Cost Estimation for ISO 9000 Certification in Japanese Companies

  • It is widely recognized that ISO 9000 certification bring some profits, such as enhancement of quality system and some concerns. Since one of the major concerns is cost for certification, this paper considers the cost for ISO 9000 certification in Japanese companies through review some winning reports and case studies. Specifically, a model that describes the certification activities and their cost is derived through reviewing some winning reports in order to give a framework of cost estimation. Based on the model, we estimate the certification cost in an electric division of a company through an interview survey. Furthermore, we focused on the cost for promotion and administration as a cost for the sake only certification, because these activities will not be needed if a company does not implement ISO certification. It is concluded that this cost may vary approximately 300,000-700,000 (US$) per certification by the interview and telephone surveys to Japanese steel companies.

  • Best value is the ultimate goal of the owner and can thus have diverse meanings according to the project characteristic, owner's purpose, user groups' payment capability, etc.. Recently, resettlement problems of the marginalized members in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). It means that a minimized production cost for reducing supply price of housing is a key factor in establishing the best value of the marginalized members. The lowest-price bidding system serves the purpose of ensuring a minimized production cost, but due to the low-cost investments, it creates various problems, such as sloppy construction, lowered quality, an increased LCC, and worsening profitability for builders. Thus, to help them resettle, it is necessary to supply affordable housing geared towards a certain appropriate quality and minimum construction costs. Towards this end, this study aimed to propose a cost reduction bidding system based on a technical proposal. The proposed technical-proposal-based cost reduction bidding system consists of the following components: work-unit-based, project-unit-based, and construction-period-reducing technical proposals. These components are evaluated to select the best bidder for a given project. The technical proposal based cost reduction bidding system proposed herein is expected to provide facilities with appropriate supply prices and appropriate quality levels, to bolster the technological competitiveness of builders.

  • At present, company has to produce a product that consumer like with a competitive price, a good quality, and a fitting time to supply. Process control and qualify control are very important to supply with a product uniformly and inexpensively In this paper, the characteristic of product quality is monitored by control chart during the machining process and construction of quality control cycle is considered to divide into two types in this case that different assignable causes lead to shifts having different magnitudes. Then we are intended to find a process shift magnitude which has economical quality cost policy and are considered to quality cost functions to find a process shift magnitude. Those costs are categorized into the well-known categories of prevention, appraisal, and internal failure and external failure. This paper ends with numerical examples that demonstrate the usefulness of the model.

  • This paper presents a tool called Quality-Cost optimization system (QCOS), which integrates Multi-Objective Genetic Algorithm (MOGA) and Quality Function Deployment (QFD), for tradeoff between quality and cost of the unitized metal curtain-wall unit. A construction owner as the external customer pursues to maximize the quality of the curtain-wall unit. However, the contractor as the internal customer pursues to minimize the cost involved in designing, manufacturing and installing the curtain-wall unit. It is crucial for project manager to find the tradeoff point which satisfies the conflicting interests pursued by the both parties. The system would be beneficial to establish a quality plan satisfying the both parties. Survey questionnaires were administered to the construction owner who has an experience of curtain-wall project, the architects who are the independent assessor, and the contractors who were involved in curtain-wall design and installation. The Customer Requirements (CRs) and their importance weights, the relationship between CRs and Technical Attributes (TAs) consisting of a curtain-wall unit, and the cost ratios of each components consisting curtain-wall unit are obtained from the three groups mentioned previously. The data obtained from the surveys were used as the QFD input to compute the Owner Satisfaction (OS) and Contractor Satisfaction (CS). MOGA is applied to optimize resource allocation under limited budget when multi-objectives, OS and CS, are pursued at the same time. The deterministic multi-objective optimization method using MOGA and QFD is extended to stochastic model to better deal with the uncertainties of QFD input and the variability of QFD output. A case study demonstrates the system and verifies the system conformance.

