering S&T and Catalyzing Innovation: Lessons for India

  • In the past three decades since the advent of market oriented reforms began in 1978, China has made rapid strides in catalyzing economic growth. The economic development coincides with the development of significant capabilities in several areas of science, technology, and innovation. China has recorded notable achievements in a number of emerging fields. This paper investigates the process that has catalyzed the developments in Science and Technology (S&T) and the key factors that have facilitated this process. The causality of dynamism of S&T in China points at targeted development, an emphasis on high growth industries and high technology, commensurate resource mobilization, ruthless restructuring of innovation actors, dynamic organization and management of R&D, continuously evolving policies with strict enforcement, and implementable instruments. This paper attempts to bring out the roadmap of the Chinese transformation process in S&T and derive policy lessons for India.

이동체를 위한 R-트리 기반 색인에서의 궤적 클러스터링 정책 (Policies of Trajectory Clustering in Index based on R-trees for Moving Objects)

  • 이동체 데이터베이스를 위한 과거 궤적 색인으로 R-tree계열이 많이 사용되었다. 그러나 R-tree계열의 색인은 공간 근접성만을 고려하였기 때문에 동일 궤적을 검색을 할 때 많은 노드 접근이 필요하다. 즉 기존의 이동체 색인들은 공간 근접성과 궤적 연결성이 서로 상반된 특징을 가지므로 함께 고려하지 못했다. 이동체 색인에서 영역 질의의 성능개선을 위해서는 노드 간의 심한 중복과 사장 공간(Dead space)을 줄여야하고, 궤적 질의의 성능 개선을 위해서는 이동체의 궤적 보존이 이루어져야 한다. 이와 같은 요구 조건을 만족하기 위해, 이 논문에서는 R-tree 기반의 색인 구조에서 궤적 클러스터링 정책을 제안한다. 노드 분할 정책에서는 궤적 클러스터링을 위해서 동일 궤적을 그룹화해서 분할하는 공간 축 분할 정책과 공간 활용도를 높이는 시간 축 분할 정책을 제안한다. 또한 비단말 노드의 연결 정보를 저장하여 개선된 복합 질의 알고리즘을 제안하였다. 이 논문에서는 제안한 R-tree기반 색인 구조의 구현 및 성능 평가를 통해서 검색성능이 우수함을 보였다.

한국 R&D수행 환경기업의 자원투입이 경영성과에 미치는 영향 : 혁신의 매개효과를 중심으로 (The Effects of Resource Inputs on Business Performances in Korean Environmental Companies Conducting R&D : Focusing on the Mediating Effect of Innovation)

  • 본 논문은 한국의 환경기업 중 R&D를 수행하고 있는 기업들의 자원투입이 경영성과에 미치는 직접적인 영향을 살펴보고, 이어 제품·공정·조직·마케팅 등에서의 혁신이 자원투입과 경영성과의 관계를 매개하고 있는지 간접적인 경로와 영향을 분석하였다. 이를 위해 한국 환경기업을 대상으로 설문조사를 실시하였으며, R&D 조직을 보유한 137개 기업의 응답 자료를 대상으로 SPSS와 Process Macro를 이용하여 매개분석을 실시하였다. 분석의 결과, 첫째, 한국 R&D수행 환경기업의 자원투입은 경영성과에 직접적으로 긍정적인 영향을 미치고 있다. 둘째, 자원투입은 혁신을 매개로 하는 간접적인 경로로 경영성과에 긍정적인 영향을 미치고 있다. 셋째, 혁신 유형 중에서는 유일하게 조직혁신의 매개역할이 검증된 반면, 제품혁신, 공정혁신, 마케팅혁신의 매개효과는 나타나지 않았다. 이에 따른 정책적 시사점으로는 첫째, 한국 R&D수행 환경기업들에서 혁신이 자원투입과 경영성과를 연결하는 중요한 매개체로 분석됨에 따라, 기업이 혁신을 통해 경영성과를 제고할 수 있도록 관련 정책을 강화할 필요가 있다. 둘째, 특히 기업들이 조직혁신을 매개로 경영성과를 높이고 있는 점을 반영하면서, 제품·공정·마케팅 등에 걸친 혁신이 경영성과로 이어질 수 있도록 지원정책을 세심하게 시행할 필요가 있다. 본 연구는 기업의 실질 통계 확보가 어려워 설문을 통해 분석한 점에서 한계가 있으며, 향후 환경산업혁신체제에 대한 추가적인 연구가 필요하다.

