Development on R&D Performance Measurement by the Type of Projects (프로젝트 유형별 R&D 성과측정 개발)

  • This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.

  • Only requiring research reports or publishing articles as the final obligation of R&D activities is not sufficient to utilize and reproduce the knowledge information. Since a lot of important data have been ignored and missed by the public or private research institutions, it is not easy to manage and utilize R&D outcomes and to develope knowledge-intensive business as we expect. It is important and rather urgent matter that we should reexamine the related regulations/ laws of Intellectual Property and observe the practical problems of data utilization in real settings. This study reviewed recent studies about domestic R&D institutions, current regulations related IP, and some conflicts with the copyright, and then summarized the problems/ solutions of utilizing R&D information as knowledge assets.

  • 질화붕소나노튜브(BNNT: Boron Nitride Nanotubes)는 근래에 들어 전 세계적으로 많은 주목을 받고 있는 나노신소재이다. CNT와 유사한 기계적 특성과 열전도, 열팽창 특성을 가지고 있지만 동시에 세라믹의 특성도 가지고 있어 열적/화학적 안정에 있어서는 CNT와 비교하여 매우 우수하다. 특히 BNNT를 구성하고 있는 붕소는 열중성자를 흡수할 수 있는 능력이 CNT를 구성하고 있는 탄소와 비교하여 20만 배나 높기 때문에, 우수한 기계적 특성을 이용한 경량화와 방사선 차폐능을 동시에 보유할 수 있는 미래 우주공학 물질로 매우 유용하다. 그러나 제조하는데 상대적으로 많은 에너지가 필요하고, 전 세계적으로 아직 대량생산이 이루어지지 않고 있으며, 제조 시 생성되는 불순물의 양이 많은 것이 단점이다. 또한 BNNT를 정제하는 것은 매우 어려워 산업적 응용은 아직 제한적이라 할 수 있지만, BNNT가 CNT와 세라믹의 특성을 동시에 보유하고 있다는 물질의 우수성과 활발한 연구개발 활동을 감안하면, 이에 대한 해결점을 찾을 수 있을 것으로 예상된다. 본 고찰에서는 다양한 BNNT의 제조방법과 각 방법의 장단점을 소개하고, 현재 연구되고 있는 BNNT의 산업적 응용에 대해 소개할 것이다. 이를 통해 국내에서 매우 미진한 BNNT 관련 연구가 활성화되는 계기가 될 것을 기대한다.

국내 외국인투자기업의 연구개발 활동 : 현황 및 시사점

  • This paper analyzed the R&D activities of foreign companies in Korea. A survey was conducted using questionnaires along with the field interviews. The survey results show that some foreign companies in Korea actively carry out R&D indicating that Korea is becoming a R&D location for the multinational companies. It also shows the wide differences by industries, corporate size, foreign equity ratio, and home country of mother companies. It is suggested that Korean government should utilize the inward foreign direct investment to strengthen the national innovation system of Korea. Various policy measures were recommended to encourage foreign companies to have easier access to domestic R&D resources, carry out R&D activities, and interact with domestic R&D actors. It is also argued that it is necessary to eliminate negative environmental barriers perceived by foreign companies.

  • This purpose of this research is an attempt to measure and comparatively analyze the efficiencies and RTS(Returns to Scale) using panel data of OECD countries including Korea. In order to achieve this purpose, at first this study used efficient production frontier estimation combined with DEA for obtaining parameter estimates of a efficient production frontier. secondly using estimated results, measured R&D productivity and RTS(Returns to Scale) on all of the OECD countries. thirdly using time-series data related to R&D activity of korea, measured R&D productivity and RTS(Returns to Scale). Finally based on the results of R&D productivity and RTS(Returns to Scale) using efficient production frontier, some policy implications for enhancing the R&D competitiveness and the technological capabilities are discussed.

  • In this paper, the necessities and process for introduction of the 'Knowledge Management' are analyzed in R&D. The application of knowledge management for R&D system is regarded as most useful strategic tool to accomplish technology innovation. In this study, the understanding of paradigm changes in R&D is reviewed and the success and failure points in the stage of introduction of the knowledge management are surveyed to maintain objectivity. And the aggregate knowledge management system are proposed for the national nuclear R&D system.

A Comparative Study of R&D Transfer by Multinational Corporations between Korea and China (다국적기업의 R&D 이전에 관한 한·중 비교연구)

  • Multinational Corporations (MNCs) are increasingly establishing globally-distributed R&D (Research and Development) centers in which sites around the world work collaboratively to develop new manufacturing and product technologies. Following new globalization strategies, these projects more often include sites in Emerging/Newly Industrializing Economies (E/NIEs). The success of these ventures promises to be increasingly important both for the bottom line of MNCs and for the development ambitions of E/NIEs. This study attempts to identify these trends and to compare R&D transfer between Korea and China. The study identifies specific factors on MNC's R&D transfer and compares those operating factors between the R&D centers in Korea and China, which attract many MNCs in the world. Among those eight dimensions relating to MNCs' operation, there are significant differences in site selection, market characteristics, government support, and R&D networking between Korea and China. The analysis show more positive factors on China than Korea regarding R&D operations. The result will be helpful for both MNC's managers and governments' decision makers with respect to R&D transfer.

  • The purpose of this research is to analyze the performance of technology transfer of university and professors' capability based on their research activities and performance. For this study, paper citation index, patenting activities, R&D funding scales from public and private sectors separately, careers before and after being professor, scale of research team of 80 professors, who had experienced in technology transfer, were collected. Major result of this research shows that patenting activities rather than paper publishing, R&D funding from private sectors rather than public sectors, and careers after being professor rather than before, are significant factors to affect the performance of university's technology transfer.

  • Standard Industrial classification is a key factor of technology spillover effect. It is the result of the empirical study that is the IC(industrial classification) which influences the technology spillover effect by way of interaction term, or moderating effect combing independent variables and moderators. As relatively high technology industry is more important than the low counterpart in R&D management system. And the result of the study says that Government should support SME's considering the IC moderating effect and different subsidies which is appropriated to the SME's IC(industrial classification). This way of Government subsidy will improve the efficiency of industrial policy effect of SME's.
