Suggestion for Enhancement of Product Examination Government Quality Assurance Activity (군수품 제품확인감사 기준정립을 위한 제언)

  • Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms' defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government's quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ's quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

  • Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry. Establishment of Target Water Quality for TOC of Total Water Load Management System (오염총량관리제도의 TOC 목표수질 설정 방안)

  • In this study, it was proposed that a method of setting the target water quality for TOC using the watershed model and the load duration curves to manage non-biodegradable organics in the total water load management system. To simulate runoff and water quality of the watershed, the HSPF model is used which is appropriate for urban and rural areas. Additionally, the load duration curve is used to reflect the variable water quality correlated with various river flow rates in preparing the TMDL plans in the U.S. First, the model was constructed by inputting the loads calculated from the pollutant sources in 2015. After the calibration and verification process, the water quality by flow conditions was analyzed from the BOD and TOC simulation results. When the BOD achieved the target water quality by inputting the target year loads for 2020, the median and average values of TOC were proposed for the target water quality. The provisional method of TOC target water quality for the management of non-biodegradable organics, which is one of the challenges of the total water load management system, was considered. In the future, it is expected to be used as basic data for the conversion of BOD into TOC in the total water load management system.

The Effectiveness of Perceived Stress and Social Support on the Quality of Life for Kidney Transplantation Recipients (신장이식환자의 지각된 스트레스와 사회적 지지가 삶의 질에 미치는 영향)

  • Purpose: This study is descriptive study that confirms the affect of the factors of perceived stress and social support of the kidney transplantation recipient affect on the quality of life. Mothods: 167 subjects who have received kidney transplantation in a university hospital in G city. Data obtained are analyzed by SPSS Win 13.0. Results: The perceived stress based on transplantation related characteristics and general traits of kidney transplantation has significant differences only in frequency of admission. The subjects who had been supported by acquittances have more significant social support index. The quality of life has significant differences in number of admissions, gender and occupation. Also, when the perceived stress of kidney transplantation recipients is lower and social support is higher, the quality of life is higher. The perceived stress has 28.1% increment of quality of life. Adding social support, both of them affect 34.8% increment of quality of life. Conclusion: To decrease the factor to cause the stress of kidney transplantation recipients, it is necessary to have social support networks and to develop plans and programs to increase the quality of life of recipients.

Review of PM-related Air Quality Improvement Policies of United States for PM-related Air Quality Improvement of Metropolitan Region in Korea (수도권 미세먼지 환경 개선을 위한 미국의 대기환경정책 사례 조사 연구)

  • Several fine particle-related policies in Northeast United States were investigated in support of the execution of special measures to improve air quality of Seoul Metropolitan Area (SMA). The definition of particulate matter (PM) in the Clean Air Act (CAA), components and procedures of Regional Haze Rule (RHR), and Air Quality Management (AQM) were reviewed. Several State Implementation Plans (SIPs) were also reviewed as the way to attain required air quality under the Clean Air Act. $PM_{2.5}$ attainment SIP of Maryland, 8-hr Ozone attainment SIP of New Jersey, and Regional Haze Rule attainment SIP of MANE-VU were analyzed in detail as case studies. We realized that "Special Measures for Air Quality Improvement in the Seoul Metropolitan Area" has many similarities with its US counterparts in terms of purpose, components, procedures, and implementation methods. US policies, however, have more advanced features, such as standardized procedures and methods, transparent guidelines, and stable relationship among federal/state/local governments and stakeholders, which would be helpful to improve air quality in SMA.

The Effect of Governance Quality on International Logistics Performance

  • Purpose - This study investigates the direct effects of national governance quality on international logistics activities. The results provide practical insights for different stakeholders such as policymakers and offer detailed recommendations for improving national governance quality in projects aimed to enhance cross-border logistics operations. Design/methodology/approach - To test the hypotheses, a multivariate linear regression model using the ordinary least squares estimator is applied to 166 countries covering six periods: 2007, 2010, 2012, 2014, 2016, and 2018. Findings - All national governance indicators have a significant positive influence on the performance of cross-border logistics operations. At the dimensional level, government effectiveness, legal systems, anti-corruption efforts and regulatory quality have a greater impact than democracy and a stable political environment on all dimensions of logistics performance. Research implications or Originality - This study sheds light on how the quality of governance directly affects trading logistics. It advises governments to enhance governance quality and nurture a supportive institutional environment to improve transnational logistics proficiency. It also provides a better understanding of the institutional backgrounds of international logistics companies in target countries before their performance plans.

