Rethinking Informal R&D Activities: Its Impact on Technological Innovation (비공식적인 연구개발 활동이 기술혁신에 미치는 영향)

  • To date, the literature has focused on formal R&D activities, such as internal, joint or external R&D, but informal R&D activities, such as job training or design, can also have a positive impact on technological innovation. To address this research gap, this paper examined 1) the influence of informal R&D activities on innovation adoption, and 2) the differences between formal R&D-oriented and informal R&D-oriented firms in process and product innovation. For this, statistical analysis was conducted using the data set from 2012 Korea Innovation Survey. The results suggest that 1) informal R&D activities can influence process innovation, and 2) firms engaging in both informal and formal R&D actively adopt product innovation. Findings suggest that 1) firms should recognize the importance of informal R&D and 2) national R&D policy should reflect the positive role of informal R&D in technological innovation.

  • 최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

A study on the relationship between R&D tax support policy and corporate innovation activities: Focus on national strategic technology R&D companies (R&D 조세 지원 정책과 기업 혁신활동 간의 관계 연구: 국가전략기술 R&D 기업을 중심으로)

  • Purpose - The purpose of this study was to analyse the relationship between R&D tax support policy and firm innovation activity using data on firms engaged in 12 national strategic technology sectors. Design/methodology/approach - This study collected survey data from 664 companies engaged in national strategic technologies. The data were then analysed using the Propensity Score Matching (PSM) analysis. Findings - First, corporate R&D tax support had a statistically significant positive (+) relationship with firm innovation performance. Second, there was a statistically significant positive (+) relationship with incremental innovation, but there was no statistical significance with radical innovation. Third, there was a statistically significant positive (+) relationship with the firm's first innovation, but there was no statistical significance with the world's first innovation. Fourth, there was a statistically significant positive (+) relationship with the number of R&D projects of a firm. Finally, there was a statistically significant positive (+) relationship with a firm's open innovation. Research implications or Originality - First, in terms of policy effectiveness, the government needs to consider promoting R&D tax support policies in areas where R&D competition is fierce. For private companies engaged in the 12 national strategic technology fields, the R&D tax support policy is working in the direction of promoting corporate innovation activities, and this positive policy effect is likely to be effective in areas where R&D competition is fierce. Second, if the government wants to improve the quality of corporate innovation activities through R&D tax support policies, it needs to provide incentives higher than the current level.

Policies of Trajectory Clustering in Index based on R-trees for Moving Objects (이동체를 위한 R-트리 기반 색인에서의 궤적 클러스터링 정책)

  • The R-trees are usually used for an index of trajectories in moving-objects databases. However, they need to access a number of nodes to trace same trajectories because of considering only a spatial proximity. Overlaps and dead spaces should be minimized to enhance the performance of range queries in moving-objects indexes. Trajectories of moving-objects should be preserved to enhance the performance of the trajectory queries. In this paper, we propose the TP3DR-tree(Trajectory Preserved 3DR-tree) using clusters of trajectories for range and trajectory queries. The TP3DR-tree uses two split policies: one is a spatial splitting that splits the same trajectory by clustering and the other is a time splitting that increases space utilization. In addition, we use connecting information in non-leaf nodes to enhance the performance of combined-queries. Our experiments show that the new index outperforms the others in processing queries on various datasets.

R&D Spillovers with Endogenous Absorptive Capacity: Lessons for Developing Countries

  • This paper analyzes the role of absorptive capacity in R&D spillovers through strategic R&D investments in a game-theoretic framework. In the model, a firm's effective R&D is composed of idiosyncratic R&D, which produces its own innovations, and identical R&D, which improves absorptive capacity. The model shows that in the presence of absorptive capacity firms have a tendency to underinvest (overinvest) in idiosyncratic (identical) R&D relative to the social optimum. As the spillover becomes larger, firms decrease their own R&D while they become more inclined towards strategic exploitation of rivals' efforts. Since the former effect overpowers the latter, the total amount of R&D decreases as the spillover increases. This is socially undesirable, providing a potential justification for a governmental subsidy for idiosyncratic R&D and a tax on identical R&D. The findings may have important implications for newly industrialized or emerging countries that consider a redirection of national R&D policy and intellectual property rights (IPR) regime.

  • Recently, government supporting policies on the revival of manufacturing industries are building up in the advanced economies like US and so on. Root manufacturing industry as the base of all manufacturing industries is accounting for SMEs by an absolute majority and Korean policies for SMEs are apt to increase in numbers. Nevertheless, there is no much concern in the area of root manufacturing industry SMEs. Especially, the effectiveness of R&D in root manufacturing industry is on the verge of controversy. As the results of root manufacturing industry SME's analysis, there are lots of various characteristics by fields in root manufacturing industry and the R&D results are not well carried over to business commercialization. In this paper, five policy proposals for root manufacturing industry SMEs are suggested based on the current situations of domestic and overseas countries.

Effect Study of Fuel Specifications on Biofuels Policy in Transport Sector (수송용 바이오연료 정책에 따른 품질기준 영향에 관한 연구)

  • Transport biofuels produced from biomass can be substituted for petroleum fuels due to GHG reduction, sustainability and environmental friendly. Mandates and targets of biofuels are announced in the European union, United states and other countries worldwide and promoted by the government policies. This paper reviewed current status of the national biofuels policies and fuel specifications in transport sector. EU biofuels policy shifted and GHG emission reduction became the main focus of the policy. There are specification requirements for biofuels in the U.S. under the RFS2, but there are other polices as well that serve to promote the uptake of biofuels both at the federal and state level. Korea government has allowed 2.3% oxygen in gasoline to come from oxygenates, increased the biodiesel blend mandate from B2 to B2.5 effective from Jul. 31, 2015.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Complementarity Between the Technology Acquisition and In-house R&D Evidence from the Korean Manufacturing Sectors (준구조적 계량 모형을 이용한 기술 획득과 연구 개발의 관계에 관한 실증연구: 한국의 제조업을 중심으로)

  • This paper empirically examines the relationship between a firm's external technology acquisition and in-house R&D in Korean manufacturing sectors. Using the technology innovation survey conducted by the Korean government in 2002, and developing a semi-structural empirical model, we find that the firm's in-house R&D and technology acquisition have a complementary relationship: A firm's technology acquisition increases in its in-house R&D. Moreover, government R&D funding and tax incentives have positive effects on the in-house R&D, while the existence of the failed projects encourage a firm to acquire more external technologies.

  • The purpose of this study is to identify the level of development of major technologies used in smart manufacturing in Korea and to use it as an objective basis for establishing smart manufacturing R & D personnel training policies. We select 25 key technologies to build and operate smart factories for the US, Germany, Japan, EU, Korea, and China, and examine the level (%) and gap (year) by smart manufacturing technology in each country. Based on the results, it is expected to contribute to reinforcing the global market competitiveness of the Korea manufacturing industry by checking the current status of R & D personnel training and suggesting policy suggestions for nurturing R & D personnel.