  • This paper was studied on a strategy in rice production under New round system of WTO(World Trade Organization) in Korea. Under enactment of New round system in WTO rice will be opened at the world market and thus rice growers will compete with this marketing system. In this regard, rice industry in Korea would be "a theory of rice triangle" such as high quality, low cost, and environmental friendly system. High quality rice would be obtained through a cultivar, cultivation technology, and quality control(QC) to compete against oversea's dealer. Lower cost in rice production should be concentrated into rapid decrease in rural population and into introducing for young generation. Rice cultivation has been played major role in this peninsula in terms of a preservation of water resource, fresh air and prevention of soil erosion.

  • To protect information resources, many organizations including private corporate and government employ integrated information security systems which provide the functions of intrusion detection, firewall, and virus vaccine. So, in order to develop a reliable integrated information security system during the development life cycle, the managers in charge of the development of the system must effectively distribute the development resources to the quality factors of an integrated information security system. This study suggests a distribution methodology that minimizes the total cost with satisfying the minimum quality level of an integrated information security system by appropriately assigning development resources to quality factors considered. To achieve this goal, we identify quality factors of an integrated information system and then measure the relative weights among the quality factors using analytic hierarchy process (AHP). The suggested distribution methodology makes it possible to search an optimal solution which minimizes the total cost with satisfying the required quality levels of processes by assigning development resources to quality factors during the development life cycle.

Optimal Replacement Policy of Degradation System with Loss Function (손실함수를 고려한 열화시스템의 최적교체정책)

  • Replacement policy of a degradation system is investigated by incorporating the loss function. Loss function is defined by the deviation of the value of quality characteristic from its target value, which determines the loss cost. Cost function is comprised of the inspection cost, replacement cost and loss cost. Two cost minimization problems are formulated : 1)determination of an optimal inspection period given the state for the replacement and 2)determination of an optimal state for replacement under fixed inspection period. Simulation analysis is performed to observe the variation of total cost with respect to the variation of the parameters of loss function and inspection cost, respectively As a result, parameters of loss function are seen to be the most sensitive to the total cost. On the contrary, inspection cost is observed to be insensitive. This study can be applied to the replacement policy of a degradation system which has to produce the quality critical product.

  • Weapon system currently considers the research about effect analysis including cost effectiveness methodology for a budget management and an achievement of the military strategy goal. So that, this study considers the theoretical background, strength and weakness of several Multi-Criteria Decision Making, and an effect analysis of weapon system. And AHP(Analytic Hierarchy Process) is selected for the best effect analysis methodology of weapon system. Therefore, we applied AHP to the case study of the new generation Multiple Launcher Rocket System, performing the analysis of cost effectiveness methodology. Using AHP and cost effectiveness methodology, we propose the actual and proper decision making result.

  • In front of the opening of electric distribution market in 2004, it is indispensable to have a proper estimation of power quality index and rower quality cost calculation mechanism which are indispensable to stabilize highly industrialized society and to vitalize the Investment lot electric power system. However, there were not enough measures to reflect the voltage characteristics such as voltage sags and Interruptions which make electric load in unstable operation. This paper suggests power quality index and power quality cost which translate various kinds of voltage records into bus load drop index(BLDI) and bus power quality cost(BPQC) based on aggregated load CBEMA curve. A sample calculation result shows that this method can produces the acceptable power Quality index and costs for utilities and customers requirements.

  • Clients ought to Appropriate the cost of quality management for contractors based on Construction Technology Management Act. The costs of safety management and environment reservation are separately estimated. and the quality management cost is added up to secure the construction quality required on sites. However, the sufficient cost for quality management was not allowed to the contractors, due to the viewpoints of the clients that the quality management should be one of the duties of contractors. In addition, an Account-related legislation enacted a provision of the labor cost of quality management as the one that should be included in the indirect labor cost. From the continuous survey the quality management cost is currently estimated by 0.2% of the total project cost and the contractors protest the portion of the quality management cost is insufficient. Thus, this paper aimed to provide the bases of estimation of the actualized quality management cost considering the viewpoint of contractors.