  • The SBA Integrated Information system is constructed and operated for scientific and systematic management of Defense information utilizing whole process of weapon system acquisition from requirement institution to operation maintenance. In order to utilize m&s resources actively and effectively in the life cycle of weapon system acquisition, efficient management plans of the SBA integrated Information system is required. As a result of identifying usage on SBA Information system and performance of operation performance measurement, it was defined that establishment of the SBA Integrated Information system process and provision of detailed system are mandatory for activating m&s resource and supporting process of acquisitions. In this study, Defense m&s information system is analyzed and improvement plans of SBA Integrated Information system is provided for efficient operation of SBA integrated Information system.

Estimation of Nutrients Reduction Rates to Prevent Eutrophication on the Hwaong Reservoir (화옹호의 부영양화 방지를 위한 영양염류 삭감률 산정)

  • In this study, the reduction rates of nutrients were suggested to prevent eutrophication on the Hwaong reservoir in the year of 2008 and 2012. With EPA's WASP6 model, future water quality were simulated. In 2008, T-N would be 1.36mg/L and T-P 0.100mg/L on average. ; In 2012, T-N 2.66mg/L and T-P 0.128mg/L. With all the water quality management plans that the government authorities are carrying out, these results indicate that the reservoir would be reach the eutrophic or hypertrophic state according to the Vollenweider's trophic states. Therefore, the Hwaong reservoir requires additional plans for nutrients management. Here, the target water quality to prevent eutrophication of the reservoir sets into mesotrophic state ; T-N 0.475mg/L and T-P 0.02mg/L.(median of Vollenweider index for mesotropphic state) The reduction rates of nutrients on Namyang and Eoeun streams were estimated with uniform treatment method to meet the goal. The results showed that nutrients from two streams should be reduced up to 78% in 2008, and 84% in 2012. Since the ratio of T-N/T-P would be higher than 16 at target years, T-N was not considered as the limiting factor and was not reduced.

  • This study examined service failure and recovery of domestic ethnic food restaurants based on a model of the repercussions of service failure dealing with seriousness and control and the cause-and-effect relationships among the variables relevant to the quality of relationships -trust, satisfaction, and loyalty. This study provides valuable information for Korean restaurant managers regarding food service failure and response plans by collecting data from actual Japanese tourists visiting ethnic food restaurants. The results suggested that it is important to develop a strategy to present the distributional fairness to customers who recognize the seriousness of service failure to control the situation promptly. These results can be used to establish more systematic business plans, improving customer management and firm performance. The advantage of this research is that it is time for substantial research data on the booming domestic restaurant industry and service quality to overcome the current recession and grow and solidify the current restaurant market.

ISO 3951-1:2022, Sampling Procedures for Inspection by Variables - Part 1 (ISO 3951-1:2022, 계량형 샘플링 검사절차 - 제 1부)

  • Purpose: ISO (International Organization for Standardization) has published the third edition of ISO 3951-1:2022, Sampling Procedures for Inspection by Variables-Part 1. ISO 3951-1 is an AQL (Acceptable Quality Limit) type sampling scheme, and incorporates switching rules to move among normal, tightened, and reduced inspections. This paper examines the contents of ISO 3951-1:2022 and analyzes its characteristics. Methods: The contents of ISO 3951-1:2022 and ISO 3951-1:2013 (the second edition of ISO 3951-1) are compared and analyzed in detail. The comparisons of ISO 3951-1:2022 and ISO 2859-1:2013 (the latest edition of Sampling Procedures for Inspection by Attributes-Part I) are also performed. Results: The main changes of ISO 3951-1:2022 are as follows: i) procedures have been introduced to accommodate measurement uncertainty, ii) many of sampling plans are adjusted to improve the match between their OC (operating characteristic) curves and the OC curves of the corresponding plans of ISO 2859-1, iii) the form p* for determining the acceptance of the lot is extended to all ranges of AQL and code letter values. Conclusion: ISO 3951-1:2022 cancels and replaces ISO 3951-1:2013, which has been technically revised. KS Q ISO 3951-1:2019 that is Korean version of ISO 3951-1 was established as a Korean standard by conforming to ISO 3951-1:2013. Therefore, we need to revise it to ISO 3951-1:2022, as soon as possible.