국가 융합 R&D 특성 분석에 관한 연구: 텍스트분석을 중심으로 (Feature Analyze and Research of National Convergence R&D: With Focus on the Text Mining)

  • There is a growing interest in convergence. National R & D is also providing various policies and institutional support to promote convergence research. Convergence research, however, does not clearly specify its characteristics at the academic and government levels. This research proceeds with the process of collecting, refining, analyzing, modeling, verifying and visualizing national R & D data through the National Science and Technology Information Service (NTIS). The method is to derive the convergence research characteristics and to derive through text mining, focusing on the unstructured information of national R & D project data. The study confirmed that there was a difference in perception between the definition of converged research and the research site. In order to improve this, the research suggested that convergence among research subjects, collaboration among research topics reflecting various backgrounds and characteristics of researchers, and analysis of characteristics of convergence research using information were suggested in the process of establishing convergence policy.

R&D Policy of the Korean Government for Aging Society

  • The $1^{st}$ National Plan for Aging Society with Low Fertility, which the Korean government announced in 2006, caused the gradual increase of R&D investment in order to prepare for an aging society in Korea. This study explores if the directions and strategies of R&D projects related to aging are suitable to improve the quality of life for elderly people and establish a sustainable aging society by analyzing the features of R&D investment from 2004 to 2010. The results show that most R&D projects conducted by departments focus on the development of assistive devices for the elderly to support everyday lives. The Korean government's R&D policy to prepare for an aging society is based on the narrow interpretation of Quality of Life (QoL) in an aging society that tries to resolve the socioeconomic problems of the elderly; however, the policies have ignored the independence of active elderly individuals and the social integration of the young and elderly generations. The research shows that a paradigm shift is required from a 'Senior' to 'Aging Society' because almost 1/3 of the Korean population is over 65 years old and the expansion of the research embraces from assistive technologies for the elderly to the design of social infrastructure such as transportation, education and work.

정부지원 연구비와 연구성과간의 관계에서 연구비관리시스템의 조절효과 (A Study on the Moderating Effects of the R&D Fund Management System between National R&D Fund and Research Performance)

  • 국가연구개발사업의 보다 나은 연구성과 도출을 위해서는 양적인 지원규모의 확대와 우수한 연구인력의 확보뿐만 아니라 연구자가 연구에 몰입할 수 있는 연구환경의 조성도 중요한 요소라고 생각된다. 특히 우리나라의 경우 연구비 집행과정에서 발생하는 행정업무 부담이 연구자의 연구몰입에 많은 어려움을 초래하고 있는 것이 현실이기 때문에, 정부는 대학 교수들의 연구비 회계관리에 대한 부담을 덜어줌으로써 연구의 효율성을 극대화하기 위해서 연구비 중앙관리제도를 시행하고 있다. 본 연구는 정부지원 연구비와 대학의 연구성과간의 관계에서 연구비 중앙관리제도의 조절효과(Moderating Effects)를 분석하였다. 분석결과 각 대학의 연구비 중앙관리 수준이 높을수록 연구비가 연구성과(KCI등재 건수, SCI등재 건수, 특허출원 건수)에 미치는 영향력이 더 커지는 것으로 나타났다. 이 연구의 결과는 기존 연구의 관점을 확대하였을 뿐만 아니라 정부정책의 실제적인 효과를 분석하였다는데 의의가 있다.
