Achievement of objectives of education and training is one of significant factors influencing quality of life. Higher education institutions use different work, teaching methods and tools; however they are inadequate in many cases. Today higher education institutions have problems concerning sustention and rise of certain level of education by giving the job for graduates, using of new technologies that help to present, manage, evaluate and control knowledge. The main objectives of quality management system (QMS) at higher education institutions are as follow: to assure continuous improvement of education quality; to demonstrate performance results and relevant facts to the interested parties (customers of college or university, social partners, administrative institutions) showing the abilities of education institution to prepare high qualification specialists that fully correspond to changing requirements of labour market. The QMS at education institutions should be designed as continuous process, considering that the quality of final product is the result achieved in primary processes. The process shall involve all interested parties. Parameters and indicators of education quality can help to analyze the efficiency and effectiveness of existing QMS. The results of quality audits should be also taken into account when designing and implementing QMS at organization. Literature review showed that for the assurance of education quality three different approaches prevail: total quality management (TQM); requirements of quality awards and assessment models; and QMS corresponding to the requirements of ISO 9001 standard. The case study of QMS design and implementation at Vilnius Law and Business College is presented in the paper. The peculiarities, difficulties and obstacles of QMS implementation in the higher educations institutions are analysed in more detail in this article.

The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

This study analyzed the factors affecting the educational effect of safety innovation education for management of public institutions. A survey was conducted on 294 CEOs and executive directors of public institutions (divided into construction sites, workplaces, and research facilities) subject to the safety management rating system to understand the impact of educational participants' characteristics and behavioral intentions after safety innovation education. As a result of statistical analysis, it was found that the executive director had a higher behavioral intention than the CEO, and the education quality, education instructor, and educational environment all had a significant positive (+) effect on the behavioral intention. This study can be used as basic data for further research related to safety innovation education for management of public institutions

The development of the education system and the labor market today requires new conditions for unification and functioning, the introduction of an innovative culture in the field of Education. The construction of modern management of innovative development of a higher education institution requires consideration of the existing theoretical, methodological and practical planes on which its formation is based. The purpose of the article is to substantiate the modern paradigm of organizing the mechanism of managing the innovative development of higher education institutions. Innovation in education is represented not only by the final product of applying novelty in educational and managerial processes in order to qualitatively improve the subject and objects of management and obtain economic, social, scientific, technical, environmental and other effects, but also by the procedure for their constant updating. The classification of innovations in education is presented. Despite the positive developments in the development of Education, numerous problems remain in this area, which is discussed in the article. The concept of innovative development of higher education institutions is described, which defines the prerequisites, goals, principles, tasks and mechanisms of university development for a long-term period and should be based on the following principles: scientific, flexible, efficient and comprehensive. The role of the motivational component of the mechanism of innovative development of higher education institutions is clarified, which allows at the strategic level to create an innovative culture and motivation of innovative activity of each individual, to make a choice of rational directions for solving problems, at the tactical level - to form motives for innovative activity in the most effective directions, at the operational level - to monitor the formation of a system of motives and incentives, to adjust the directions of motivation. The necessity of the functional component of the mechanism, which consists in determining a set of steps and management decisions aimed at achieving certain goals of innovative development of higher education institutions, is proved. The monitoring component of the mechanism is aimed at developing a special system for collecting, processing, storing and distributing information about the stages of development of higher education institutions, prediction based on the objective data on the dynamics and main trends of its development, and elaboration of recommendations.
Qualitative management and certification of higher education and higher education programs are important in Australia and Hong Kong. The purpose of the study is to analyze the higher educational Institute accreditation in Australia and Hong Kong and to provide basic data for the domestic evaluation accreditation system For this purpose, the analysis was conducted based on the analysis framework of Kis(2005), which was modified by the researchers in Tertiary Education Quality and Standards Agency(TEQSA) and Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ). The quality assurance approach in Australia and Hong Kong is common as 'accreditation' and focuses on other evaluation methods, evaluation data, nature of the report, evaluation purpose, evaluation result, and follow-up evaluation. Australia and Hong Kong had separate evaluation agencies for accreditation of higher education qualifications, degrees, and educational programs, and were performing accreditation at the independent institutions. Australia and Hong Kong do not agree with the evaluation standards of higher education institutions because of different academic system and qualifications system from Korea. Higher education institutions need to consider international interchange in terms of exchanging higher education human resources between countries. It is also necessary to conduct evaluation of higher education institutions with reference to higher education quality management standards.

The article is devoted to studying the development of scientific and methodological work and its impact on the quality of students' vocational training in higher pedagogical education institutions by applying information technology. This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors
