Research on management plan of Defense Facilities and Equipments through DRES (국방연구시설장비 정보시스템(DRES)을 통한 국방연구시설·장비 관리 방안 연구)

  • Major countries stay to expand invest in R&D to promote new growth engines in the future and to secure new technologies and Korea is also expanding to R&D investment. Quality of R&D investment is getting more Important than quantity of R&D investment because Korea's indicator related to R&D investment is already world class with other countries's investment scale by comparison with GDP. According to this trend, Korea's policy in R&D is focusing the R&D Innovation Plan and "Utilization of R&D Facility and Equipment(F&E)" has been getting important. In this research, it research on facility and equipment management plan through Defense R&D Equipment information System(DRES). It analyzes existing process F&E in Defense field and Nation. Furthermore, it explains major process, function, and menu reflecting Defense F&E management rule enacted recently. Lastly, it shows the development direction for Defense F&E management.

  • Wayland는 open source community에서 30년 가까이 사용 되어 온 X window system을 대체하기 위해 개발된 새로운 window system이다. X window system은 network transparent한 특성을 기반으로 여러 영역에서 사용되어 왔지만 단일 기기에서의 UX에 필수적은 rendering, event processing, 그리고 compositing 등의 특성에 구조적으로 최적화 되어 있지 않다는 문제가 있다. 이 논문에서는 Tizen에 적용된 case를 통해 X window system과 Wayland의 구조적인 장단점을 비교하여 실측 데이터를 통해 구조적 차이로 인한 성능 차이를 설명한다.

Development and Performance Evaluation of an Image Detection System for Efficient 4D Images (효율적인 4D 영상을 위한 영상 검출 시스템 개발 및 성능평가)

  • 4D film is just a film that made by adding some physical effects to 3D film or general film. In order to provide physical effects to the audience, the data that make the physical effect must be added to each frames. In this paper, we proposed a video detection system that can efficiently provide physical effects by assessing the present situation such as explosion scene, snowing scene. The proposed video detection system contains an algorithm for fire detection by using R color and $C_r$ value, and also an algorithm for snow detection by using RGB color model. The system constitutes in a MCU that from 8051 family. In the performance evaluations, the result shows that 91% of detection rate in case of fire and 25% of false detection rate in case of snow. Also the system is capable of providing physical effects automatically.

Predicting link of R&D network to stimulate collaboration among education, industry, and research (산학연 협업 활성화를 위한 R&D 네트워크 연결 예측 연구)

  • The recent global trends display expansion and growing solidity in both cooperative collaboration between industry, education, and research and R&D network systems. A greater support for the network and cooperative research sector would open greater possibilities for the evolution of new scholar and industrial fields and the development of new theories evoked from synergized educational research. Similarly, the national need for a strategy that can most efficiently and effectively support R&D network that are established through the government's R&D project research is on the rise. Despite the growing urgency, due to the habitual dependency on simple individual personal information data regarding R&D industry participants and generalized statistical data references, the policies concerning network system are disappointing and inadequate. Accordingly, analyses of the relationships involved for each subject who is participating in the R&D industry was conducted and on the foundation of an educational-industrial-research network system, possible changes within and of the network that may arise were predicted. To predict the R&D network transitions, Common Neighbor and Jaccard's Coefficient models were designated as the basic foundational models, upon which a new prediction model was proposed to address the limitations of the two aforementioned former models and to increase the accuracy of Link Prediction, with which a comparative analysis was made between the two models. Through the effective predictions regarding R&D network changes and transitions, such study result serves as a stepping-stone for an establishment of a prospective strategy that supports a desirable educational-industrial-research network and proposes a measure to promote the national policy to one that can effectively and efficiently sponsor integrated R&D industries. Though both weighted applications of Common Neighbor and Jaccard's Coefficient models provided positive outcomes, improved accuracy was comparatively more prevalent in the weighted Common Neighbor. An un-weighted Common Neighbor model predicted 650 out of 4,136 whereas a weighted Common Neighbor model predicted 50 more results at a total of 700 predictions. While the Jaccard's model demonstrated slight performance improvements in numeric terms, the differences were found to be insignificant.

  • In this paper, the Window-Masking Method and HAT (Hardware Attached Top) CPU SoM (System on Module) are used to improve the performance and reduce the weight of the MANET (Mobile Ad-hoc Network) network synchronization system using time division redundancy. We propose converting it into a RISC-V based soft-core MCU and mounting it on an FPGA, a hardware accelerator. It was also verified through experiment. In terms of performance, by applying the proposed technique, the synchronization acquisition range is from -50dBm to +10dBm to -60dBm to +10dBm, the lowest input level for synchronization is increased by 20% from -50dBm to -60dBm, and the detection delay (Latency) is 220ns. Reduced by 43% to 125ns. In terms of weight reduction, computing resources (48%), size (33%), and weight (27%) were reduced by an average of 36% by replacing with soft-core MCU.

