투자효율성을 중요시하는 R&D 패러다임에 따라, 우리나라 또한 국가R&D사업의 예산조정 및 배분의 기초자료로 활용되고 있는 국가R&D사업 평가결과의 신뢰성 확보를 위해, 2010년도를 기점으로 연구 성과의 양적 질적 우수성을 측정하기 위한 평가지표를 신설 또는 강화하는 등 성과평가체계 개발에 주력하고 있다. 본 연구에서는 2005년 제정된 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 시행되고 있는 국가R&D사업 자체평가 평가지표를 이론적으로 검토하고, 평가지표 중 4-1(계획된 성과의 양적 달성도)에 대한 실증분석을 통해 평가기법 상의 문제점을 도출하고, 문제점 보완을 통해 보다 정밀하고 합리적인 정량적 성과평가방안을 제시한다.

Following principal-agent relationship between government and funding agency effects on efficiency and management of project, this paper suppose that project management cost rate variable on outsourcing and administration of institution, applies multiple regression analysis and logit analysis by using factors that procurement status of institutional operating expenses and each subordinates scale (Budget, subject number) and method (Top-down/Bottom-up), not a total amount, for examining factors following project efficiency analysis and way of commission. The major variables which effect on efficiency of institution are management cost scale (0.36), institutional operating expenses ratio (-0.47), way of outsourcing, the factors that affect way of outsourcing are portion of project management cost (-38.5) and institutional operating expenses rate (-11.7). This means both legal and financial stability are necessary and it is avoidable moral hazard and adverse selection on principal-agent problem.

국가R&D사업 관리를 위해 17개 부처 청은 각각의 과제관리 대표전문기관을 지정하고 있으며, 16개 대표전문기관은 매년 국가R&D 과제를 발주하고 예산을 집행하며, 협약된 과제에 대한 성과를 관리하고 있다. 국가R&D 과제를 발주하기 위해 먼저 사업에 대한 공고를 시행하는데 대부분의 부처 및 대표전문기관은 온라인 시스템을 이용한다. 대표전문기관은 각각의 연구관리시스템을 운영하여 R&D과제 공고정보를 게제하고 연구자는 해당 시스템에 로그인하여 과제를 신청한다. 이 때 과제신청을 하고자하는 연구자는 원하는 공고정보를 찾고 과제를 신청하기 위해 산재된 연구관리시스템을 접근하여 원하는 정보를 탐색해야 하는 불편함이 존재한다. 본 논문에서는 범부처 국가R&D과제 공고정보를 통합적으로 제공하고, 산재된 연구관리시스템에 개별적으로 접근하지 않고도 과제신청을 효율적으로 수행할 수 있는 방안을 제시한다. 이기종간의 로그인 방안과 과제신청 프로세스, 신청된 관제정보를 효율적으로 관리, 제공하는 방법에 대해 논하며, 이는 국가R&D과제를 수행하고자 하는 연구자에게 과제 신청 방법의 효율성을 제공한다.

Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

The proportion of investment in national R&D projects in construction and transportation has been increasing continuously; in terms of the size of R&D projects, there are many medium- to large-sized projects of over KRW 10 billion. However, in spite of such continuous increase in R&D investments, there are many technologies developed but not commercialized, i.e., the quiescence of technology. Accordingly, it is necessary to link the R&D results to commercialization by expanding the scope of R&D projects. In this context, this study presented objective reference prices to be used in contracting/transacting technology and implementing commercialization strategy by conducting technology valuations against on-going research projects with earnings approach, and by estimating value of patented technology. Sum of free cash flow (business value) that can be generated during the life of the technology was estimated as KRW 512 million by reflecting a discount rate of 16.34% to convert it into the present value. In addition, the technology value was computed as KRW 227million by applying a technology factor of 44.39% to the above value. Based on the technology value estimated in this way, it is necessary to establish industrialization and commercialization strategy of the technology.

Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). In 1994, Korean construction research and development (R&D) projects received investments amounting to 1.2 billion KRW, an amount that rose to 164.8 billion KRW in 2007. Under the current system, construction researchers submit the application records of Construction Research and Development (R&D) in construction projects to the Korea Institute of Construction & Transportation Technology Evaluation and Planning. The performance of Construction R&D projects has thus been dependent on the subjective reporting of the results by the researchers themselves. For this reason, it is difficult to secure confidence in the records of Construction Research and Development. Therefore, this research suggested measures for revitalizing Construction Research and Development, analyzed approaches to cost-saving in Construction Research and Development, and analyzed economic effectiveness in the results of construction R&D.