  • Emergence of the fourth generation mobile communication system (4G system) is now in its dawn. This article proposes a perspective framework on the 4G system, and discusses various kinds of system aspects and technological requirements in terms of novel service features, spectrum management, radio access technologies, wired access integration, core network, and mobile terminal. The focus of the article is to define the scope and features of the 4G system in an overall system/network viewpoint. From the foreseeable development trends, it is highly expected that whatever emerges in the 4G system will be some kind of constantly evolving and grand recursive concatenation of all the existing system/network developments.

Who Speaks for Innovations?: An Analysis of the Media Exposure of R&D Outputs

  • The literature in research policy extensively addresses the interaction between public R&D and the society. Scholars have paid particular attention to the way science and technology are diffused into the society and industry with the aim of substantiating their potential value. In practice, having recognized the importance of the said interaction, R&D entities and governmental organizations promote scientific and technological innovations that result from their R&D activities. Yet, the nature of news media exposure as their primary channel to promote R&D outcomes has been remarkably understudied. Using the results of R&D projects supported by the National Research Foundation of Korea (NRF), this study examines R&D entities' strategic use of the news media to publicize their outcomes. The empirical results suggest that the scale of an R&D project positively affects the counts of media exposure of its R&D outcomes, whereas the level of technology readiness and the technology life-cycle do not have significant influence. In addition, the results suggest that, compared to senior researchers, young researchers are more likely to publicize their R&D outcomes and that R&D outcomes from highly ranked universities are more likely to be publicized than those from lower-ranking universities despite our control for R&D outcomes. The aforementioned results suggest that in promoting the diffusion of science and technology, especially to the public, policymakers should be concerned about incentives for those who provide techno-scientific information, such as researchers. The social need for the diffusion of techno-scientific information into the public (e.g., technology transfer and diffusion) is an insignificant factor in determining the media exposure of such information, whereas personal benefits and sensitive issues related to a researcher's own R&D activities (e.g., justification for R&D activities) drive researchers to publicize their R&D outcomes. This paper suggests that policymakers, especially those concerned with better diffusion of scientific and technological innovations need to design a proper incentive system to maximize the societal benefits of media exposure.

A Study on the Project Manager's Reaction to R&D Evaluation and Its Influencing Factors (연구과제 평가에 대한 과제책임자의 반응과 그 영향요인에 관한 연구)

  • An effort has been made in this paper to measure the project manager's reaction to R&D project evaluation and present the useful information related to rebuilding an R&D evaluation system. Results of this study show that project manager's reaction is related to the selection of reasonable items for evaluation, the rater's expertise, the project manager's participation in evaluation process and so on. Accordingly, managers of the research institute have to set up the evaluation system after deeply considering these results.

Methodology Using Text Analysis for Packaging R&D Information Services on Pending National Issues (텍스트 분석을 활용한 국가 현안 대응 R&D 정보 패키징 방법론)

  • The recent rise in the unstructured data generated by social media has resulted in an increasing need to collect, store, search, analyze, and visualize it. These data cannot be managed effectively by using traditional data analysis methodologies because of their vast volume and unstructured nature. Therefore, many attempts are being made to analyze these unstructured data (e.g., text files and log files) by using commercial and noncommercial analytical tools. Especially, the attempt to discover meaningful knowledge by using text mining is being made in business and other areas such as politics, economics, and cultural studies. For instance, several studies have examined pending national issues by analyzing large volumes of texts on various social issues. However, it is difficult to create satisfactory information services that can identify R&D documents on specific national issues from among the various R&D resources. In other words, although users specify some words related to pending national issues as search keywords, they usually fail to retrieve the R&D information they are looking for. This is usually because of the discrepancy between the terms defining pending national issues and the corresponding terms used in R&D documents. We need a mediating logic to overcome this discrep 'ancy so that we can identify and package appropriate R&D information on specific pending national issues. In this paper, we use association analysis and social network analysis to devise a mediator for bridging the gap between the keywords defining pending national issues and those used in R&D documents. Further, we propose a methodology for packaging R&D information services for pending national issues by using the devised mediator. Finally, in order to evaluate the practical applicability of the proposed methodology, we apply it to the NTIS(National Science & Technology Information Service) system, and summarize the results in the case study section.

A System for Measuring the Similarity and Redundancy of R&D Project (R&D 과제의 유사도 및 중복도 측정 시스템에 관한 연구)

  • The analysis of the similarities and redundancies among R&D projects is important for the efficient investment of government budgets. When government R&D projects are planned, the redundancies of research tasks are examined by institutions specializing in research management, relevant offices and departments, and the government to prevent redundant funding. However, as existing similarity analyses depend on methods wherein new task proposals and existing R&D project proposals are compared and looked up based on keywords. This results in vulnerability wherein similarity cannot be accurately measured in the event of partial modifications of the task name or technical substitutions. This study aims to use patent information as characteristics by which R&D project documents can be identified. The patent data used is based on materials officially published by the government's R&D patent trend survey project (http://ipas.rndip.re.kr). The study aims to propose a method by which patent information can be used to analyze the similarity and redundancy among R&D projects when new projects are entered. For this purpose, a similarity measurement model based on set theory and probability theory is presented. The presented measurement model is implemented into an actual system to identify redundant documents, and calculate and show their similarity.
